Regular meeting of the Board of Commissioners TIay 22, 1939. I
Meeting was called to order by Mayor 1,'orgenstern, the roll was called
and Commissioners 1,1orgenstern, Branson, Breon and Fern and City Attorney
1lorris responded. Commissioner T,,iitchell absent. t
The minutes of the Regular `,Teeting of iilay 15, 1939 were read
and. approved. as read. -
An ordinance was introduced for second reading entitled: "An
ordinance providing for and authorizing the issuance of Improvement
Bonds of the Cit -v of Salina, Kansas, in the stem of 'A4,628.85 to pay
the cost of improving certain streets and alleys in said city to be
desi--nated as Series 11-121."
On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; '.yes: 1.1orgenstern, Branson, Breon and
Fern (4) Na,Ts : (0) Commissioner aritchell absent. mayor approved
the ordinance aid it is numbered 4933.
An ordinance was introduced for second reading entitled: "An
ordinance providintr for and authorizing the issuance of Improvement
Bonds of the City of Salina, Kansas, in the sum of,`3, 915.44 to pay
the cost of constructing certain lateral sanitary sewers in the City
of Salina, 'Eansas, which bonds shall be designated as'Series S-122."
On motion of Cormmissioner herrn the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: M=genstern, Branson, Breon and
Fern (4) ilays: (0) Commissioner 1,litchell absent. ;Iayor approved
the ordinance and it is numbered 4934.
An ordinance was introdu-ced for second reading; entitled: "An
ordinance authorizing_ and providing for the issuance of Improvement
Bonds of the Cit? of Salina, Kansas, in the sum of 12'7,1'72.'75 to pay
the cost of const�^ucting, reconstructing, improving and enlarging a
certain sewage pumping station and constructing certain storm sewers
and repairin;7 and reconstructing certain portions of a certain sewer
in said city and a certain portion of a certain sewage f.lo.,, line con-
necting the sewage pumping station and sewal*e disposal plant, such
!-)=6 s to be desimnated as Series 5-123." J
On motion of Commissioner Breon the ordinance was read and
adopted by sections and on its final adortion the roll was called ,and
the followin vote was had; Ayes: 1Iorgenstern, Branson, Breon and
Fern (4) Nays; (0) Commissioner Mitchell absent. Tuayor approved
the ordinance and it is numbered 4935.

appropriation for the payment of certain claims."
On motion of 'ommissioner Fern the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following.; vote was had; eyes: 1,1orgenstern, Branson, Breon and
Feri, (4) Nays: (0) Commissioner Irlitchell absent. P.layor approved
the ordinance and it is numbered A-23.

Lloyd Coon, owner, was received.
City Jerk was instructed to notify Lloyd Cook of such can-
cellation and that he be instructed to cease operation of taxicab in
the City of Salina, Kansas. Motion adopted.
A petition was presented asking for the curbing and gutter-
ing of Charles Street from the west line of Eleventh Street to the east
line of mwelfth Street. Referred to the City Engineer.
A petition was presented asking for the curbing and mutter-
ing_; of Ellsworth Avenue from rershing Street to Funston Street. Referred
to the City Engineer.
A petition was presented asking for the extension of water
:vain on Fourth Street from Hamilton Street to Otis ivenue. Referred to
tine 'Viaterworks Advisory Board.

The following recommendations were submitted by the C,'ater-
workks 'advisory Board:
'A rneeting of the V,'aterworks Advisory Board was held
in the Director's room of the National Bank of America
at 4:00 P. M. T, ay 2, 1939 with the following members
present: Roy F. Bailer, Chairman, Chas. 1',`. Shaver,
Ray Gebhart, Leon Stevenson, Fred D. Kastner, E.
iopkins, City Engineer and H. L. Brown, Secretary,
I The purpose of the meeting was to consider proposals
submitted by the Black & Veatch Engineering Company of
Kansas City and the Paulette &','ilson Engineering Company
of Salina, for engineering services for preparina- an
engineering report on the probable cost of constructing a
j water softening plant and the cost of softening the city
supply. Such report to contain the necessary plans and
data sufficient to file for a P. ','1. A.rant if necessary.
The Black &_ Veatch Engineering Company was repre-
sented by My R. E. Lawrence who discussed the facilities
of his company to make the report and submitted a bid of
X1,850.00 for preparing such a report and agreeing to
credit back to the city ;;1,350.00 of this amount pro-
viding they were retained to prepare detailed construct-
ion plans and sUecifications on a basis of 50/o engineering
fee.
Tine Paulette 'Filson 'En,7ineering Company was repre-
sented by iliiurray '°':'. '�`.'ilson and f -I. 1. Connell, who presented
the facilities of tl eir company to make a preliminary re-
nort and submitted a bid of "1,400.00 for preparing such a
report. ':r . 7 ilson inf ormed the Board tl-,at if his concern
was retained to prepare detailed plans and srecifications,
their engineerin7 fee would be 4sol of the cost of con-
struction.
After the above concerns had submitted their pro-
posals, the hour being quite late, the Beard. felt that
they should meet at a later date for consideration of the
bids submitted and make a recommendation to the City
Commissioners.
On motion of lir. Kastner the meeting adjourned.

present, Chas. 16. Shaver, Leon Stevenson, Ray Gebhart,
Fred D. Kastner, - . "i. Hopkins, City Engineer and H. L.
Brown, Secretary. Roy F. Bailey, Chairman being absent.
On motion of I,r. Kastner and seconded by i;ir. Gebhart
the Board elected Jr. Stevenson temporary chairman.
The purpose of the meeting was to consider further
the proposals submitted by Black �.- Veatch and the T'aulette
& T:ilson Engineerin,7, Company for make a preliminary re-
port on the probable cost of constructing and maintaining
a water softening plant.
rfter considerable discussion among the Board members
and on motion of 'r. Kastner and seconded by Tsir. Shaver,
the Board recommended that the contract for preparing the
report be given to Paulette & vilson Engineering Corlpany
for the sum of uA,400.00 which was the amount of their bid
submitted on ',,,.:ay 2, 1939, and the report to cover items
as set out in .,,r. Hopkins' letter of April 20, 1939.

The Board also recommends the installation of water _
mains in the following streets.
4" main in Brown Street, Eleventh to Sherman Street.
6" main in Phillips Street north from Prescott to a
point 150 ft. south of i;1orrison.
6" main in Twelfth Street, Grand to Woodland, east
in ','loodland to Eleventh Street.

Commissioner Branson moved that the bid of Russell Thorp be
accepted by the Board of Commissioners. lAotion adopted.
City clerk was instructed to advertise for the sale of the
following Internal improvement Donds dated ..arch 1, 1939, bearing
interest at the rate of 11 per cent per annu:r, payable semi-annually;
bids to be received up to and including June 5, 1939 at 4:30 P. Tl`_:
adjourned.
Series P-121 consisting of 30 bonds of the total par value
of 14,628.85;
Series 5-122 consistin- of 10 Donds of the total par value
of ;;3, 915.44;
Series 5-123 consisting of 28 bonds of the total nar value
of :;27,172.75.
