Regular meeting of the Board of Commissioners January 16, 1939.
Meeting was called to order by Mayor Morgenstern, the roll was called
and Commissioners Morgenstern, Branson, Ferm, Jackson and Mitchell
and City Attorney Norris responded.
The minutes of the Regular Meeting of January 10, 1939 were
read and approved as read.
Communication from Chamber of Cornerce relating to White Way
on Santa Fe Avenue to Pacific Avenue was read. 11r. E. W. Reed and
Dr. M. A. Hensley appeared in support of such suggestion.
Applications for taxicab drivers license for the year 1939 re-
ceived as follows:

Motion adopted.
An ordinance was introduced for second reading entitled: "An
ordinance relating to and fixing the salaries and wages of officers
and members of the Fire Department of the City of Salina, Kansas, and
repealing certain ordinances or parts of ordinances of said City." i

On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4927.
A contract between the City of Salina and the Executive Board of
the Salina Municipal Band, as recommended by the Trustees of the
Salina Municipal Band Fund, was presented and read. Commissioner
Branson moved that the contract be approved and that the Mayor be
authorized to sign the same on behalf of the City. Carried.
An ordinance was introduced entitled: "An ordinance making ap-
propriation for the payment of certain claims." i
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jack-
son and Mitchell (5) Nays: (0) Mayor approved the ordinance and it
is numbered A-3.
Bids were received from H. J. Taylor Construction Company and
Johnson Brothers Construction Company for the construction of ap-
proximately 106 feet of 36" sanitary sewer in Ash Street, commencing
at a manhole which shall be reconstructed in the intersection of Ash
Street and Des Moines and running thence east 106 feet.

City Engineers estimate of cost for the above named work was
read.
Bids were tabulated by the City Engineer.
Moved by Commissioner Mitchell that contract be awarded to
H. J. Taylor Construction Company, the lowest, responsible bidder and
within the engineers estimate, and that Mayor be authorized to sign
the contract on behalf of the City; and that certified check be re-
turned by the City Clerk to the unsuccessful bidder. Potion adopted.
Bids were received from H. J. Taylor Construction and Johnson
Brothers Construction Company for the construction of:
Lateral Sanitary Sewer Number 179,
Lateral Sanitary Sewer Number 180 and
Main Sanitary Sewer aR"
Bids were opened and read, and the engineers estimate of the
cost of such work was read, and it appearing that neither of the bids
were within the engineers estimate, Commissioner Ferm moved that all
bids be rejected and the certified checks deposited by the bidders be
returned to them by the City Clerk, and that the proceed to construct
such sewers and purchase such materials, equipment and tools and hire
such labor as may be necessary therefor, under the direction of the
City Engineer and within the estimated cost as shown by the Engineers
estimate now on file. Motion adopted.
Trust Deed with a deposit of $75.00 for perpetual care of
South 1/2 of Lot 8, Block 14, Gypsum Hill Cemetery of Salina, Kansas,
was received from the National Bank of America, executor of the estate
of George T. Woolley was received.
Commissioner Ferm moved that Trust Deed be accepted by the
Board of Commissioners and that the City Treasurer be instructed to
place the deposit in the Gypsum Hill Cemetery Endowment Fund as provided
by Ordinance Number 3530 of the City of Salina, Kansas. Motion adopted.

Commissioner Branson moved that applications be approved by
the Board of Commissioners and that the City Clerk be directed to issue
license to the above named applicants. Motion adopted.
An ordinance was introduced for first reading entitled: "An
ordinance amending Section 1 of Ordinance Number 2875 relating to the
Trustees of the Salina Municipal hand and repealing said original
section." Same was referred to the Board of Commissioners.
On motion of Commissioner Ferm the Board of Commissioners
adjourned.
