Regular meeting of the Board of Commissioners April 11, 1938.
Meeting was called to order by Mayor Morgenstern, the roll was called
and Commissioners Morgenstern, Branson, Ferm, Jackson and Mitchell and
City Attorney Norris responded.
The minutes of the Regular Meeting of April 4, 1938 were
read and approved as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Olive Street Condemnation Fund for the pay -
went of a certain claim."
On motion of Commissioner Ferm the ordinance was read -rid
adopted by sections and on its final adoption the roll was called
and the following vote was had; AyQs: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (Oj Mayor approved the ordinance
and it is numbered 4856.
An ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special assess-
ments on certain lots and pieces of ground in the City of Salina,
Kansas, to pay the cost of constructing Lateral Sanitary Sewers in
Lateral Sanitary Sewer Districts numbered 154, 156 and 174, and relat-
ing to and providing for the collection and payment of such assessments"
On motion of Commissioner Jackson the ordinance was read
and adopted by sections and on its final adoption the roll wasc alled
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: l0) Mayor approved the ordinance
and it is numbered 4857.
An ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special assess-
ments on certain lots and pieces of ground in the City of Salina
to pay the cost of curbing and guttering Clark Street from the south
line of State Street to the north line of ami rietta -o"" reet; Columbia
Avenue from the north line of Elm Street to the south line o=iver-
M wive; Delaware Street from the south line of Iron Avenue to the
north line of -Stapler venue; Eleventh Street from the south line of
Jewell Avenue to the north line of Kirwin venue; Ellsworth Avenue
from the west line of Highland Circle to the east line of PersHing
Street; Franklin Street from the west line of Ninth Street to the
east line of EieventhStreet; Grand Avenue from the west line of
Ninth Street to the east line of TenthStreet; Jewell Avenue from
the west line of Tenth Street to the east line of Pershing Street
(on the, south side of Jewell) and from the west line of Lot 4,31ock 8,
Highland Court Addition to the east line of Pershing Street (on the
north side of Jewell); Park Street from the west line of Railroad
Street to the west line of Chicago Street; Pershing Street (east side)
from the north line of Jewell Avenue north to the north line of Lot 9,
Block 8, Hi-Phland Court Addition; Prescott Avenue from the west line
of Twelfth Street west to a point '14feet west of the west line of
Phillips Street on the south side of Prescott Avenue; Sherman Street
from the south line'of Crawford Avenue to the north line of Republic
Avenue; Tenth Street from the south line of Jewell Avenue to the north
line of Kirwin Avenue; and for the paving of Beloit Avenue from the
west line of Highland Circle to the east line -of stop treet;
Ninth Street (unpaved portion in center of street) from the north line
of Li=o1__n=treet to the south line of Pacific Street; and Sunset Drive
from the west line of Pershing Street to a line parallel wi h and 125 --
feet west of the west line of Funston Street, and relating to and pro-
viding for the collection and payment of such assessments."
On motion of Commissioner Branson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0j Mayor approved the ordinance
and it is numbered 4858.
A petition was presented asking for the construction of a
sewer from Iron Avenue and Delaware; thence erst in Iron Avenue to
Fount Barbara Park Addition; and thence into Mount Barbara Park Additirn
to serve the property owners in said addition. Same wasr eferred to
the City Manager and City Engineer.

On motion of Commissioner Ferm applications were approved
by the Board of Commissioners. Motion adopted.
A contract was presented from M. J. Kennedy for the audit-
ing of all City of Salina records for the year 1937, and on motion of
Commissioner,Branson the Mayor and City Clerk were authorized to sign
the same. 1 otion adopted.
On motion of Commissioner Mitchell the Board of Commission-
ers adjourned.
