COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
MARCH 14, 1938.
Regular meeting of the Board of Commissioners March 14,
1938. Meeting was called to order by Mayor Morgenstern, the roll was
called and Commissioners Morgenstern, Branson, Jackson and Mitek 11
and City Attorney Norris responded. Commissioner Ferm absent.
The minutes of the Regular Meeting of March 7, 1938 were read
and approved as read.
An ordinance was introduced entitled: "An ordinance msk ing
an appropriation for the payment of certain claims."
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Jabkson
and Mitchell (4) Nays: (0) Commissioner Ferm absent. Mayor approved
the ordinance and it is numbered 4845.
The following claims to be paid from Relief Highway Fund were
presented for payment:

On motion of Commissioner Jackson claims were approved by the
Board of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief Highway Fund for the payment of
certain claims."
On motion of Commissioner Mitchell the ordinance was read and
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Branson, Jackson, Mitchell
and Jackson (4) Nays: (0) Commissioner Ferm absent. Mayor 4proved
the ordinance and it is numbered 4846.
An ordinance was introduced entitled: "An ordinance making an
appropriation from the Olive Street Condemra tion Fund for the payment
of certain claims."
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Jackson and
i Mitchell (4) Nays: (0) Commissioner Ferm absent. Mayor approved the
ordinance and it is numbered 4847.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the construction, reconstruction, improvement
and enlargement of the Bumping station for the purpose of'pumping sewaW
of Main Sewer District P" and extensions thereof in order to conduct
the sewage of said Main Sewer District "P" and extensions thereof, to a
point of outlet as a part of the sewage disposal system of the City of
Salina."
On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Jackson and
Mitchell (4) Nays: (0) Commissioner Ferm absent. Mayor approved the
ordinance and it is numbered 4848.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the construction of certain storm sewerg,in'the
City of Salina to be designated as Storm Sewers No. 10-B and No. 10-C
'l and providing for the letting of contract for such construetion,'and for
the payment of the cost thereof."
On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Jackson and
Mitchell (4) Nags: (0) Commissioner Ferm absent. Mayor approved the
ordinance and it is numbered 4849.

A communication was received from the City Planning Com-
mission as follows:
Salina., Kansas, March 14, 1938
Mr. H. L. Brown,
City Manager,
Salina, Kansas.
Dear Mr. Brown:
The city planning and zoning commission at
their meeting on arch 11, considered, among other
business, the matter of extending the fire limits to
include areas recently zoned as commercial zones in
the territory of Eighth and Ash Street.
It will be recalled that sometime back the
commission recommended the rezoning of the south side
of Ash Street from Eighth to Ninth Street and the
west side of Eighth Street up to the properties owned
by the Catholic Church. The commission has just now
recommended the rezoning of 11ots 77 and 78 of the
Original Townsite, located at Eighth and Ash Streets,
from residential to commercial zone., and it is the feeling
of the commission that in the rezoning of these prop-
erties to commercial that, as a matter of protection,
the fire limits should be extended to include the
rezoned areas.
This recommendation is being passed on to
youyou for your consideration.

Commissioner Jackson moved that same be approved by the Board
of Commissioners. Motion adopted.
The following communication was received from the City Plan-
ning Commission-:
Salina, Kansas, March 14, 1938
Hon. Mayor and Commision,
City of Salina,
Salina, Kansas.
The city planning and zoning commission
met at five o'clockP. M. 11'arch 11, in the Chamber
of Commerce Rooms to consider matters of business,
among which was included the petition for the rezon-
ing of 'L'ots 77 and 78 of the Original Townsite of
Salina from residential "B" to commercial "C" zone.
The commission, after careful consideration,
favorably considered the rezoning of the above
lots, as mentioned, accordingly, offer recommendation
to the City Commission for favorable consideration.

Commissioner Jackson moved that recommendations be adopted
by the Board of Commissioners, and that the City Clerk publish notice
in the official City paper, of such proposed change in the Zoning
ordinance, Motion adopted.
Application for taxicab drivers license for the year 1938
received from:
Orville R. Lloyd.
Commissioner Jackson moved that application be approved by
the Board of Commissioners. 14otion adopted.
Pursuant to notice published in the Salina Journal bids
were received for the construction of Lateral Sanitary Sewers num-
bered 17, 158, 175, 1760 177 and 178 as follows:
H. J. Taylor Construction Company, Salina, Kansas.
Johnson Bros. Construction Company, Salina, Kansas.
City Engineers estimate of cost for the above named work was
read.
On tabulation of bids by the City Engineer it appeared that
the bids received were higher than the Engineers estimate.
Commissioner Jackson moved that bids be rejected and that the
certified checks be returned to the bidders, and that no bids having
been received for the construction of such work within the Eng:h eers
j estimate, that the work be done and constructed by the City and that
the City Engineer be authorized and directed to construct all of the
i improvements above provided for, such work to be done within the
1 Engineers estimate, and that the City Engineer be authorized to pur-
chase such materials, equipment, tools and apparatus, and to hire such
labor as may be necessary to construct such work.. Motion adopted.
Bids were received for the erection of Well Structure No. 8
in Kenwood Park and Well Structure No. 9 in alley south of Gypsum
Avenue between Columbia Avenue and Kansas Avenue, as follows:
Peterson Construction Company, Salina, Kansas.
Johnson Bros. Construction Company, Salina, Kansas.
Alfred Lindgren, Salina, Kansas.

Commissioner Jackson moved that contract be awarded to Alfred
Lindgren as per his bid submitted, and that certified checks be re-
i
turned by the City Clerk to the unsuccessful bidders. Motion adopted.
Application for Pool Hall -License received from 0. T. Dotson.
Commissioner Mitchell moved that same be not granted, as Ordinance
I Number 3821 provides that no more than eight pool hall licenses shall
i be granted or be in effect at any time. Motion adopted.
Commissioner Branson moved that license on Cigarette Machines
be reduced to $7.50 per year. Motion adopted.

An ordinance was introduced for first reading entitled: "Ari,
ordinance amending sub -section (c) of Section 2 of Ordinance No. 4693
i relating to certain license taxes and repealing said original sub-
section." Same was referred to the Board of Commissioners.
On motion of Commissioner Mitchell the Board of Commissioners
adjourned.
