The Revenue Neutral Rate Public Hearing meeting of the Salina Public Library Board of Trustees was
held at 7:00 a.m. on August 23, 2022 in the Prescott Room.
The following Board members were present: David Greiser, Brendan Burke, Judy Nold, Gerry Cox,
Lisa Mahler, Susan Kelly, Helen Gregg and Dr. Trent Davis. Others present were Melanie
Hedgespeth, Sandy Wilcox and two members of the public.
The meeting was called to order at 7:00 a.m.
PUBLIC COMMENTS: James Vent spoke to the Board.
ACTION - RESOLUTION TO EXCEED REVENUE NEUTRAL RATE
22-31 On a motion made by Brendan Burke and seconded by Dr. Trent Davis , it was RESOLVED
THAT: The Board of Trustees of the Salina Public Library approves to LEVY A PROPERTY TAX RATE
EXCEEDING THE REVENUE NEUTRAL RATE;

The Public Hearing for the 2023 Budget of the Salina Public Library Board of Trustees was held at
7:06 a.m. on Tuesday August 23, 2022, in the Prescott Meeting Room.
The following Board members were present: David Greiser, Brendan Burke, Judy Nold, Gerry Cox,
Lisa Mahler, Susan Kelly, Helen Gregg and Dr. Trent Davis. Others present were Melanie
Hedgespeth, Sandy Wilcox and one member of the public.
Judy Nold called the Public Hearing to order. Judy asked for public comments. There were none.
22-32 On a motion made by Brendan Burke and seconded by Gerry Cox it was RESOLVED THAT:
The Board of Trustees of the Salina Public Library adjourns the August 23, 2022 Public Hearing on
the 2023 Budget. Motion passed P.1280 8/23/2022

Wilcox.

The Board of Trustees of the Salina Public Library approves the consent agenda. Motion passed

4 DISCUSSION / ACTION
DIRECTORS REPORT:
Melanie, Amy and Stefanie have been talking to the schools about the school library cards. There
was a suggestion to add a QR code so that has been done. Salina Family Healthcare donated
COVID tests to us for our employees. Circulation continues to rise. We are going to send out
printed overdue notices at 7 and 21 days. Lerin Krallman accepted the community coordinator
position and Hanna Leiker accepted the Head of Technology position. We continue to meet with
individuals on the Capital campaign. The goal is to start the public phase of the project in 2023. We
held our department training day on August 17th.
DISCUSSION ITEMS:
Sump pump repairs: We have a quote to replace the two sump pumps in the boiler room.
We have been working with Pestinger on the HVAC units. Unit #4 needs a new circuit board and we
need a new motor in unit 12. We have been working on labeling thermostats and maps.

The lock on the boiler room broke, BCS came to look at it and we will add a push bar to that door.
We have a proposal from Ponton construction to build and install a shed in the parking lot.
2-33 On a motion made by Susan Kelly and seconded by David Greiser, it was RESOLVED
THAT: The Board of Trustees of the Salina Public Library approves the proposal from Ponton

Sick leave bank - Was created in 2007 and is outdated at this point. We are working on a new
policy.
Section 125 plan - We are meeting in October to update our plan.
5.EXECUTIVE SESSION
22-35 On a motion made by Brendan Burke and seconded by Dr. Trent Davis, it was RESOLVED
THAT: Salina Public Library Board of Trustees recess into executive session for 5 minutes to discuss
non-elected personnel pursuant to KSA 75-4319(b)(1).The open meeting will resume in this room at
7:45 a.m. Motion passed unanimously. Pg 1283. 08/23/2022.
