5.1 08-01-2022 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS August 1, 2022 4:00 p.m. Vice Mayor Ryan asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Vice Mayor Karl Ryan (presiding), Mayor Trent W. Davis, M.D. (via Zoom), Michael L. Hoppock, Greg Lenkiewicz and Bill Longbine. Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (5.1) Approve the minutes of July 25, 2022. Mike Schrage, City Manager, explained an amendment to language in Item 4.2 of the minutes. 22-0213 Moved by Commissioner Hoppock, seconded by Commissioner Longbine, to approve the minutes of July 25, 2022. Aye: (5). Nay (0). Motion carried. ADMINISTRATION (6.1) Approve Ordinance No. 22-11127, on second reading, vacating the two east -west alleys north of Ash Street and west of Chicago Street in the Elmdale Addition. Commissioner Hoppock recused himself. Vice Mayor Ryan stated that Ordinance No. 22-11127 was approved on first reading on July 25, 2022; and, since that time, no comments have been received. 22-0214 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve Ordinance No. 22-11127 on second reading. A roll call vote was taken. Aye: (4). Nay (0). Motion carried. Commissioner Hoppock rejoined the meeting. (6.2) Approve Ordinance No. 22-11128, on second reading, vacating a portion of the right-of-way at the southwest corner of Broadway Boulevard and North Street. Page 1 Vice Mayor Ryan stated Ordinance No. 22-11128 was passed on first reading on July 25, 2022; and, since that time, no comments have been received. Vice Mayor Ryan did state the ordinance had been amended as mentioned in the amended minutes of July 25, 2022. 22-0215 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve Ordinance No. 22-11128, on second reading, as amended. A roll call vote was taken. Aye: (5). Nay (0). Motion carried. (6.3) Approve Ordinance No. 22-11126, on first reading, levying special assessments against certain lots and pieces of property to pay the cost of abatement of nuisances. Mike Schrage, City Manager, explained the request, fiscal impact and action options. A brief discussion followed related to the nuisance abatement process. 22-0216 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve Ordinance No. 22-11126, on first reading. Aye: (5). Nay (0). Motion carried. (6.4) Award the bid for Quonset storage building demolition for the amount of $6,000.00 and authorize the City Manager to execute a contract with Excel Dirt and Excavating LLC, of Salina, Kansas, upon fulfillment of all prerequisites under the bid documents.'o Jim Kowach, Operations Manager for Public Works, explained the request, fiscal impact and action options. A discussion ensued which included logistics of the Public Works location, the city's experience with the contractor and commended performance of the sanitation department with the new sanitation trucks. Ben Windholz, Salina, Kansas, shared his thoughts on the project in conjunction to the master plan for the river renewal project. A discussion then followed regarding the current project and the river renewal project. 22-0217 Moved by Commissioner Lenkiewicz, seconded by Commissioner Longbine, to award the bid for the Quonset storage building demolition to Excel Dirt and Excavating LLC, of Salina Kansas, in the amount of $6,000.00 and authorize the City Manager to execute a contract with Excel Dirt and Excavating LLC, of Salina, Kansas, upon fulfillment of all prerequisites under the bid documents. Aye: (5). Nay (0). Motion carried. DEVELOPMENT BUSINESS None, OTHER BUSINESS Commissioner Hoppock thanked city staff for their work on the KKOA Leadsled car show over the past few days and stated it made a significant financial impact on the city. Lauren Driscoll, Director of Community and Development Services, provided an update on the current housing projects within the city. Page 2 Commissioner Longbine commended the park staff on the flower gardens at Oakdale Park. Jim Teutsch, Director of Public Works, provided information in response to inquiries about the quality of work provided by Fox Lawn and Landscaping under the city-wide mowing contract as an excess amount of grass had been left behind. Mr. Teutsch explained the areas covered under the contract which received scrutiny and stated weather, staffing, height of grass and contract terms all effected the work. Mr. Teutsch added that Mr. Fox had been very responsive in addressing the areas in question and had been working to rectify the situation. Dan Fox, Fox Lawn and Landscape, Salina, Kansas, shared his thoughts on the matter and stated there had been a lot of challenges faced and acknowledged the problem. The Governing Body thanked Mr. Fox for attending the meeting and being responsive to the concerns presented. Commissioner Hoppock inquired about who was responsible for mowing the tennis courts by Jerry Ivey since they had been deeded over to the school. Mr. Teutsch stated he did not know the answer but would discuss with the Parks and Recreation department. Norman Manuel, Salina, Kansas, shared his thoughts on mowing. CITIZENS FORUM Norman Mannel, Salina, Kansas, provided comments on population, economic development and waste reduction.
