08-01-1938 MinutesCOMI:ISSIONERS PROCEEDINGS, REGULAR MEETING. COh:I,1IISSIONERS ROOM, SF.LINA, KANSAS. AUGUST 1, 1938. Regular meeting of the Board of Commissioners August 1, 1938. Meeting was called to order by Mayor i-Iorgenstern, the roll was called and Commissioners L'orgenstern, Branson, Form, Jackson and Mitchell and City attorney Norris responded. The minutes of the Regular Meeting of July 25, 1938 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance directing the I.ayor of the City of Salina, Kansas, to issue a proclamamation or notice of election for the purpose of submitting to the electors of the City of Salina, Kansas, and territory attached thereto for school purposes, at a special election to be held on the 30th day of August 1938, the question of issuing bonds in an amount not to exceed three hundred seventy-five thousand dollars ('375,000.00) for the purpose of purchasing a site and constructing and equipping a high school building." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Form, Jack- son and I:iitchell (5) Mays) (0) Mayor approved the ordinance and it is nurb ered 4887. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: %Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance anc it is numbered 4808. The following claim to b e paid from Relief ��igh�vay Fund was pre- sented for payment: Chas. E. Banker, City Clerk, Cash paid out for labor n307.00 Commissioner Form moved that claim be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of a certain claim." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Form, Jack- son and Iritchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4889. An ordinance was introduced for second reading entitled: "An ordinance repealing Ordinance No. 4883 relating to then epair and reconstruction of a certain portion of a certain sewer in Ash Street." On motion of Commissioner Form the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Form, Jackson and I.itchell (5) Mays: (0) I,iayor approved the ordinance and it is numbered 4590. An ordinance was introduced for second reading entitled: "An ordinance providing for the repair andreconstruction of certain portions of a certain sewer in Ash Street in the City of Salina and of a certain portion of the sewage flow line connecting the sewage purrpin`g station at the terminus of said Ash Street sewer and the sewage disposal plant and providing for the payment of the cost of such improvements by the City at large and for the issuance of General Improvement Bonds of the City of Salina to pay such cost." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Form, Jackson and Kitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4891. 329 Commissioner Mlitchell moved that the compromise be authorized, provided the amount of $275.00 be paid within ninety days from this date. T,lotion adopted. Application for taxicab drivers licence was received from: Richard A. Greene Commissioner Ferm moved that application be approved subject to the approval of the Chief of Police. '"otion adopted. City Manager submitted tentative budget for the year 1939. Sar.Le was referred to the Board of Commissioners, and August 15, 1938 at 4:30 P. 11% was fixed as the date for public hearing on s aid budget on said budget as provided by law. ''lotion adopted. Applications for taxicab drivers license for the balance of 1938 received from: Carl E. Randle D. Price Lackey Comrlissioner Branson moved that applications be approved by the Board of Commissioners. A petition was presented asking for the curbing and guttering of-errill Street from Franklin Street to Republic Avenue. Same %vas referred to the City Engineer. Fair. E. F. Peterson appeared before the Board of Commissioners and asked permission to use Russell Street west of Quincy street which is in front of his property. Permission was granted. Application to compromise taxes on Lot 71 and the South one- half of Lot 70, on Front Street, Original Town of Salina, now due in the amount of $553.31, by payment of the sum of $275.00 as recommend ed by the County Commissioners was presented to the Board of Commisiorr ers by Leonard Vflood.
