The regular monthly meeting of the Salina Public Library Board of Trustees was
held at 7:00 a.m. on Monday, July 26, 2004 in the Prescott Room.
The following Board members were present, Monte Shadwick, Cheryl Mason,
Sheldon Lilak, David Hawksworth, Janice Ostrom, Lynne Ryan, Betsy Scholten, and
Tom Arpke. Others present were David Clouston from the Salina Journal, Joe
McKenzie and Cynthia Smull.
Lynne Ryan called the meeting to order. Lynne asked if there were any changes
to the June 28, 2004 minutes. None were suggested.
04-21 On a motion made by Monte Shadwick and seconded by Betsy Scholten it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library
approves the June 28, 2004 minutes as printed. Motion passed. P. 769. 7/26/04
PUBLIC COMMENTS: None
FRIENDS OF THE LIBRARY REPORT: The Friends will hold their book sale on
August 6,7 and 8th in the Prescott Room.
DISCUSSION: TECH CENTER UPDATE: Joe McKenzie gave the Board a progress
update on the Tech Center construction. The contractor is on schedule at present. A
lot has been done.

DISCUSSION: 2005 BUDGET: Joe gave the Board a presentation about the line items
in the 2005 budget. The salary line item reflects a 1 % across the board raise. Staff will
also have 3% step increases on anniversary dates. Twenty-five percent of the staff is at
the top of the pay scale. Health Insurance is a big-ticket item. Employees pay 25% of
their health insurance premiums. They pay $79.00 for a single policy and $210.00 for a
family policy. We are budgeting for a 7% increase in 2005. The City is projecting a
5% increase. Longevity pay was discussed.
The Board examined and discussed the 2005 budget in detail. There has been a
2.24% raise in property evaluation. Over all there is a slight drop in the library mill
levy.
04-22 On a motion made by Sheldon Lilak and seconded by Janice Ostrom it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the
2005 Budget as printed for publication. Motion passed. P.769.7/26/04
DISCUSSION: CHILDREN'S INTERENET PROTECTION ACT: The Salina Public
Library would have to filter all computers in the library to be eligible for federal funds.
The library does not receive federal funds at this time. The library has been filtering
the Internet computers in the Youth Services Department since it opened in May 1997.
Joe presented information regarding other aspects of the Salina Public Library
Policy on the Internet. At this time the Board does not wish to do anything.

FINANCIAL REPORT: Joe presented the current financial information. We are at the
end of the second quarter halfway through the year. We are where we want to be for
the year.

STATISTICAL REPORT: We have had strong use of Internet services. It has been a
busy month for the library. We are a little ahead of last year's stats. Thursday and
Friday this week will be the Summer Reading Program party.
LIBRARIAN'S REPORT: Joe will send a copy of the staff survey to the Board. Last
week a child in Youth Services Department hit his head on a door. Roberta Ring our
Office Assistant is off due to an emergency in the family. Linda Grieve is off at present
receiving cancer treatment. Amber Dennett and Joe are preparing a survey about what
trends will have the biggest impact in the next five year.
BOARD COMMENTS: There was discussion about the date of the public hearing and
the next Board meeting.
04-23 On a motion made by Janice Ostrom and seconded by Cheryl Mason it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library
approves August 9, 2004 7:00 a.m. as the time of the Public Hearing on the 2005
Budget with the Board meeting to follow. Motion passed.P.770. 7/26/04.
04-24 On a motion made by Tom Arpke and seconded by Sheldon Lilak it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library
adjourns into executive session for 10 at 7:20 a.m. minutes. Motion passed. P.770.

04-25 On a motion made by Tom Arpke and seconded by Monte Shadwick it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library
adjourns out of executive session at 7:30 a.m. Motion passed. P.770.7/26/04.
The Board discussed increasing the Director's salary effective January 1,2005.
04-26 On a motion made by Betsy Scholten and seconded by Monte Shadwick and
Tom Arpke it was RESOLVED THAT: The Board of Trustees of the Salina
Public Library approves an increase in Joe McKenzie, Director of the Library's
salary to $72,250.00 effective January 1,2005. Motion passed. P.770. 7/26/04.
04-27 On a motion made by Tom Arpke and seconded by Cheryl Mason it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library
adjourns the July 26th Board meeting. Motion passed. P. 770. 7/26/04.
