Regular meeting of the Board of Commissioners January 3, 1939.
Meeting was called to order by Mayor Morgenstern, the roll was called
and the following Commissioners Morgenstern, Branson, Fern, Jackson
and Itilitchell and City Attorney Norris responded.

The minutes of the Regular Meeting of December 28, 1938 were
read and approved as read.
Application of taxicab owners for approval of
pp pp policies to be
written by Industrial Mutual Casualty Company in lieu of present
taxicab insurance was presented. {
Commissioner Ferm moved that taxicab owners be given permission
to present taxicab insurance policies written by Industrial Mutual
Casualty Company, provided such policies comply with all requirements
of the City and with the approval of the City Attorney as to form.
Motion carried.

On motion of Commissioner Branson application was approved by
the Board of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4920.
An ordinance was introduced entitled: "An ordinance making an

On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and -on its final adoption the roll was called and
the following vote was had; Ay s: Morgenstern, Branson, Ferm, Jack-
son and Mitchell (5) Nays: (0 Mayor approved the ,ordinance and it
is numbered 2-A.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the repair and reconstruction of a certain
portion of a certain sewer in Ash Street in the City of Salina and
providing for the payment of the cost of such improvement by the City
at la rge and for the issuance of General Imir ovenent Bonds of said
City to pay such cost."
On notion of Commissioner Ferm the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: I,orgenstern, Mitchell, Branson,
Fern and Jackson (5) Nays: (0) Mayor approved the ordinance and
it is numbered 4921.
An ordinance was introduced for second reading entitled: "An
ordinance creating and defining certain Main and Lateral Sanitary
Sewer Districts in the City of Salina designated as I:'Iain Sanitary
Sewer District "R" and Lateral Sanitary Sewer Districts No. 179 and
180, and providing for the construction of main and 7a teral sanitary
sewers insaid Main Sewer District "R" and in said Lateral Sanitary
Sewer Districts No. 179 and 180 so created, and providing for the
cost thereof and for the levying of special assessments against the
property in said districts for the payment of such construction and
for the issuinc,, of bonds therefor."
On motion of Commissioner Jackson the ordinance was read and
adop ed by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0) I:layor approved the ordinance
and it is nlunbered 4922.

j City LIa.nager reported that the haterworks 1'epartment had
charged off uncollectible accounts for 1938 in the sum of-Y334.59,after
applying deposits on such accounts.Commissioner Perm moved that
the charge off of said accounts by the Waterworks Department be auth-
orized and approved. Motion carried.
Commissioner Fern moved that license fees for Pool and Billiard
tables be reduced one-half, and license fee for cigarette machines and
music machines be fixed at X2.50 per year. f -lotion lost.

An ordinance was introduced for first reading entitled: "An
ordinance amendin? sub -section '}C" of Section 2 of Ordinance Number
4693 as amended by Section 1 of Ordinance No. 4850, and amended by
sub -section "B" of Section 2 of Ordinance Number 4693, being an ordi-
nance relating to and fixing certain license taxes and repealing said
original sections." Referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance amending Section 1 of Ordinance No. 4496 being an ordinance
relating to and regulating and fixing a license tax on pool and billiard
tables, and repealing said original sections." Referred to the
Bo„rd of Commissioners.
On motion of Commissioner Jackson the Board of Commissioners
adjourned to meet January 10, 1939 at 4:30 P. M.
