Approve Resolution No. 22-8062 accepting a conditional grant award for the 2022 Kansas Emergency
Solutions Grant Program (ESGFFY2022) from the Kansas Housing Resources Corporation (KHRC),
to benefit local recipient agencies, and authorize the Mayor and city staff to sign the related grant
documents for allocation of grant funds to four Salina agencies.
BACKGROUND:
The Emergency Solutions Grant is a federal block grant authorized by subtitle B of the McKinney-
Vento Homelessness Assistance Act and is administered by the U.S. Department of Housing and
Urban Development (HUD). The primary focus of this grant program is homelessness prevention and
facilitation of permanent, stable housing.
HUD awards grant funds to the State of Kansas Housing Resource Corporation who awards funds to
local recipient agencies via the local municipality in which the agencies operate. In order to be
considered for these grant funds, the City of Salina, working closely with the local agencies, prepares
and submits a consolidated grant application on behalf of the sub -award recipient agencies. The City
of Salina has been successful in applying for and receiving grant awards for the Emergency Solutions
Grant (formerly Emergency Shelter Grant) for approximately 20 years. In the past ten years, the City
of Salina has been awarded over $1,000,000 in ESG funds which directly benefit individuals and
families in our community.
This year, four local agencies requested grant funds under the ESG Program, which has a grant
contract period (fiscal fund year) of July 1, 2022 through June 30, 2023. On June 13, 2022, the City
Commission authorized City staff to submit the ESGFFY2022 application with a requested amount of
$409,000 on behalf of Ashby House Ltd. ($95,000), the Domestic Violence Association of Central
Kansas (DVACK) ($168,000), Catholic Charities of Northern Kansas ($75,000) and Salina Grace
(71,000). The application was submitted on June 16, 2022.
On July 29, 2022 the City of Salina received notice from KHRC of a conditional grant funding award in
the amount of $181,331, which represents 43% of the overall requested amount and includes $4,772
to defray City of Salina staff administrative costs. Historically, the amount granted to the City of Salina
has only been a proportion of what was requested and has been below $150,000 for a grant cycle.
City Grant awards from 2016-2019 and in 2021 (Special COVID-related funds were automatically
awarded in 2020):
Percentage
ESG IFFY Requested Granted Awarded
2021 $314,900 $126,324 40%
2019 $199,200 $130,740 66%
2018 $170,000 $138,546 82%

audits and other requests for documentation by KHRC and to assist recipient agencies as needed
As previously noted, the award is described as a conditional award. Specific conditions are detailed in
the attached document entitled Grant Sub -Award Conditions which addresses topics like limitations on
the uses of the awarded funds, required record keeping, adherence to specified federal regulations
and acknowledgement that the agreement may be terminated for material breeches.
Additionally, the City must submit copies of the Drug Free Workplace and ESG specific Conflict of
Interest policies.
FISCAL NOTE:
This grant requires a 100% match by the recipient agencies; the City of Salina is not required to
provide any matching funds for the grant. Each recipient agency must identify and document
matching contributions at the time of application to supplement the ESG program in an amount that
equals the amount of funds requested in the application.
ESG awards typically include an amount for administrative costs to be reimbursed to the local unit of
government to partially defray program related administrative staff costs. Development Services staff
review, validate and submit quarterly reimbursement requests and maintain records for the grant. The
grant funds are awarded to the City of Salina. Although City staff is involved in over -seeing the grant
and interacting with the sub -recipient agencies, the City acts primarily as a pass-through funding
entity to each recipient agency. Therefore there is no significant impact on the fiscal budget if
accepted. The City of Salina will receive $4,772 to defray administrative costs.
COMMISSION ACTION:
The following options have been identified for the City Commission's consideration:
1. Approve Resolution No. 22-8062 accepting the conditional grant award in the amount of
$181,331 for the 2022 Emergency Solutions Grant (ESGFFY2022) from the Kansas Housing
Resources Corporation (KHRC), to benefit Ashby House, Catholic Charities, DVACK and
Salina Grace, and authorize the Mayor and City staff to sign the related grant documents for
submittal by the August 08, 2022 deadline.
2. Approve Resolution No. 22-8062 with amendments as the City Commission deems appropriate.
3. Postpone consideration of Resolution No. 22-8062 to a specified date and time and provide
staff direction regarding additional information the City Commission would like to request for
further consideration, resulting in the inability for staff to meet the conditional grant award
acceptance deadline (August 08, 2022) for ESGFFY2022 grant funding and receive any funds
for 2022-2023 fiscal year.
4. Vote to deny Resolution No. 22-8062 resulting in the inability for staff to accept the grant
ESGFFY2022 conditional grant award and receive any funding and receive any funds for 2022-
2023 fiscal year.

Section 3: Please describe the process to establish and select the above
objectives and outcomes.
The Salina community has established a strong continuum of care to address
homelessness and at -risk of homelessness issues. The ESG sub recipient agencies
represented in this application work with the community and the City of Salina to provide
services needed while meeting the grant requirements. There is a need in Salina to provide
shelter for homeless individuals and families, including those who are abused. There is a
need to provide services such as utility and rental assistance to prevent homelessness.
There is a need to provide assistance to move individuals and families from temporary
shelter to stable/long-term housing. There is a need to provide support and case
management to our homeless and at -risk population. There is a need for a day shelter and
winter shelter for individuals who are homeless or at -risk of homelessness that struggle with
sobriety issues and would fail to meet other shelter's standards. The detailed narratives in
each of the enclosed applications support the above objectives and outcomes.
Our community is obligated to provide services that will lead to and keep families in
decent, affordable housing while continuing to provide emergency shelter and short-term
assistance for families and individuals.
OUR MISSION: To eliminate discrimination and to establish equality and justice for all
persons within the City of Salina through civil rights enforcement, advocacy, and education.

ESG requires a 100% match. The sub recipient must make matching contributions to supplement the ESG
program in an amount that equals the amount of ESG funds provided by KHRC. The sub recipient must
identify the source of match at the time of applying for ESG.
Matching contributions may be obtained from any source, including any federal source other than the ESG
program, aswell as state, local, and private sources. However, the following requirements apply to matching
contributions from a federal source of funds:
• The sub recipient must ensure the laws governing any funds to be used as matching contributions
do not prohibit those funds from being used to match Emergency Solutions Grant (ESG) funds.
• If ESG funds are used to satisfy the matching requirements of another federal program, then
funding from that program may not be used to satisfy the matching requirements under this
section.
R E V, 4/21/22
2022-2023 Kansas ESG
W HG
The sub recipient may count as match the value specified in 2 CFR 200.306(d) for any building the recipient
or subrecipient donates for long-term use in the recipient's ESG program, provided that depreciation on
the building is not counted as match or charged to any Federal award. If a third party donates a building to
the recipient or subrecipient, the recipient may count as match either depreciation of the building and fair
rental charges for the land for each year the building is used for the recipient's ESG program or, if the
building is donated for long-term use in the recipient's ESG program, the fair market value of the capital
assets, as specified in2 CFR 200.306(h)(2), (i), and 0). To qualify as a donation for long-term use, the donation
must be evidenced by a recorded deed or use restriction that is effective for at least 10 years after the
donation date. if the donated building is renovated with ESG funds, the minimum period of use under
4576.102(c) may increase the period for which the building must be used in the recipient's ESG program.
(d) Eligible types of matching contributions. The matching requirement may be met by one or both of the
following:
(1) Cash contributions. Cash expended for allowable costs, as defined in OMB Circulars A-87 (2 CFR part 225)
and A-122 (2 CFR part 230), of the recipient or subrecipient
12) Nonoash contributions. The value of any real property, equipment, goods, or services contributed to the
recipient's or subrecipient's ESG program, provided that if the recipient or subrecipient had to pay forthem
with grant funds, the costs would have been allowable. Noncash contributions may also include the
purchase value of any donated building.
(e) Calculating the amount of noncash contributions. 0) To determine the value of any donated material or
building, or of any lease, the recipient must use a method reasonably calculated to establish the fair market
value.
(2) Services provided by individuals must be valued at rates consistent with those ordinarily paid for similar
work in the recipient's or subrecipient's organization. If the recipient or subrecipient does not have
employees performing similar work, the rates must be consistent with those ordinarily paid by other
employers for similarwork in the same labor market
(3) Some noncash contributions are real property, equipment, goods, or services that, if the recipient or
subrecipient had to pay forthem with grant funds, the payments would have been indirect costs. Matching
credit for these contributions must be given only if the recipient or subrecipient has established, along with
its regular indirect cost rate, a special rate for allocating to individual projects or programs the value of those
contributions.
(f) Costs paid by program income. Costs paid by program income shall count toward meeting the
recipient's matching requirements, provided the costs are eligible ESG costs that supplement the
recipient's ESG program.

Catholic Charities Homeless Prevention program is specific in its target population. The Homeless
Prevention -Community Re -Entry Program (HPCR) is targeted to individuals AT -RISK of homelessness whose current
involvement with the legal system is directly affecting their housing status. This includes individuals being released from
institutions like jail, prison, or substance abuse treatment centers. This also includes individuals currently on probation,
corrections or parole whose criminal status and requirements are directly impacting their financial stability and their
ability to remain or become stably housed. It is well documented that this population is at increased risk of
homelessness. When such individuals lack healthy, positive support systems, they are more likely to revert to old
patterns of behavior including residing In places not intended for habitation, staying in low-cost motels located in bad
areas of town, or sleeping on couches of old friends. Often, individuals released from institutions or involved in the
criminal justice system lack job prospects or safe and stable residences in which to live. This lends to many of these
individuals returning to criminal behavior resulting in a high rate of recidivism. It has been noted through research that a
return to living in unstable situations has a direct correlation to the commission of new offenses and/or violations of the
terms of probation or parole. The Stabilization Services Specialist (SSS) works closely with Community Corrections, the
Department of Corrections Parole office, the Court Services Office, the Saline County jail, Drug Court personnel, the
City and County Attorney's offices, Central Kansas Mental Health, Central Kansas Foundation, Salina Housing
Authority, Salina Crisis Intervention Team, this agency's therapist and other program staff to provide a holistic approach
to establishing a strong support network for clients.
The SSS provides consistent, intensive and individualized case management to each client. The focus of the HPCR is to
assist participants in efforts to ensure successful reintegration into the community with the primary goals of helping them
secure employment and stable housing. Participants are required to participate in establishing their individualized case
management plans and to agree to the terms set forth in the attached operating policies and guidelines of the program
requirements including the monetary limits and the maximum length of time participants can remain enrolled in the
program and receive assistance. The HPCR funds are used for the sole purpose of securing housing and assisting with
occupancy expenses as participants work to secure employment and establish workable budgets. The SSS provides the
following services directly or, when needed, refers clients to other appropriate agencies to provide: housing search and
placement; housing stability case management; eligibility evaluations every 3 months; mediation and legal services;
mental health services; medical care; substance abuse counseling; domestic and sexual violence counseling; financial
coaching; assistance with repairing damaged credit and determines allowable financial assistance for program
If funded at the rquested amount, the agency anticipates assisting 17 households during the 2022-23 funding year.

Rapid Re -Housing: Please provide a detailed desert tion of your program and service delivery
The Rapid Re -Housing Community Re -Entry Program (RRCR) is targeted to homeless individuals and families whose
current involvement with the legal system is directly affecting their housing status. This includes individuals residing in
an emergency shelters who are currently on probation, corrections or parole whose criminal status and requirements
directly impact his/her financial stability and ability to become stably housed. It is well documented that this population is
at increased risk of homelessness. When such individuals lack healthy, positive support systems, they are more likely to
reside in places not intended for human habitation which can result in a return to criminal behavior or utilizing
emergency rooms in their effort to have shelter. Often, individuals released from institutions or involved in the criminal
justice system lackjob prospects or safe and stable residences in which to live because of the direct connection
between being housed and the ability to find and keep employment. Homelessness directly correlates to individuals
returning to past criminal behaviors resulting in a high rate of recidivism. Extensive research has demonstrated that
persons with criminal histories who are also homeless will, often commit new offenses and/or violate the terms of
probation or parole. Through the RRCR the Stabilization Services Specialist (SSS) works closely with Community
Corrections, the Department of Corrections Parole office, the Court Services Office, the Saline County jail, Drug Court
personnel, the City and County Attorney's offices, Central Kansas Mental Health, Central Kansas Foundation, Salina
Housing Authority, Salina Rescue Mission, Ashby House, Salina Grace Winter Shelter, Salina Crisis Intervention Team,
this agency's therapist and other program staff to provide a holistic approach to establishing a strong support network
for clients.
The SSS provides consistent, intensive and individualized case management to each client. The focus of the RRCR is
to assist participants in efforts to ensure successful reintegration into the community with the primary goals of helping
them secure employment and stable housing. Participants work with SSS to establish their individualized case
management plans and agree to the terms set forth in the attached operating policies and guidelines of the program
requirements including the monetary limits and the maximum length of time participants can remain enrolled in the

DVACK will provide essential services to domestic violence victims in our emergency shelter. The
agency will provide emergency overnight shelter, hotel vouchers to other victims when our
emergency shelter is at full capacity, assistance in obtaining permanent housing, and food for
shelter and outreach clients. Advocates will provide case management services to assist victims
with obtaining permanent housing, finding employment, resume development, budgeting, assistance
with activities of daily living and applying for benefits such as food stamps and disability. Clients will
be provided with basic necessities such as clothing, toiletries, personal hygiene items and
prescriptions. Our agency will provide victims with a measure of safety by replacing and repairing
locks and boarding up broken windows. We will also provide victims with 911 phones. Legal
advocacy will be available to all clients. Advocates will assist clients throughout the entire court
process and help them file protection from abuse and protection from stalking, sexual assault, or
human trafficking orders, as needed. Additionally, limited child care will be provided on an
emergency basis for victims of domestic violence. Volunteers will be utilized in the same capacity as
DVACK advocates, when possible. DVACK will also provide emergency transportation to victims of
domestic violence. Moreover, we will assist victims with gas and taxi vouchers, bus tickets, and with
other modes of transportation. In order to provide essential services to victims of domestic violence,
funds will be utilized to support the necessary operational costs associated with the shelter
including, but not limited to: shelter and grounds maintenance and repairs, security, fuel, equipment,
insurance, utilities, food, furnishings and supplies. DVACK will also utilize funds to install three
kitchen backsplashes to protect the walls behind the stove and sinks against potential grease and
water damage. These necessary modifications will reduce maintenance costs associated with
repairing the wall surfaces behind the stove and sinks due to excessive moisture and cooking
splatters. Finally, DVACK will utilize funds to pay for skilled nursing services and/or independent
living apartments for elder abuse victims who are unable to remain in DVACK's shelter due to their
gerontology needs, including neurodegenerative diseases. Furthermore, funds will be used to assist
victims with traumatic brain injuries (TBI) so they can receive intensive care at a skilled nursing
facility that specializes in TBI.

DVACK will provide housing relocation and stabilization services as well as short to medium term
rental assistance necessary to assist any individual or family who is fleeing or attempting to flee a
domestic violence situation. Survivors of domestic violence and their families will be assisted in
finding and maintaining permanent housing. DVACK will work closely with the Salina Housing
Authority and various landlords in Salina, Kansas, to assist our clients with finding safe, affordable
housing. When necessary, advocates will make referrals to legal service providers in order to
resolve housing issues. DVACK advocates will help clients with completing housing applications,
transporting to view potential homes, and assistance with budgeting and finding resources to help
pay security deposits, rent, utilities, and utilities in arrears. Many clients owe utilities in arrears due to
their abuser placing the bills in the client's name and then not paying the bills, in turn, many times
ruining the client's credit. Financial control and abuse is one of the many tactics abusers use to try to
control their partner. Survivors struggling to pay rent, utilities, security deposits, utilities in arrears
and/or moving costs will complete a centralized intake form. Program participants will be selected
based upon meeting the criteria set forth within the agency's Written Standards. The participant will
sign an agreement to participate in the program as well as our economic advocacy program. This
aspect of the program will help families attain employment and achieve self-sufficiency, The
economic advocacy program will provide information on economic abuse including the link between
power and oppression, budgeting, credit repair and career counseling, employment assistance,
resume writing, and job training. Additional support services will be offered such as an economic
advocacy support group. Advocates will provide on-going housing stability case management and
will routinely follow up with each participant and evaluate the program's effectiveness and the
participant's ability to sustain the home without the program's assistance. Once the participant
demonstrates the ability to successfully maintain their home on their own, they will graduate from the
program.

Street Outreach: Please provide a detailed description of your program and service delivery.
Salina Grace has opened a Community Resource Center in the downtown Salina area to reach out
to the homeless in our community and begin connecting them with shelter, housing and critical
services.
A large portion of our city's unsheltered homeless come to us daily for a meal, cup of coffee, to use
restrooms, receive health check-ups, and see what services might be available to them.
We have been able to successfully help several of our unsheltered homeless get into a shelter,
helped them to get food stamps, connect with mental health services, provide clothing, blankets and
hygiene items.
We also provide a care manager that gets to know each person's story so that we can look for ways
to build trust and assist them in getting help.
Within the resource center we provide a day center where the homeless can come in and rest, get
out of the weather and have a safe space to be.
As each person enters, they are greeted with a smile by our friendly security officer who invites them
to secure their belongings in the locker we provide for them.
We have had many reports from downtown businesses that since we have opened they are having
less conflicts with homeless persons in the area.
We project our expenses to be about $250,000 this year for the community resource center. The
$35,000 we are requesting will be used to fund staffing for case management.

Emergency Shelter: Please provide a detailed description of your program and service delivery
The Salina Grace Winter Shelter is a low -barrier shelter which seeks to help those who cannot find
other shelter have a safe warm place to sleep in the winter time.
One of the reasons for a homeless person to be unsheltered is because of their alcohol or drug
addiction. Our local shelters require a person to be sober in order to stay in their shelter. For those
wrestling with their addiction, they need a safe place to go when they have relapsed. That is the
reason for providing a low -barrier shelter. A person can make mistakes and still have a safe place
to sleep.
We have a security guard who checks each person coming in to make sure they are within an
acceptably safe condition in order to be able to stay. We provide lockers to store their belongings,
hygiene items, water and a walking breakfast.
We encourage those who come to us to get the help they need. We work with the other local
shelters to help them transition from our low -barrier shelter back into a shelter with programs to help
them move forward. We also make referrals for our patrons to go to other agencies in town that can
assist them with special needs.
It costs $85,000 per winter season to provide this shelter. It costs us about $100 per person
per night to provide safe emergency shelter. The $35,000 will provide 350 nights of safe
shelter.

2022-2023 Kansas ESG
KAMAS NG
ESG requires a 100% match. The sub recipient must make matching contributions to supplement the ESG
program in an amount that equals the amount of ESG funds provided by KHRC. The sub recipient must
identify the source of match at the time of applying for ESG.
Matching contributions may be obtained from any source, including any federal source other than the ESG
program, as well as state, local, and private sources. However, the following requirements apply to matching
contributions from a federal source of funds:
• The sub recipient must ensure the laws governing any funds to be used as matching contributions
do not prohibit those funds from being used to match Emergency Solutions Grant (ESG) funds.
• If ESG funds are used to satisfy the matching requirements of another federal program, then
funding from that program may not be used to satisfy the matching requirements under this
section.
The sub recipient may count as match the value specified in 2 CFR 200.306(d) for any building the recipient
or subrecipient donates for long-term use in the recipient's ESG program, provided that depreciation on
the building is not counted as match or charged to any Federal award. If a third party donates a building to
the recipient or subrecipient, the recipient may count as match either depreciation of the building and fair
rental charges for the land for each year the building is used for the recipient's ESG program or, if the
building is donated for long-term use in the recipient's ESG program, the fair market value of the capital
assets, as specified in 2 CFR 200.306(h) (2), (i), and (j). To qualify as a donation for long-term use, the donation
must be evidenced by a recorded deed or use restriction that is effective for at least 10 years after the
donation date. If the donated building is renovated with ESG funds, the minimum period of use under
§576.102(c) may increase the period for which the building must be used in the recipient's ESG program.
(d) Eligible types of matching contributions. The matching requirement may be met by one or both of the
following:
M Cash contributions. Cash expended for allowable costs, as defined in OMB Circulars A-87 (2 CFR part 225)
and A-122 (2 CFR part 230), of the recipient or subrecipient.
(2) Noncash contributions. The value of any real property, equipment, goods, or services contributed to the
recipient's or subrecipient's ESG program, provided that if the recipient or subrecipient had to pay for them
with grant funds, the costs would have been allowable. Noncash contributions may also include the
purchase value of any donated building.
(el Calculating the amount of noncash contributions. (1) To determine the value of any donated material or
building, or of any lease, the recipient must use a method reasonably calculated to establish the fair market
value.
(2) Services provided by individuals must be valued at rates consistent with those ordinarily paid for similar
work in the recipient's or subrecipient's organization. If the recipient or subrecipient does not have
employees performing similar work, the rates must be consistent with those ordinarily paid by other
employers for similar work in the same labor market.
(3) Some noncash contributions are real property, equipment, goods, or services that, if the recipient or
subrecipient had to pay for them with grant funds, the payments would have been indirect costs. Matching
credit for these contributions must be given only if the recipient or subrecipient has established, along with
its regular indirect cost rate, a special rate for allocating to individual projects or programs the value of those
contributions.
(f) Costs paid by program income. Costs paid by program income shall count toward meeting the
recipient's matching requirements, provided the costs are eligible ESG costs that supplement the
recipient's ESG program.
