03-28-1938 Minutes280 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALIVA, KANSAS. MARCH 28, 1938. i Regular meeting of the Board of Commissioners March 28, 1938. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners 141orgenstern, Branson, Perm, Jackson and Mitchell and City Attorney Norris responded, i The minutes'of the Regular Meeting of itarch 21, 1938 were read and approved as read, i"ursuant to notice published in the Salina Journal bids were received for the construction of Storm Sewers No. 10B and LOC as fol- lows: 4 H. J. Taylor Construction Company, Salina, Kansas. Johnson Bros. Construction Company, Salina, Kansas. I City Engineers Estimate of Cost for the above named work was read. On tabulation of bids by the City Engineer it appeared that the bids received were higher than the Engineers estimate. Commissioner Ferm moved that bids be rejected and that the certified checks be returned to the bidders, and that no bids having been received for the construction of such work within the Engineers estimate, that the work be done and constructed by the City and that the City Engineer be authorized and directed to construct all of the improtements above provided for, such work to be done within the Engineers estimate, and that the City Engineer be authorized to pur- chase such materials, equipment, tools and apparatus, and to hire such labor as may be necessary to construct such work. °potion adopted. I An ordinance was introduced for second reading entitled: "An ordinance amending Section 29, Section 31 and Section 58 of Ordinance No. � 4476 relating to and regulating the use and operation of vehicles on the streets of the City of Salina and repealing said original sections." j j On rmtion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final a doption the roll was called and the following vote was had; Ayes: Morgenstern,, Branson, Ferm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and' it is numbered 4851. A petition was presented asking for the laving of the alley lying between Fifth Street and Santa Fe Avenue from the south line of Walnut Street ,to the north line of Mulberry. Street." On motion of Commissioner Term same was approved by the Board of.Commissioners, A resolution was introduced for first reading entitled: "A resolution relating to the paving of the alley lying between Santa Fe Avenue and Fifth Street from the south line of Walnut Street to the - north line of Mulberry Street." Same was referred to the Board of Commissioners. A petition was,presented asking for the curbing and gutter- ing of Front Street from Iron Avenue to Ash Street. On motion of Commissioner Jackson same was approved by the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing and guttering of Front Street from the north line of Iron Avenue to the south line off - Ash ree ." Same was referred to the Board of Commissioners. A petition was presented asking for the construction of,100 feet of sidewalk on the south side of East Republic Avenue between Santa Fe Avenue and Fourth Street, in front of Lots 27 and 29, Republic Avenue in Grounds of Kansas Wesleyan University. Same was referred to the City Engineer. Motion adopted. Commissioner Branson moved that the Mayor and City Clerk be authorized to sign Bill of Sale for the following houses on Olive Street: i j i ( Thos. F.
