Regular meeting of the Board of Commissioners June 27, 1938.
Meeting was called to order by Mayor Morgenstern, the roll was
called and Commissioners Morgenstern, Branson, Ferm, Jackson and
Mitchell and City Attorney Norris responded. j
The minutes of the Regular Meeting of June 20, 1938 and ---
Special Meeting of June 20, 1938 were read and approved as read.
Pursuant to notice published in the Salina Journal,
$44,373.31 par value of Street Improvement Bonds dated May 1, 1938;
and $7310.04 par value of Sewer Improvement Bonds dated May 1, 1938,
were placed on sale. Offers for said bonds were r eceived from:

City National Bank & Trust Company, Kansas City, Missouri
Brown-Crummer Investment Company, Wichita, Kansas.
Ranson -Davidson Company, WItchita, Kansas.
Stern Bros. Kansas City, Missouri.
Small -Millburn, Wichita, Kansas.
Rhodes-Seltsam Company, Topeka, Kansas.
Commissioner Mitchell moved that $44,373.31 par value of
Street Improvement Bonds dated May 1, 1938; and 67310.04 par value of
Sewer Improvement Bonds dated May 1, 1938 be sold to the City Nation-
al Bank & Trust Company of Kansas City, Missouri,a s per their con-
tract submitted to and approved by the Board of Commissioners; delivery
to be made within thirty days from date, and that the City Clerk be
authorized to return the certified checks to the unsuccessful bidders.
Motion adopted.
Frank Lockwood asked permission to conduct a cleaning estab-
lishment on South Fourth Street in the 300 block. Permission was
granted.
A petition was presented asking for the rezoning of the proper-
ty located between Fourth and Third Streets from Mulberry to South
Streets, from "B" Residential to "C" Commercial. Same was referred to
the City Planning Commission.
Commissioner Ferm moved that Iv1r. Lewis be given two days to
finish up all machine work on South Fourth Street.
Commissioner Branson moved that the Cereal Malt Beverage
License issued to Richard F. Wiesner by the Board of Commissioners on
January 3, 1938, being License No. 6321, issued under Ordinance No.
4741 to said Richard F. Wiesner as a General Retailer Class "B" for
his place of business at 121 East Walnut Street to b ecarried on under
the name of "Brown Derby" be revoked, for the reason that said Richard
F. ;Iiesnerhas permitted the sale of cereal malt beverages after twelve
otclock or midnight. The motion was duly carried by the unanimous
vote of the Board of Commissioners and the City Clerk was instructed
to revoke such license on his records and to cause notice of such revo-
cation to be served upon said Richard F.-Yiesner by the Chief of
Police. Itotion adopted.
An ordinance was introduced entitled: "An ordinance making a n
appropriation from the By -Pass Condemnation Fund for the payment of a
certain claim."
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll wase alled and
the following vote was had; Ayes: I'rMorgenstern, Branson, Yerm, Jackson
and kiitchell (5) Nays: (0) Mayor approved the ordinance and it is
numbered 4880.
An application was received from T. A, Williams, asking permis-
sion to move a residence across the Iron Avenue Bridge, On motion
Of Commissioner Branson permission was granted.
Mayor Morgenstern submitted the names of John Frederick, E. D .
Martin and L. w. Carl to act as appraisers in ascertaining the valua-
tion of certain lots and pieces of ground liable to special assessment
for the cost of curbing and guttering:

Clark Street from the south line of Walnut Street to the
north line of Spruce Street;
Columbia Avenue from the south line of Iron Avenue to the
north line of Gypsum Avenue;
Front street from the north line of Iron Avenue to the south
line of Ash Street;
Kirwin 'venue from the west line of Santa Fe Avenue to the
east line of Highland Avenue;
Seventh Street from the north line of Pacific Street to the
south line of Mrsh Street; also
for the paving of alley lying between Santa Fe Avenue a nd Fifth
Street from the north line of Walnut Street to the south line of Mulbel r
Street.
On rm tion of 'Commissioner Mitchell appointments were confirmed
by the Board of Commissioners.
Commissioner Jackson moved that a permit be granted to Cafe
Casa Bonita to cover the stairway leading to their basement with an en-
closure. I'lotion adopted.
A resolution was introduced for first reading entitled: "A
resolution relating to the paving and grading of Re2u�ubllic "venue from
the east line of Elev6hth Street to the west line of 6herman treet.
Same was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A
resolution relating to the paving and gradirg of Highland Circle from
the south line of Republic Avenue to the north line of Beloit Avenue."
Same was referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A
resolution relating to the curbing, guttering and grading of south
side of Republic Avenue from the east line of Eleventh street to the
west line of Sherman Street. Same was referred to the Board of Commis-
sioners.
On motion of Commissioner Branson the Board of Commissioners
adjourned to meet in regular session Tuesday, July 5, 1938 at 4:30 P.M.
on account of Monday, July 4, 1938 being a legal holiday.
