I,ieeting was called to order by Mayor 4orgenstern, the roll was called and Commissioners Morgenstern, Branson, Breon and Ferm and City At- torney Norris responded. Commissioner iditchell.absent, T he minutes of the Regular Meeting of May 8, 1939 were read and approved as read. Royce Rearwin appeared before the Board of Commissioners and asked for a special permit to install three gasoline pumps on Fifth Street, on the Sudendorf property opposite the City Hall, and to establish a parking lot on said location. Commissioner Breon moved that action be deferred until next Monday evening, May 220 1939. -Lotion adopted. Pursuant to notice published in the Salina Journal, bids were received for the construction of lateral sanitary sewers numbered 181, 182 and 182 in Mt. Barbara Park Addition to the City of Salina, Kansas as follows: Johnson Bros. Construction Company, Salina, Lansas., H. J. Taylor Construction Company, Salina, Kansas. City Engineers Preliminary Estimate of Cost for the above work was read. Bids were tabulated by the City Engineer, and it appeared that the bids received were higher than the engineers estimate. Commissioner Ferm moved that bids be rejected and that the certified checks be returned to the bidders, and that no bids having been received for the construction of such work within the Engineers estimate, that the work be doneand constructed by,the City and that the City Engineer be authorized and directed to construct all of the improvements above provided for, such work to be done within the Engineersestimate, and that the City Engineer be authorized to purchase such materials, egtipment and tools and apparatus, and to hire such labor as may be necessary to construct such work. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll wascalled and the following vote was had; Ayes: Viorgenstern, Branson, Breon and Fern (4) Nays: (0) Commissioner Mitchell absent. Mayor approved the ordinance and it is numbered A-22. An ordinance was introduced for first reading entitled: "An ordinance providing; and authorizing the issuance of Improvement Bonds of the City of Salina, 'Lansas, in the sum of 014, 628.85 to pay the cost of improving certain streets and alleys ins aid city to be desig- nated as Serise P-121.11 Referred tot he Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providin-, for and authorizing the issuance of Improvement Bonds of the City of Salina, t"ansas, in the sum of x'3915.44 to pay the cost of constructing certain lateral sanitary sewers in theCity of Salina., ansas, which bonds shall be designated as Series S-122.11 Referred' to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, nansas, in.the sum of $27,172.75 to pay the cost of constructing, reconstructing, improving and enlarging a certain sewage pumping station and constructing certain storm sewers and repairin_ and reconstructing certain portions of a certain sewer in said city and a certain portion of a certain sew,,ge flow line connecting the sewage pumping station and sewage disposal plant, such bonds to be designated as Series S-123." Carl to act as app aisers in ascertaining the valuation of certain lots and pieces of ground liable to special j assessment for the cost of constructing Lateral Sanitary Sewers w numbered 181, 182 and 183 located in I t. Barbara r'ark Addition. On motion of Commissioner Branson appointments were confirmed by the Board of Commissioners, r.iotion adopted.
