Regular meeting of the Board of Cormllissioners July 5, 1938.
The roll was called and Commissioners Mitchell, Branson and cern and
City Attorney I-Torris responded. Corzruissioners Lorgenstern and Jack- i
son absent.
I.Tayor I«orgenstern and Commissioner Jackson, Vice Chairman of
the Board of Commissioners being absent, Commissioner Branson moved that
Commissioner Mitchell act as Chairman of the meeting and as I,ayor pro tem.
Motion carried by the unanimous vote of those present.
The minutes of the Regular Leeting of June 27, 1938 were read
and approved as read.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims.".
On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Mitchell, Branson and Ferri. (3 )
Nays: (0) Commissioners 11"orgenstern and Jackson absent. Acting I,Tayor
approved the ordinance and it is numbered 4881.
A resolution was introduced for second reading entitled:
"A Resolution relating to the paving and grading of Republic ]'venue
from the east line of Lleventh Street to the west line of Sherman
Street."
On motion of Commissioner Branson the resolutionwas read and
adopted as read by the following vote: Ayes: Mitchell, Branson and
Fern, (3) Nays: (0) Commissioners Morgenstern and Jackson absent.
Acting I.ayor approved the resolution and it is numbered 727.
The above resolution is recorded in full on Page 87 Resolu-
tion Book Number 3.
A resolution was introduced for second reading entitled: "A
resollution relating to the paving and grading of Highland Circle
from the south line of Republic Avenue to the north line of Beloit
Street."
On motion of Co=. issioner Fern the resolution was read and
adopted as read by the following vote: Ayes: Mitchell, Branson and
Ferri (3) Nays: (0) Comrdssioners I,or6enstern and Jackson absent.
Acting DIayor approved the resolution and it is numbered 728.

A resolution was introduced for second reading entitled: "A
resolution relating to the curbing, guttering and grading of south
side of Republic Avenue from the east ]line of Eleventh Street to the
west line o Sherman reet.
On motion of Commissioner Branson the resolution was read and
adopted as read by the following vote: Ayes: I,iitchell, Branson and
Fern (3) Nays: (0) Corimissioners 1,orgenstern and Jackson absent.
Acting Iy_ayor approved the resolution and it is numbered 729.

presented for payment:

An ordinance was introduced entitled: "An ordinance making an

Thcre was presented to the ;iayor and Board of Commissioners
a certified copy of a Resolution adopted by the Board of Education
of the City of Salina, signed by its Clerk and countersigned by the
President of said Board of Education, showing the necessity for issuing
bonds for the purpose of purchasing a site and constructing and equip-
ping a High School Building, and requestingthe Mayor and Board of Com-
missioners to call a Special Election for the purpose of submitting to
the vote of the electors of the City of Salina and the territory at-
tached thereto for school purposes the question of issuing bonds of the
Board of Education of the City of Salina in an amount not to exceed
4'375 000.00 for the
purposes therein set forth, said Resolution and
the certificate thereto being as follows:

has determined that the crowded condition of the high
school of the City of Salina makes it necessary to issue
bonds to raise funds to purchase a school site and to
construct and equip a high school building; and
' MEREAS, the Board of Education has prepared an
estirate of the cost of such site and the construction
of the high school building, together with the cost of
equipping the same, which estivate is in the amount of
Six hundred Eighty -One Thousand, Eight Hundred Dollars
( ;681, 800.00) ; and
'JI__RI��.S, the estimate of cost of the purchase of
site and the construction of a high school building,
together with the cost of equipping the same, has been
apy,roved and adopted by a recorded yea and nay vote of
two-thirds of all the members of the Board at a regular
meeting, and has been spread upon the records of the
Board; and
+IILREAS, Oalina is a city of the first class having
a population of more than 18,000 and less than 21,000,
and is located in a county having no City of the second
class, and under the provisions of Chapter 314, Laws of
Kansas 1937, the Board of Education of the City of ''alina
is authorized to issue bonds in an amount not to exceed
Three Hundred Severity0five Thousand Dollars (p375,000.00
for the purpose of purchasing a site and construeiting and
equipping a high school building, providing the question
of issuing bonds for such purpose shall bid submitted to
a vote of the electors at a special election called for
such purpose by the City C oru ii s s ion; and

authorizes and empowers the Board of Education to
construct for and construct and equip said high school
building, in such manner as to comply with and secure
the benefits of the ;provisions of the national in-
dustry recovery act and any amendments thereto or
extensions thereof, and of any other federal acts of
like nature, and
'.;MR AS, the Board of Education has filed an
application with the United States of America through
the Federal Emergency Administration of public :'forks
for a grant of funds in the amount of Three Hundred
Six Thousand, Eight Hundred Ten Dollars (0306,810.00)
for the purpose of aiding in financing the cost of the
purchase of site and the construction of the high
school building, together with the cost of equipping
the same; and
',','HERLAS, it is necessary that bonds of said
Board of Education in an amount not to exceed Three
Hundred Seventy -Five thousand Dollars (W'-'375,000.00)
be issued to finance that portion of the cost of the
purchase of site and the construction of a high school
building, together with the cost of equipping the same,
not financed by the said grant applied for.

I.
That the estimate of cost of the purchase of site
and the construction of a high school building, together
with the cost of equipping the same, heretofore adopted
by a recorded yea and nay vote of two-thirds of all the
members of the Board at a regular meeting, be, and the
same are hereby approved.
II.
It is hereby FOUND and DET-17,RI,11NEED t at a necessity
exists for the purchase of site, the construction and j
equipping of a high school building, and that it is necessary
that bonds of the Board of L''ducation of the City of
Salina be issued in an amount not to exceed the sum of
Three Hundred Seventy-five Thousand Dollars (1375,000.00)
to aid in financing the cost of the purchase of site,
construction and equipping of a high school building,
the total cost thereof being estimated at Six Hundred
Eighty-one Thousand, Eight Hundred Dollrs (681,000.00),
it being contemplated that the remainder of the cost
of the purchase of said site, the construction and
equipping of a high school building shall be financed
and :,iet from the proceeds of a grant of `free Hundred
Six Thousand, Eight Hundred 1'en Dollrs, (""3061310.00)
for which said Board of Education has applied to the
United States of j1raerica through the Federal Z.iertency
Adr-,linistration of Public "corks."
That the Clerk and President of the Board of Educa-
tion are hereby instructed to notify the mayor and City
Comriiission of the City of Saliba, Kansas of the adoption
of this resolution and to furnish them a certified copy
of sane duly signed by the Clerk of the Board of Education
and counter-cigned by the President and the said i;ayor and
City Corimission of the City of Salina, Kansas be, and -;
they are hereby requested and petitioned in accordance
wit'., the provisions of Chapter 3144, Laves of Kansas, 1037,
and Section 72-1704, 'General Statutes of Kansas 1035, to
call a special election for the purpose of submitting to
a vote of the electors the question of issuing bonds in
an amount not to exceed "Three Hundred Seventy -Five
Thousand Dollars (~375,000.00) for the purpose -set forth
herein.

Said proclamation, notice andcall for said
election shall be issued and published as provided by
law and said election shall be called for the earliest
practicable date at which the same may be held after
compliance with the requirements of law, in respect to
the publication of notice of said election.

to an application for a grant from the Federal Emergency Administra-
tion of Public V.orks for the construction of a two story and base-
ment, addition to the City Ball, and appropriating funds for such
purpose, and authorizing the City Tanager to furnish information
relative to such application."

An ordinance was introduced for first reading entitled:
"An ordinance providing for the repair and reconstruction of a certain
portion of a certain sewer in Ash Street in the City of Salina and
for the payment of the cost thereof by the City at large and for the
issuance of General I-mprovement Bonds of said City to pay such cost."
Same was referred to the Board of Commissioners.
