N ORDINANCE AUTHORIZING AND DIRECTING THE ISSUANCE, SALE AND
ELIVERY OF $900,000 PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS,
ERIES 5-226, OF THE CITY OF SALINA, KANSAS, FOR THE PURPOSE.0F
ROVIDING FUNDS TO PAY TffE COST OF PURCHASING REFUSE CONTAINERS
ND EQUIPMENT, MODIFYING VEHICLES FOR THE COLLECTION OF CON-
AINERS, PURCHASING LANDFILL SCALES AND EYCAVATING LAND FILL PITS;
RESCRIBING THE FORM AND DETAILS OF SAID BONDS; AND PROVIDING FOR
HE LEVY AND COLLECTION OF THE NECESSARY TAXES FOR THE PURPOSE OF
APING THE PRINCIPAL OF AND INTEREST ON SAID BONDS AS THE SAME

WHEREAS, pursuant to K.S.A. 12-2101 to 12-2112,
nclusive, and other provisions of the laws of the State of Kansas
pplicable thereto, by proceedings duly had, the governing body of
he City of Salina, Kansas (herein called the "City"), has
etermined to proceed with proceed with purchasing refuse
ontainers and equipment, modifying vehicles for the collection of
ontainers, purchasing. landfill scales and excavating landfill

WHEREAS, all legal requirements pertaining to said im-
rovements have been complied with, and the governing body of the
ity now estimates that the total costs of said improvements and
elated expenses are $900,000,. all of which costs are to be paid
y the City at large; and
WHEREAS, the governing body of the City is authorized by
aw to issue general obligation bonds of the City to pay the costs
f said improvements; and
WHEREAS, the governing body of the City has heretofore
dvertised the sale of said bonds in accordance with law and
warded the sale of said bonds to the lowest bidder; and
WHEREAS, the governing body of the City noir deems and
inds it necessary to authorize the issuance of said bonds for de-
ivery to the purchaser;
NOV, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF
HE CITY OF SALINA, KANSAS, AS FOLLOWS:

The Bonds shall be payable as to both principal and
nterest from ad valorem taxes which may be levied without limita-
ion as to rate or amount upon all the taxable tangible property,
eal and personal,, within the territorial limits of the City. The
ull faith, credit and resources of the City are hereby ir-
evocably pledged fcr the prompt payment of the Bonds and the in-
erest thereon as the same become due.

umbered from 1 consecutively upward, in the denomination of
5,000 each. All of the Bonds shall be dated March 1, 1981, shall

Interest on the Bonds at the rates aforesaid shall be
ayable semiannually on March 1 and September 1 in each year be -

f and in conformity with the provisions, restrictions and limita-
ions of the constitution and laws of the State of Kansas, in-
luding K.S.A. 10-101 to 10-132, inclusive, K.S.A. 12-2101 to
2-2112, inclusive, and all laws amendatory thereof and supplemen-
al thereto.
IT IS HEREBY DECLARED AND CERTIFIED that all acts, con-
itions and things required to be done and to exist precedent to

cause said Bonds to be registered in the office of the City Clerk

The balance of the proceeds derived from the sale of the

payment of principal of and interest on the Bonds as the same be-
come due by levying and collecting the necessary taxes therefor in

official City newspaper.
