05-02-1938 Minutes290 CO11MISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MAY 20 1938. Regular meeting of the Board of Commissioners May 2, 1938. Meeting; was called to order by Acting Mayor Jackson, the roll was called and Commissioners Jackson, Ferm, Branson and Mitchell and City Attorney Norris responded. Commissioner Morgenstern absent. The minutes of the Regular Meeting of April 25, 1938 were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Branson the ordinance was read j and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jackson, Branson, Ferm and Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the ordinance and it is numbered 4862. The following claims to be paid from Relief Highway Fund was presented for payment: i Chas. E. Banker, City Clerk, Cash paid out for labor and d freight $322.15 On motion of Commissioner Ferm claim was approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of a cer- tain claim." On motion of Commissioner Mitchell the ordinance wasread and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jackson, Branson, Ferm and Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the ordinance and it is numbered 4863. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading Des Moines Avenue from the north line of Ash Street to the south line of Elm I Street." On motion of Commissioner Branson the resolution was read and adopted as read and on its final a doption the roll was called and the following vote was had; Ayes: Jackson, Branson, Ferm and Mit- chell (4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the resolution and it is numbered 722. The above resolution is recorded in full on Page 82 of Reso- lution Book Number 3. Application for taxicab drivers license received from Wilbur W. Snider. I On motion of Commissioner Ferm application was approved by the Board of Commissioners. Motion adopted. a Billboard Application No. 172. asking for the erection of a i billboard in Stella Park, received from Rogers Outdoor Advertising Company. On motion same was granted by the Board of Commissioners. Hutchins Standard a e, 118 E, Pai5iflc 291 Commissioner Ferm moved that application be approved by the Board of Commissioners, and that the City Clerk be authorized to issue license to said applicant. Motion adopted. A petition was presented asking for the curbing and guttering of Kirwin Avenue from Santa Fe Avenue to Highland Avenue. Same was granted. A resolution was introduced for first reading entitled: "A resolution relating to the curbing and guttering and grading Kirwin Avenue from the west line of Santa Fe Avenue to the east line of higalaild Avenue." Same was approved by the Board of Commissioners. Bids for Refreshment Privileges in Oakdale Park during the Swimming Pool season of 1938 received as follows: Rolland Nelson - - - - - - - - 0193.59 R. E. Shipe - - - - - - - - - 177.60 Loren Hallam 160.00 Commissioner Ferm moved that bid received from Rolland Nelson for $193.59, being the highest bid submitted, be accepted by the Board of Commissioners. Motion adopted. H. L. Brown, Superintendent of the Salina Waterworks, reported that water bills in the amount of $331.40, which remained uncollected for the year 1937, had been charged off as of December 31, 1937. Commis- sioner Branson moved that the action of the Waterworks Department in charging off said uncollectible accounts be approved and confirmed, and that said accounts be charged off as of "ecember 31, 1937. Motion adopted. On motion of Commissioner Branson the Board of Commissioners adjourned. City Clerk I
