Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Perm, Jackson and Mitchell and Acting City Attorney Jenkins responded. City Attorney Norris absent. The minutes of the Regular Meeting of March 28, 1938 were read and approved as read, rursuant to notice published in the Salina Journal bids were received for improvements to Southern Heights Sanitary Sewage Pumping Station as follows: Carrothers & Crough, Kansas City, Missouri. H. J. Taylor Construction Company, Salina, Kansas. San Ore Construction Company, McPherson, Kansas. City Engine ers Preliminary Estimate of Cost for the above improvements was read. Commissioner Perm moved that contract be awarded to H. J. Taylor Construction Company of Salina, Kansas, the lowest responsible bidder, as per bid submitted and that certified checks be returned by the City Clerk to the unsuccessful bidders. Motion adopted. An ordinance was introduced entitled: "An ordinance appropriat- ing and transferring certain money from the Waterworks Department Fund in the City Treasury to the W. P. A. Project No. 6640 Account.' On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4852. A resolution was introduced entitled: "A Resolution relating to issuance of Temporary Note in the amount of $4,000.00 (WPA Project No. 6640 Account). On motion of Commissioner Jackson the resolution was adopted as read and on its final adoption the roll was called and'the follow- ing vote was had; Ayes: Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: (0) Mayor approved the resolution and it is num- bered 719. The above resolution is recorded in full on Page 79, Resolution Book Number 3. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of'certain claims.' On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4853. The following claim to be paid from Relief Highway Fund was presented for payment: Chas. E. Banker, City Clerk, Cash paid out for ]a bor $510.96 Commissioner Perm moved that claim be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of a certain claim." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hack; Ayes: Morgenstern, Branson, Perm, Jackson and Mitchell 5) Nays- 0) ayor approved the ordinance and it is numbered 4854. 233 Commissioner Ferm moved that application be approved by the Board of Commissioners and that the City Clerk be instructed to issue license to said applicant. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewers in Lateral Sani- tary Sewer Districts numbered 154, 156 and 174, and relating to and providing for the collection and payment of such assessments." Same was referred to the Board of Commissioners.
