AUGUST 3, 2022
1:00 p.m.
Vice Mayor Ryan asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Special Meeting of the Board of Commissioners was called to order at 1:00 p.m. in Room 105,
City-County Building . A roll call was taken.
Those present and comprising a quorum: Mayor Trent W. Davis, M.D . (via zoom), Vice Mayor
Karl Ryan (presiding), Michael L. Hoppock, Greg Lenkiewicz and Bill Longbine.
Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee,
Assistant City Manager, Greg Bengtson, City Attorney; and Jo Vonna A. Rutherford, City Clerk.
ADMINISTRATION
(3.1) Discussion and possible action regarding the City's pending application for $24.9 million in
funding of the Old Smoky Hill River Bridge Replacement Project with Rebuilding
American Infrastructure with Sustainability and Equity (RAISE) 2022 grant funds in
response to an email received August 2, 2022 from the United States Department of
Transportation requesting confirmation by 5:00 EST, August 3, 2022 of the availability of
additional matching funds or a reduction in project scope such that the Project could be
completed ifthe Project were to receive a $20 .1 million RAISE award.
Mike Schrage, City Manager, briefly explained the purpose of the special meeting and the necessity
of the same due to a deadline of 4:00 p .m. CST to reply. Mr. Schrage continued with a presentation
which included available city funds, cash on hand, debt financing, ARP A funds, acquisition of
water rights, U.S. Army Corps of Engineers Continuing Authorities Program (CAP) estimates and
eligibility, required and potential city elements , city costs, RAISE grant timeline and elements, total
cost, recent developments, cost estimating protocols, program limit, allowable percentage
exceedances and transition to a general investigation program .
Guy Walker, Salina, Kansas, announced that Friends of the River have discussed and are willing to
pledge additional funding for a total of $4 ,025,000.00 and stated that additional funding · would
heavily depend on seeing physical progress on the project.
Rick Welch, Deputy Finance Director, shared information from a telephone call he had with
Senator Moran's office . Mr. Welch conveyed that the email was viewed as a very positive
indication of funding to be received and it was highly suggested that the city respond affirmatively.
A discussion followed on possible funding options, recommendations, action to be taken,
importance of citizens seeing work progress and the need to begin work on the project.
Jane Anderson, Salina, Kansas, stated the possibility of funding was an incredible experience and
important moment for the city.

Moved by Vice Mayor Ryan, seconded by Mayor Davis, to direct staff to confirm the City of Salina
has additional sources of funding to deliver the full scope presented with a $20 .1 million RAIS E
award and $4.8 million of local funding. Aye: (5). Nay (0). Motion carried.
ADJOURNMENT
Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, that the special
meeting of the Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The
meeting adjourned at 2:05 p .m.

CONSENT TO HOLD A SPECIAL MEETING OF THE BOARD OF COMMISSIONERS ·
We, the undersigned, being duly elected, qualified and acting Commissioners of the City
of Salina, Kansas and constituting a majority of the Board of Commissioners of the City of Salina,
Kansas, do hereby consent to the holding of a special meeting of the Board of Commissioners of
the City of Salina, Kansas on the 3rd day of August, 2022 , at 1 :00 p .m . for the purpose of the
following:
(3.1) Discussion and possible action regarding the City 's pending application for $24.9
