MORTON Active Shooter Training Event From August 29th through September 2nd, the Salina Police Department, Salina Fire Department, Saline County Sheriff's Office, Salina Regional Health Center (SRHC), and USD305 staff participated in active shooter training. Salina Regional Health Center graciously provided a training location and role players. Salina Regional Health Center staff was also able to train side-by-side with officers, deputies, and EMS personnel. All training occurred at the Braddick Building on Salina Regional Health Center's campus. Personnel were put through active shooter scenario -based training, using real weapons modified to shoot simulated rounds. This training is paramount in the annual training requirements for our officers to be familiar with the current best practices for these types of events. This training allowed the law enforcement community to train side-by-side with Salina Fire Department and Salina Regional Health Center personnel on a response to an active shooter event. USD305 administrators participated to have an idea of what a law enforcement response might look like and to look for ways to incorporate this same type of training at their facilities with their staff. It was a great training exercise and community -building endeavor that helped strengthen partnerships with all involved entities. A Nationally Accredited Law Enforcement Agency The Wrap Demonstration for Citizen Review Board On September 7th, the City's Law Enforcement Citizen Review Board (LECRB) held its regularly scheduled meeting. The police department was asked to make a presentation on the Wrap. The Wrap is a restraint device that reduces the possibility of injury to both officers and the combative individual being restrained. The Wrap restraint keeps the restrained individual from hurting themselves/others, provides a means of safe transport, and decreases the need for force. Lieutenant Feldman, the Internal Affairs officer, Sergeant McCary, patrol dayshift supervisor, and Wrap Instructors Officers Brazdzionis and Gawith provided a demonstration. They explained the policy, usage, and training pertaining to the Wrap. Chief Sean Morton and Deputy City Manager Jacob Wood also fielded questions from the LECRB. Annually, the police department reviews all use of force incidents from the previous calendar year. The Wrap restraint system continues to be one of the most effective tools for officers. The system was utilized 29 times in 2020, 47 times in 2021, and 40 times in 2022, year to date. Chief Morton advised the board that this device has been in use with the Salina Police Department since the 1990s. The Salina Police Department welcomes the opportunity to demonstrate equipment, tactics, and techniques used by the department in police service to our citizens. 800 MHz Radio Svstem Upgrade The Salina and Saline County radio upgrade is now completed. The nearly $15,000,000 project was approved in 2020, allowing Salina and Saline County public safety agencies to upgrade to an 800 MHz radio system. All radio equipment in the emergency communications centers, radio systems in emergency response vehicles, and all portable radios were upgraded to state-of-the-art equipment. Salina and Saline County's new emergency communications equipment is now part of the State of Kansas' communications network, which allows for radio communication virtually anywhere in the State of Kansas. Testing of the communication system was completed in the fust two weeks of August 2022. Motorola was obliged to have a 94% success rate for radio communication throughout the city and county. To include Salina Regional Health Center, schools, and remote locations within Saline County. Testing exceeded the 94% success rate. The overall success of this project is exciting as there are buildings and places throughout the city/county which did not have reliable public safety radio communications and now have unbelievable communication service. This project was a huge undertaking, but its success dramatically increased the safety of our citizens and all public safety personnel throughout the city and county. 2
