Regular meeting of the Board of Commissioners uctober
Meeting was called to order by Mayor Morgenstern, the roll was
and Commissioners Morgenstern, Branson, Ferm and Mitchell and

The minutes of the Regular 11eeting of uctober 10, 1938 were read
and approved as read.
Ostenberg Brothers appeared before the Board of Commissioners
and asked permission to operate a skating rink at 134 South Fifth
Street. Commissioner Branson moved that license be granted for balance
of 1938 for a price of 425.00. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner 1"itchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Ferm and l+lit-
chell (4) Nays: (0) Commissioner Jackson absent. Mayor approved
the ordinance and it is numbered 4910.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the curbing, guttering and grading of Des Moines
Avenue from the north line of Ash Street to the south line of , lm
Street; Clark Street from the north line of Walnut Street to the south
line of Marietta venue; Republic Avenue from the east line of Eleventh
Street to the west line of Sherman Street; Eighth Street from the north
line of Pacific Avenue to the north line of Harsh street; Delaware AventB
from the south line of Iron Avenue to the center line of Johnstown ven-
ue; Johra town Avenue from the east line of Columbia Avenue to the east
line of Kansas venue; Oakdale Avenue from the south line of Johnstown
Avenue to the south line of Ash Jtreet; Kansas Avenue from the south
line of Iron Avenue to the north line of ypsum Avenue; Tenth Street
from the north line of Frost to the north line of Franklin Avenue � and
Merrill Street from the south line of Crawford Street to the north line
of Wilson tre:et, and providing for the cost of such improvements and
how t he same shall be assessed and the manner of pAyment thereof."
On motion of Comissioner Branson the ordinance was read and
adopted by sections and on its final a doption the roll was called and
the following vote was had: Ayes: "orgenster, Branson, Ferm and 1-it-
chell (4) Nays: (0) Commissioner Jackson absent. T,Zayor approved
the ordinance and it is numbered 4911.
The following communication was received from the �iaterworks
Advisory Board:
"A meeting of the Waterworks Advisory Board was held in
the Directors mom of the rational Bank of America at
3:30 P. M. October 11, 1938 with the following members
present: Roy F. Bailey, Chairman, Chas. 111. Shaver,
Ray Gebhart, Leon Stevenson, F. D. Kastner E. 6". Hopkins,
City Engineer and H. L. Brown, Secretary.
Matters pertaining to the extension of mains, r eduction
of hydrant rental, water rates to large consumers, approv-
al and extension of 25�o discount to residence consum-
ers and pressure conditions in Country Club Heights was
discussed, and after due consideration the Board wishes
to submit the following recommendations:
That the 251L'o discount allowed residence consumers
beginning with the April meter readings and ending with the
October 1938 readings be approved and that owing to the ex-
cessive dry weather the period be extended another 30
days which would end with the November 1938 readings.
That the hydrant rental be reduced from y30.00 per year
per hydrant to x'25.00 per year per hydrant.
That a. G" water main be laid in Ele,enth Street, Jewell
to nirwin and east in hirwin to connect with the present
main at Tenth Street. That a 6" main be laid in Fourth
Street from Forrest Avenue to Pacific, that a 2" cast iron

main be laid in Cranfield Avenue north to Lincoln
and east in Lincoln to connect with present main
at Lincoln and Arthur, all at an estimated cost
of x2300.00.

A petition was presented protesting against the parking of
gasoline trucks adjacent to Longfellow School. Same was referred
to the City Manager,
A resolution was introduced for second reading entitled: "A
resolution relating to the paving and grading of Franklin Street
from the east line of Tenth Street to the east line of leventh
Street."
On motion of Commissioner Branson the resolution was adopt-
ed as read and on its final a doption the roll was called and the
following vote was had; Ayes: Morgenstern, Branson, Ferm and
Mitchell (4) Nays: Morgenstern, Branson, Ferm and Mitchell (4) I
Commissioner Jackson absent. Mayor approved the r esolution and it 1
is numbered 753.

Resolution relating to the p ving and grading of Jewell Avenue from
the east line of Santa Fe !-venue to the west line of Osborne street."
On motion of Commissioner Branson the resolution was adopted
as read and on its finaladoption the roll was called and the follow -

(4 Nays: (0)Commissioner Jackson absent. Mayor approved the reso-
lution and it is numbered 754.
