Cl( i 12 0 <J) c: 0 u CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS August 15, 2022 4:00 p.m. Mayor Davis asked the Clerk for verification that notice had been sent for today 's City Commission meeting . The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p .m. in Room 107 , City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Davis (presiding), Michael L. Hoppock , Greg Lenkiewicz, Bill Longbine and Karl Ryan. Also present: Mike Schrage , City Manager (via Zoom), Jacob Wood , Deputy City Manager, Shawn Henessee , Assistant City Manager, Greg Bengtson, City Attorney; and Jo Vonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None . CONSENT AGENDA (5.1) Approve the amended minutes of June 27 , 2022. (5.2) Approve the minutes of August 8, 2022. 22-0227 Moved by Commissioner Ryan, seconded by Commissioner Longbine , to approve the consent agenda as presented. Aye : (5). Nay (0). Motion carried. ADMINISTRATION (6.1) Approve Resolution No. 22-8065, authorizing the Mayor to execute the attached Wall Ownership Agreement , Grant of Easement and Grant of Permission to Attach Electrical Bo x Conduit. Commissioner Ryan recused himself. Mike Schrage , City Manager, explained the request, fiscal impact and action options. A discussion followed related to the finish and final appearance of the south wall of Campbell Plaza which would include a finishing material covering the entire wall to accommodate a mural at a later date. DEVELOPMENT BUSINESS (7 .1) Consider acceptance of public utility and drainage easement dedications on the Saline County jail site (801 E. Pacific Ave .). Dean Andrew, Planning and Zoning Administrator, explained the request, fiscal impact and action options. Moved by Commissioner Ryan, seconded by Commissioner Longbine, to accept the offered utility and drainage easement dedications for the public water lines and storm water detention basin serving the Saline County Jail campus and authorize the Mayor to sign the easement documents on behalf of the City. Aye: (5). Nay (0). Motion carried . OTHER BUSINESS Martha Tasker provided an update on the Smoky Hill River Renewal project and RAISE grant application results. The city had initially requested 36.7 million dollars and 22.l million dollars had been awarded. Ms. Tasker additionally provided a brief recap of the project. Ms. Tasker additionally provided an update on the Smoky Hill River Eco System Restoration project and indicated the US Army Corp of Engineers, after touring different sites within the city, was committed to completing the project with the city. Mayor Davis thanked city staff for the reports and their availability to provide the information. A discussion ensued which included the timeline of Smoky Hill River Renewal project, expected date of receipt of funds and bridges to be included. Commissioner Longbine suggested an informational session be held on the project in the spring of 2023 to update the citizens of Salina. CITIZENS FORUM Norman Mannel, Salina, Kansas, provided his thoughts on aquatic life, flow of water and Native American ownership ofland in the United States. Linda Reynolds, Salina, Kansas, expressed her frustration after receiving a certified letter from the city of Salina vaguely referencing a violation of city code by way of temporary signs, banner signs and mobile signs located at their office but there was no specific violation stated. Mark Calico, Salina, Kansas, shared his thoughts on the homeless problem at 7th Street and Walnut Street and inquired about the right of tenants to remove homeless individuals from a property that is owned by a management company in Topeka. Mr. Calico further commented on the open container ordinance resulting in trash being left all over downtown. Page2 "' "' z 0.. w "' .~ Oi en ~ :2 5i c: 8 22-0230 Todd Welsh, Salina, Kansas , owner of TWI Homes , expressed his concerns regarding the difficulty of locating sewer taps in new developments and the danger it can present by having to dig very deep to find them as well as having to dig in several different locations. Mr. Welsh provided some possible solutions to the problem for the city to consider. Ben Windholz, Salina, Kansas , agreed with Mr. Welsh's comments in that the sewer tap issue was a safety one. Mr. Windholz then shared his thoughts on the city's budget, contribution to and accounting for the Smoky Hill River Festiv al.
