REGULAR MEETING OF THE BOARD OF COMMISSIONERS
May 16, 2022
4:00 p.m.
Mayor Davis asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107, City -County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Trent W. Davis, M.D. (presiding), Michael
L. Hoppock, Greg Lenkiewicz, Bill Longbine and Karl Ryan.
Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn
Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A.
Rutherford, City Clerk.
AWARDS AND PROCLAMATIONS
(3.1) Recognition of the week of May 15-21, 2022, as National Police Week in the city of
Salina. Brad Nelson, Police Chief, read the proclamation and announced related
activities.
(3.2) Recognition of the week of May 15-21, 2022, as National Public Works Week in the
city of Salina. Randy Lamer, Engineering Tech II, read the proclamation and
announced related activities.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(5.1) Approve the minutes of May 9, 2022.
22-0131 Moved by Commissioner Hoppock, seconded by Commissioner Ryan, to approve the consent
agenda as presented. Aye: (5). Nay (0). Motion carried.
ADMINISTRATION
(6.1) Authorize the City Manager to accept donated property from the YMCA for the
Smoky Hill River Greenway Trail project.
Dan Stack, City Engineer, explained the request, fiscal impact and action options.
22-0132 Moved by Commissioner Hoppock, seconded by Commissioner Ryan, to authorize the Mayor to
accept property from the YMCA upon fulfillment of all prerequisites under the agreement. Aye:

(6.2) Phase II of the South Well Field and Water Treatment Plant
(6.2a) Authorize the City Manager, or their designee, to execute the Certificate of
Substantial Completion.
(6.2b) Approve Change Order No. 2
Travis Stryker, CAS Constructors, LLC, Topeka, Kansas, shared that the project had been
awarded "Project of the Year" by AGC of Kansas.
Martha Tasker, Director of Utilities, explained the request, fiscal impact and action options.
A discussion ensued about touring the facility, remote operation, staffing, capacity, water
sources, surface water and ground water treatment, KDHE inspection of facility and water
sampling.
Ben Windholz, Salina, Kansas, shared his thoughts on costs and how great the award was
given the task of cleaning water.
22-0133 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to authorize the City
Manager, or their designee, to execute the Certificate of Substantial Completion for Phase II of the
South Well Field and Water Treatment Plant, to Burns & McDonnell/CAS Constructors, LLC,
Salina Joint Venture dated January 20, 2022. Aye: (5). Nay (0). Motion carried.
22-0134 Moved by Commissioner Hoppock, seconded by Commissioner Ryan, to approve Change Order
No. 2 for Phase II of the South Well Field and Water. Treatment Plant, to Burns & McDonnell/CAS
Constructors, LLC, Salina Joint Venture to revise the Substantial Completion date from August 13,
2021, to January 20, 2022, and the final completion date from September 13, 2021 to May 13, 2022.
Aye: (5). Nay (0). Motion carried.
(6.3) Salina Airport Authority Air Service Update.
Tim Rogers, Executive Director of Salina Airport Authority, provided a review and update
on air service.
Norman Manuel, Salina, Kansas, shared his thoughts on the pilot shortage.
Chad Farber, Salina, Kansas, thanked Mr. Rogers and city staff for all of their work on this
matter and confirmed with Mr. Rogers that the aircraft would have the same seating capacity
of 50 seats.
Jon Blanchard, Salina, Kansas, inquired about criteria used for the communities dropped by
Skywest. Mr. Rogers indicated the criteria was based on communities utilizing United
Express and not because of lack of traffic or profitability.
No action was taken.

DEVELOPMENT BUSINESS
None.
OTHER BUSINESS
Commissioner Hoppock addressed comments made by Dalton McDowell at last week's
meeting concerning the appearance of the city's downtown area as well as the city's bidding
process.
Mike Schrage, City Manager, stated there was no new information to report on the status of
the initiative ordinance.
CITIZENS FORUM
Norman Manuel, Salina, Kansas, shared his thoughts on freedom of speech, the city's
bidding process and the water shortage.
Jon Blanchard, Salina, Kansas, stated he thought the city's downtown area looked nice. Mr.
Blanchard also mentioned the retention study and current staffing of the Salina Police
Department and neighboring communities. Mr. Blanchard further inquired about the
pavement at Crawford and Roach. Mike Schrage, City Manager, indicated he would check
on the status of that project.
Chad Farber, Salina, Kansas, expressed his enjoyment of the law enforcement open house
over the weekend. Mr. Farber also shared his concerns about the crime rate in the city and
inquired about the retention study/pay study. Mr. Schrage confirmed there would be a study
session covering a broad spectrum of the study prior to next week's meeting.
A brief discussion followed regarding retention, wages, staff shortages and hiring standards.
Norman Manuel, Salina, Kansas, shared his thoughts on military versus public employment.

the Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The meeting
adjourned at 5:48 p.m.
