The meeting of the Salina Public Library Board of Trustees was held at 7:00 a.m. on July 19, 2022, in
the Prescott Room.
The following Board members were present: Brendan Burke, Judy Nold, Susan Kelly, Gerry Cox, Dr.
Trent Davis, David Grieser and Lisa Mahler. Others present were Melanie Hedgespeth, Amy Adams
and Katie Pearson.

22-27 On a motion made by Brendan Burke and seconded by Dr. Trent Davis, it was RESOLVED
THAT: The Board of Trustees of the Salina Public Library approves the consent agenda. Motion
passed unanimously. Pg 1276. 07/19/2022.
DIRECTORS REPORT :
Melanie shared the fall calendar and reviewed the slate of new programs. During the summer, youth
books have been the most circulated item. The library is participating in the Kansas state parks
library program. Melanie and Amy are having conversations with schools about school library cards.
Melanie and Amy will attend a seminar on the workforce in Kansas this week. Lerin Anderson has
accepted the community coordinator position; an internal search is being conducted for a new
Head of Technology. Melanie reviewed bids for service to the library HVAC system and for carpet
cleaning. Amy updated the board on the progress of the capital campaign.
DISCUSSION/ACTION
AUDIT:
Melanie shared the audit. The board discussed accounting methods and unencumbered cash.
2023 Budget:
The 2023 budget includes a 4% increase in cost of living for salaries and budgeted amounts of the
employee benefit fund remained the same as last review. The mil rate would go down and equal the
revenue neutral rate. Melanie explained the public notification timeline and recommended holding
an RNR hearing.

22-28 On a motion made by David Grieser and seconded by Gerry Cox, it was RESOLVED THAT:
The Board of Trustees of the Salina Public Library approves the 2023 budget for publication.
Motion passed unanimously. Pg 1277. 07/19/2022.
2022 Budget:
Melanie explained the proposal for an employee supplement. The board discussed the current
hiring climate.
22-29 On a motion made by Brendan Burke and seconded by David Grieser, it was RESOLVED
THAT: The Board of Trustees of the Salina Public Library approves the retention/inflation
supplement as presented to be paid to current, active staff as of July 31, 2022.Motion passed

EXECUTIVE SESSION:
22-30 On a motion made by Brendan Burke and seconded by Susan Kelly, it was RESOLVED THAT:
Salina Public Library Board of Trustees recess into executive session with Melanie Hedgespeth for
15 minutes to discuss non-elected personnel pursuant to KSA 75-4319(b)(1). The open meeting will
resume in this room at 7:44 a.m. Motion passed unanimously. Pg 1277. 07/19/2022.
Meeting resumed back into regular session.
NEW BUSINESS & BOARD COMMENTS:
Dr. Trent Davis complimented the slate of fall programs.
