Meeting was called to order by P4ayor Morgenstern, the roll was j called and Commissioners Morgenstern, Branson, Fern, Jackson and 1kit- chell and City Attorney Norris responded. The minutes of the Regular Meeting of August 29, 1938 and Can- vassing Board 11eetinfg of September 2, 1938 were read and approved as read. E. S. Hampton appeared before the Board of Commissioners and asked permission_ to place a temporary sign on front of building located at 128 north Santa Fe "venue and occupied by the republican Headquaters. On motion, permission was granted. Application for taxicab license was received from John L. Ribble. Having applied for insurance for said taxicab, he asked to have the same approved as soon as filed. Commissioner Jackson moved that the application be approved and the City Clerk be authorized to issue license for said taxicab upon the filing of insurance endorsement and approval of same by the City Attorney. Motion adopted. j An ordinance was introduced entitled "An ordinance making an I; appropriation for the payment of certain claims." On motion of Commissioner ','itchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson ! and Kitchell (5) Nays: (0) Mayor approved the ordinance and it is nuribered 4903. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of certain claims. On Notion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and i the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Kitchell (3) Nays: (0) Mayor approved the ordinance and it is numbered 4904. An ordinance was introduced for second. reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary sewers in Lateral Sanitary Sewer Districts numbered 17, 158, 175, 176, 177 and 178, and relating to and providing for the collection and payment of such assessments." i On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: I,orgenstern, Branson, Ferm, Jackson and I:.itchell (5) Nays: (0� Mgy or approved the ordinance and it is I numbered 4905. " Applications for taxicab drivers license for the balance of 1938 received as follows: John L. Ribble Leonard Mildfeldt '. On motion of Commissioner Jackson applications were approved by the Board of Commissioners. Motion adopted. On motion the City Clerk was instructed to notify Everett 74, Jukes that his taxicab license would be cancelled unless new insurance is furnished within ten days from the date of the insurance cancellation notice filed with the City Clerk. Motion adopted. The following resolution was presented from the Board of Educa- tion: RESOLUTION `,',UER ''AS; The Salina Board of Education having petitioned the Mayor of the City of Salina, Kansas, to call a special bond election for the purpose of erecting and furnishing a High school for the City of Ialina; AND MEREAS: The said Board of Education believes the most convenient site on which to locate the said building would be the property situated just North of and adjacent to the site of the present Washington High School, known as the City Park property, and described as follows: South Park, except moots One (1) to Ten (10) inclusive, in the Original Town of Salina, in Saline County, Kansas. NMI; THEREFORE, BE IT RESOLVED: That the said Board of Education does hereby petition the honorable Board of the City Commissioners of the City of Salina, Kansas to deed the said City Park-'roperty to the Salina Board of Education for the purpose of a site upon which to erect a high school, such project having been approved by the voters of the City of Salina School District upon the terms set forth in said bond election. The reasons for this request are: First, economy of real estate; Second, ability to use the pesent Washington High School; and Third, central location. Reynolds Clerk Commissioner Ferm moved that request be granted and Hayor and City Clerk be authorized to execute and deliver to the Board of Educa- tion of the City of Salina, Kansas, on behalf of the City of Salina, a deed to the property known as South Park, being all of the block of ground bounded by Second Street and Third Street, and by Walnut and Mulberry Streets, except Lots 1, 21 3, 4, and 5 at the north end thereof facing on Walnut Street and Lots 6, 7, 8, 9 and 10 at the south end thereof facing on Mulberry Street, s aid South Park being sometimes known as "City Park". The motion was duly adopted by the unanimous vote of all of the Commissioners. Commissioner Mitchell moved that the City not accept the pro- posed grant from the United States of America for P. IN. A. aid in con- structing a proposed City Hall Annex, being P. J. A. Docket No. Kansas 1401-F. Motion adopted. A resolution was introduced for first reading entitled: "A resolution relating to the paving and grading of Sheridan Street from the south line of Crawford Avenue to the north line of Republic Avenue.'f Samew as referred to the Board of Commissioners. A resolution was introduced for first reading,entitled: "A resolution relating to the paving and grading of Funston Street from the north line of Republic Avenue to the north line of Sunset Drive, and for the curbing; and gutterig of that portion of said street between such limits not now curbed and guttered.' Same was referred to the Board of Com- missioners. A resolution was introduced for first reading entitled: "A resolution relating to the paving and grading of iershing Street from the south line of Sunset Drive to the north line of -Jewelltreet." Same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the paving and grading of the unpaved portion of Broadway Boulevard, being the public street opened and created as and for U. S. No. 81 By-pass by Resolution 1�=ber 669 and proceedings had pursuant thereto, on each side of the paving constructed thereon by the State uighway Commission, from the west line of Ninth Street, at the intersection of "inth and Pacific Streets, to a point 39782 � feet southwester�. ly, along the center line of said street to a point 248 feet south of the south line of North Street." Same was referred to the Board of Commis- sioners. A resolution was introduced for first reading entitled: "A resolution relating to the paving; and grading of the unpaved portion of Olive Street , on each side of the pavement constructed by the State ign hway Commission, from the south line of State Street to the south line of Nalnut Street." Same was referred to the Board of Commissioners. 0 A resolution was introduced for first reading entitled: "A 351 resolution relating to the curbing, guttering and grading of Pierrill Street from the south line of Crawford Street to the north line of 7,"lilson6treet." Same was referred to the Board of Commissioners. Commissioner Ferm moved that the taxicab drivers license of Roy E. Tilley be reinstated. i�iotion adopted. COMnissioner Branson moved that stop signs be placed on Fifth Street at Mulberry Street, making :ulberry Street a through street at that intersection. Ptiiotion adopted. On motion of Commissioner Ferm the Board of Commissioners adjourned. City Clerk
