05-31-1938 Minutes296 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM SALINA, KANSAS. MAY 310 1938. Regular meeting of the Board of Commissioners May 31, 1938. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, erm, Jackson and Mitchell and City Attorney Norris responded. The minutes of the Regular Meeting of May 230 1938 were r ead and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Perm the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4869. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improve- ment Bonds in the City of Salina, Kansas, in the sum of $44,373.31 to pay the cost of improving certain streets in said city to be designated as Series P-118.1' On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll w ascalled and the following vote was had; Ayes: Morgenstern, Beanson, Perm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4870. - An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $7,310.04 to pay the cost of constructing certain lateral sanitary sewers in the City of Salina, r'ansas, which bonds shall be designated as Series S-119." On motion of Commissioner Perm the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; ayes: Morgenstern, Branson, Perm, Jack- son and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4871. An ordinance was introduced for second reading entitled: "An ordinance amending Section 2 of Ordinance Number 4804 relating to and requiring examinations and certificates for plumbers and repeal- ing original section 2 of said ordinance." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; 47 s: Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: (0 Mayor approved the ordinance and it is numbered 4872. The following recommendation for the construction of certain water mains was received from the Waterworks Advisory Board: A meeting of the Waterworks Advisory Board was held at the office of the City Manager in the City Hall at 3:30 P. M. May 240 1938, with the following members present: Roy F. Bailey, Chairman, Chas. W. Shaver, { Ray Gebhart, E. W, Hopkins, City Engineer and H. L. Brown, Secretary. The meeting was called for the purpose of consid- ering petitions now on file for the extension of water mains on various streets. After due consideration a motion was made by Mr. Shaver that the Board recommend the construction of the following water mains: j 6" main in 13th Street, Lindoln to Grand with stub - buts west in Grand and north in 13th under the proposed by-pass road. 6" main in Grand, 11th to 13th, 29/ 6" main on 11th, Grand to Woodland with stub - outs at 11th and Woodland under the proposed by- pass road. 6" main in Woodland Ave. 9th to 11th, 6" main in 10th, Woodland to Pacif1c 6" main in 5th, Pacific to Otis 6" main in 4th, Pacific to Hamilton, 6main in Hamilton, 4th to 3rd, 61' main in 7th St. Grand to Pacific, 6'' main in 8th St. Grand to Pacific, 611 main in 10th St. Frost to Franklin, 2" main in Wilson St. east from present 6" stub -out to Front north in Front to Rahm,. r� 6 main in Ellsworth, Santa Fe to 4th, it 4- main in Ellsworth, 4th to Osborn, 4" main in Osborne, Ellsworth to Jewell, 411 main in Jewell, Osbornto 4th, 6" main in Chicao, from Park, north across Santa Fe and U. �. tracks then west to Butzer Packing Plant. Thest extensions to be made providing W. P. A. labor may be secured. Mr. Shaver's motion was seconded by Mr. Gebhart and the vote taken was unanimous. It waa also recommended by the Board that a project be submitted to the P. W. A. for the donstruction of a Utility Building to be located just west of the present City Hall Buildiner. The Board favored the construction of the building provid- ing P. g. A. aid is available. No further business appearing the meeting adjourned. WATERWORKS ADVISORY BOARD By: H. L. Brown, ecretar7. On motion of Commissioner Ferm the above recommendations were approved by the Board of Commissioners. Motion adopted. A petition was presented asking for the construction of a sidewalk adjacent to Lot 4, Surveyor's Plat L0, in the City of Salina, Kansas. Same was referred to the City Engineer. Miller M & W Cafe, 114 East Iron Avenue Commissioner Ferm moved that application be approved by the Board of Commissioners and that the City Clerk be authorized to issue license tos aid applicant. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance providing for and authorizing the settlement and compromise of certain controversies existing between the City of Salina, Kansas and the Union Pacific Railroad Company and The Atchsison, Topeka & Santa Fe Railroad Company arising out of the assessment and benefits against the properties of said railroad comapnies in connection with the condemna- tion of certain lands insaid City." Same was referred to the Board of Commissioners, follows: Applications for taxicab drivers license -for 1938 received as Roy L. Huth Jim Johnson 1 o Commissioner Jackson.moved that applications be approved by the Board of Commissioners.
