Regular meeting of the Board of Commissioners 1 -arch 3, 1939. 14eeting was called to order by 1.ayor 1+orgenstern, the roll was called and Commissioners 1=lorgenstern, Ferm, Jackson and ,":iitchell and City Attorney Norris responded. Commissioner Branson absent. There was presented to the 11ayor and Board of Commissioners a certified copy of a Resolution adopted by the Board of Education of the City of Salina, signed by its Clerk and countersigned by the President of said Board of Lducation, showing the necessity for issuing bonds for the purpose of purchasing a site and constructing and equipping a high School Building, and requesting the 1�ayor and Board of Commissioners to call a Special Ele ction for the purpose of submitting to the vote of the electors of the City of Salina and the territory attached thereto for school purposes the question of issuing bonds of the Board of Education of the City of Salina in an amount not to exceed "335,000.00, for the purposes therein set forth, said Resolution and the certificate thereto being as follows: A RESOLUTION BY THE BOARD OF EDUCATION OF THE CITY OF SALIiiA DECLA.RI iG THE NECESSITY FOR ISSUING BONUS F(R THE PURPOSE OF PURCH1,SI1V? A SITE, CONSTRUCTING PND E`�UIPPING A HIGH SCHOOL BUILDING, F.i11) THE REMIODELING �..i�d) EQUIPPING OF AN` E -ISTING HIGH SCHOOL BUILDING. 71HEREAS, the Board of Education of the City of Salina has determined that the crowded condition of the high school of the City of Salina makes it necessary to issue bonds to raise funds to purchase a school site, to construct and equip a high school building; and remodel and equip an existing high school building, and "JHERz:,AS, the Board of Education has prepared an estimate of the cost of such site and the construction of the high school building, together with the cost of equipping the same, and the cost of remodeling and equipping an existing high school building, and ...77'REAS, the estimate of the cost of the purchase of site and the construction of a high school building, together with the cost of equipping the same, and the cost of remodeling and equipping an existing high school building, has been approved and adopted by a recorded yea and nay vote of two-thirds of all the members of the Board at a special meeting, and has been spread upon the records of the Board, and WHERIAS, Salina is a city of the first class having a population of more than 18,000 and less than 23,000, and is located in a county having no city of the second class, and under the provision of Senate Bill x=97 of the Laws of Ilansas 1939, and the Board of Educa- tion of the City of Salina is authorized to issue bonds in an amount not to exceed Three Hundred Seventy -Five Thousand Dollars (375,000.00) for the purpose of purchasing; a site and constructing and equipping, a high school building, and remodeling and equipping an existing hi^;h school building, providing the question of issuing bonds for such purpose shall be submitted to a vote of the electors at an election called for such purpose by the City Commission; and 7!HT'RI:AS, Senate Bill ;V97 of the La ws of Kansas 1939, authorizes and empowers the Board of Education to contract for and construct, renodel and equip said high school buildings in such manner as to comply with and secure the benefits of the provisions of the National Industrial Act arid any amandert}ents thereto or extensions thereof, arf- and. of any other federal acts of like nature; and 1.7HERLAS, the Board of Education will file an application with the tnited States of America through the Federal Emergency Administration of rublic `,forks for a grant of funds for the purpose of aiding in financing the cost of the purchase of a site and the construction of a high school building, together with the cost of equipping the same, and the cost of remodeling and equipping an existing high school building, and '.7i11j%1.j;?S, it is necessary that bonds of s aid Board of Lducation in an amount not to exceed Three Hundred Thirty-five Thousand I:ollars �;>335,000.00) be issued to finance that portion of the cost of the purchase site and the construction of a high school building;, together with the cost of equipping; the same, and the cost of remodeling and equipping an existing high school building, not financed by the said grant to be applied for. 4#3 1 i� 'To" r, , , -, , ;, lI r:R'_'FORL, BE IT RESOLVED BY THE BOARD OF EDL1 ,ATION OF 'THE CITY OF i i UI_LIP A OI' THL STATE OF R ": 5�_S, AS F0LLO'WS w I• I TYlat the estimate cost of the purchase of site and the construction of a high school building, together with the cost of equipping and remodeling and equipping an existing high school building, hereto- fore adopted by a recorded Yea and Nay vote of two-thirds of all the members of the Board at a special meeting, be and the s arae are hereby approved. i II. IT is hereby FOUND and DETERMINED that a necessity exists for the purchase of site, the construction and equipping of a high school build- in.7, and remodeling and equipping of an existing high school building, and that it is necessary that bonds of the Board of Education of the City of Salina be issued in an amount not to exceed the sum of Three Hundred Thirty -Five Thousand Dollars (,$335,000.00) to aid in financing the cost of the purchase of site, construction arf, equipping of a high school building and remodeling and equipping an existing high school building, it being contemplated that the rervaii-f er of the cost of the purchase of said site, the construction and equipping of a high school building, and the cost of rernodelin,-- and equipping of an existing; high shhool building, shall be financed and met from the proceeds of a grant i for which said Board of Education will apply to the United States of America through the Federal Emertency Administration of Public l'Jorks. III. i That the Clerk and President of the bard of Education are hereby instructed to notify the 11ayor and City Commission of the City of Salina, Kansas of the adoption of this resolution and to furnish them with a certified copy of same duly signed by t:pie Clerk of the Board of Education, and countersigned by the President, and the said Mayor and City �%ommission of the City of Salina, Eansas be, and they are hereby requested and petitioned in accordance with the provisions of Senate Bill #97, .Laws of Kansas 1939, to call an election for the purpose of submitting to a vote of the electors the question of issuing bonds in an amount not to exceed Three Hundred Thirty -Five Thousand Dolla rs, (;,005,000.00) for the purpos set forth herein. Said proclamation, notice and call of s aid election shall be issued and published as provided by the law and said election shall be called in conjunction with the regular City Election of April 4, 1939. IV. The ballots of said election shall be prepared and. pririted as provided by the laws of the State of Kansas, and said ballots used at said election shall comply with the usual requirements for an official ballot for candidates for public office insofar as such requirements are applicable thereto, and the proposition to be voted onat said election shall be in form substantially as follows: "Shall the following be adopted?" Shall the Board of Education of the City of Salina, of the State of Kansas, issue bonds Of aid Board of Education in an amount not to exceed Three IT Thirty -Five Thousand Doll; (y"335,000.00) for the purpose of aiding in financing the cost of the purchase of site and construction and equipping of a high school building, anc remodeling and equipping an existing high school buildin, it being contemplated that the remainder of the cost of the purchase of site, construction and equipping of said high school building, and remodeling and equipping of an existing high school building, shall be met from the proceeds of a rant for which said Board of Education will apply to the united States of l.merica through the Federal Emero-ency Administration of Public works, the proceeds froms aid bonds to be used only in cooperation and on con- junction with funds furnished for such purpose by the United States of America, and if funds are not furnished or if grant is made by the U:iited States of America in an amount unsatisfactory to s aid Board, then the oard shall issue said bonds?" Any and all action of the said Board of yducation heretofore taken in conflict with the provisions of this resolution be, and the same are hereby repealed. Dyar President, Board of Education An ordinance was introduced for first reading; entitled: "An ordinance directing; the Layor of the city of Salina, Kansas, to issue a proclarlation or notice of election for the purpose of submitting to the electors of the City of Salina, Kansas, and territory attached thereto for school purposes, at the general city election to be held on the 4th day of April 1939, the question of issuing bonds in an amount not to exceed Three hundred Thirty-five Thousand Dollars ($335,000.00) for the purpose of purchasing a site and constructing and equipping; a high school building, and remodeling; and equipping an existing high school building." Same was referred to the Board of Commissioners. On motion of Commissioner Mitchell the Board of Commissioners adjourned.
