COMMISSIONERS PROCEEDINGS, REGULAR MEETING.

JANUARY 23, 1939.
Regular meeting of the Board of Commissioners January 23, 1939.
Meeting was called to order by Mayor Morgenstern, the roll was called
and Commissioners Morgenstern, Branson, Ferm, Jackson and Mitchell and E
City Attorney Norris responded.

The minutes of the Regular Meeting'of January 16, 1939 were
read and approved as read.
Applications for taxicab drivers license for the year 1939

Commissioner Ferm moved that applications be granted and li-
censes issued. Motion adopted.
Sign Application No. 173 was presented from Rogers Outdoor
Adyertising for the placing of a sign on Lots 1 and 2, Block 11, Calk -
in s Addition to the City of Salina, Kansas, Commissioner Branson
moved that application be granted. Carried.

Commissioner Perm moved that applications be approved
Board of Commissioners and that the City Clerk be directed to
license to the above named applicants. Motion adopted.

A petition was presented asking for the curbing and guttering
of Johnstown Avenue from Columbia Avenue to Oakdale Avenue. Same was
referred to the City Engineer.
An ordinance was introduced entitled: "An ordinance making
appropriation fpr the payment of certain claims."
On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Perm, Jackson
and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is
numbered A-4.
City Engineer submitted Estimate No. 1 to H. J. Taylor Con-
gtruction Company for the repair and reconstruction of a portion of
East Ash Street sewer, as per contract dated August 22, 1938. Motion
by Commissioner 1"itchell that estimate be approved by the Board of
Commissioners. Carried.
An ordinance was introduced entitled: "An ordinance making
appropriation for the payment of certain claims."
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Pilorgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and
it is numbered A-5.
An ordinance was introduced entitled: "An ordinance making
appropriation from the funds of the Water Department for the purchase
of a Temporary Note of the City of Salina."
On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson
and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is
numbered A-6.
An ordinance was introduced for second reading entitled: "An
ordinance amending Section 1 of Ordinance No. 2875 relating to the
Trustees of the Municipal Band and repealing said original section."
On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Perm,
Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4928.
Contract for Salina Municipal Band read and considered. On
motion of Commissioner Branson contract approved as of January 1, 1939,
and Mayor authorized to sign same on behalf of the City. Motion adopt-
ed.
Mayor Morgenstern submitted the name of Roy F. Bailey as a
member of the Waterworks Advisory Board for a term of three years from
January 1, 1939. On motion of Commissioner Perm appointment was con-
firmed by the Board of Commissioners. Motion adopted.
Mayor Morgenstern submitted the names of M. C. Otevenson and
Chas. E. banker,a s members of the Board of Directors of the Gypsum Hill
Cemetery for a term of three years from January 1, 1939. On motion
of Commissioner Perm appointments were confirmed by the Board of Com-
missioners. Lotion adopted.
Mayor Morgenstern submitted the names of John Frederick, E. D.
Martin and L. VJ. marl, to act as appraisers in ascertaining the valua-
tion of certain lots and pieces of ground liable to special assessment
for the cost of constructing Lateral Sanitary Sewers 179 and 180 and
:gain Sanitary Sewer "R". On motion of Commissioner Perm the appoint-
ments were confirmed by the Board of Commissioners. Motion adopted.

I Newcomb appeared before the Board of Commissioners and

asked for a refund on his Shooting Gallery License for 1939. On
motion of Commissioner Jackson request was granted by the Board of
Commissioners. Motion carried.
On motion of Commissioner Ferm the Board of Commissioners
adjourned.
