Meeting was called to order by 11y;ayor 141orgenstern, the roll was called and Commissioners Morgenstern, Branson, Perm, Jackson and Mitchell and City Attorney Norris responded. I The minutes of the Regular Meetirg of March 27, 1939 were read and approved as read. 1 Mr. Fred Abel of the Rotary Club appeared before the Board of Commissioners appealing the City to create the office of City Forester to help the citizens of Salina in the matter of replacing the trees of the City that.have died during the last four years. Application for taxicab license for the year 1939 received i as follows: i Name of Operator Name of Owner Cab Number ! i Bell Taxi Company John Pd. Stowell 15 Commissioner Jackson moved that application be approved by the Board of Commissioners, subject to approval of insurance. Motion adopted. The matter of application of H. B. Peatling for approval of type of building and location of street car restaurant on North Ninth Street was taken up by the Board of Commissioners. Commissioner Perm moved that request be granted. Motion adopted. Commissioner Branson moved that Paul Wearing be ordered to con- nect his premises on East xepublic with the sewer. Motion adopted. An ordinance was introduced entitled: "An ordinance making j appropriation for the payment of certain claims." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Iviorgenstern, Branson, Perm, Jack- son and IYiitchell (5) Nays: (0 Mayor approved the ordinance and it is numbered A-15. I City Engineer filed final estirm to of cost to H. J. Taylor Construction Company for the repair and rebonstruction of East Ash Street sewer, under contracts dated August 22, 1938 and January 16, 1939. On motion of Commissioner Branson estirn tes were approved by the Board of Commissioners. Motion adopted. City Engineer filed Final Estimate of Cost for the curbing and guttering of: Clark Street from the north line of Walnut Street to the south line of Marietta Avenue; Delaware Avenue from the center line of Iron Avenue to the j center line of Johnstown Avenue; Des Moines Avenue from the north line of Ash Street to the line south of Elm tree ; Eighth Street from the north line of Pacific to the north line of Harsh Street; i Johnstown Avenue from the east line of Columbia Avenue to the east line of Kansas venue; i Kansas Avenue from the south line of Iron Avenue to the north line of Gypsum venue; Kirwin Avenue from the west line of Santa Fe Avenue to the east line of highlandvenue; Merrill Street from the south line of Crawford Street to the south line of Wilson 6treet; Oakdale Avenue from the south line of Johnstown Avenue to the south line of Ash Street; i 434 i Republic Avenue from the west line of Eleventh Street to the east line of 3herman-Tt-reet; and Tenth Street from the north line of Frost 6treet to the north line of O'ranklin Street. On motion of Commissioner Mitchell the City Engineer's final estimate of cost for the above named streets were adopted as read. Motion adopt ed. An ordinance was introduced entitled: "An ordinance making an- propriation for the payment of certain claims." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Yiitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered A-16. An ordinance was introduced entitled: "An ordinance making an a appropriation from the funds of the Water Department for the purchase of Temporary Notes of the City of Salina, Kansas." I On motion of Commissioner Branson the ordinance wasread and adopted by sections and on its final adoption the roll wascalled and the follow- ing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Mit- j chell (5) Nays: (0) Mayor approved the ordinance and it is numbered ' A-17. An ordinance was introduced for first reading entitled: "An ordi- nance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina to pay the cost of curbing and guttering Clark Street from the north line of Walnut Street to the south line of Marietta venue; Delaware Avenue from the south line of Iron Avenue to the center line of Johnstown venue; Des Moines Avenue from the north line of Ash Street to the south line of Elm treet; Eighth Street from the north line of Pacific Avenue to the north line of harsh Otreet; Johnstown Avenue from the east line of Columbia Avenue to the east line of Kansas venue; Kansas Avenue from the south line of Iron Avenue to the north line of Gypsum Avenue; Kirwin Avenue from the west line of Santa Fe avenue to the east line of i� ghland Avenue; Merrill Street from the south line of Crawford Street to the north line o Wilson treet; Oakdale Avenue from the south line of Johnstown "venue to the soutH line of Rs&eet; Republic Avenue from the east line of Lleventh Street tothe west line of Sherman''treet; Tenth Otreet from the north line of Frost Street to the north line of Franklin venue; and relatinj to and providing for the collection and payment of such assessments. Motion adopted. A resolution was introduced for first reading entitled: "A resolution relating to the construction of certain sidewalks in the City of Salina." Same was referred to the Board of Commissioners. A petition was presented asking for the construction of a water main on Eighth Street from Grand Avenue to Lincoln Avenue. Same was — referred to the Waterworks Advisory Board. j A petition was presented protesting against the passage of an ordinance to force all dogs and cats to be tied up for twelve months of the year. Same w as ordered filed. 435 A petition was presented asking for the curbing and guttering of Jewell Avenue from the east line of South Court Place to the east line of Funston Avenue on the north side of Jewell; and f rom the west line of Pershing to the west line of Lots 4, Parkview Addition. Same was referred to the City engineer. i A petition was presented from A. W. Dodge asking for the replat- ting of a certain tract of land to be known as Fairway, a sub -division cf Saline County, Kansas. Same was referred to the City Attorney. T'Iayor 111orgens tern submitted the name of Harold Bates a s a member of the Memorial Hall Board for a term of three yearsfwm April 1st, 1939.
