CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
April 25, 2022
4:00 p.m.
Mayor Davis asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes .
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107, City-County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Trent W. Davis , M.D. (presiding), Michael
L. Hoppock, Greg Lenkiewicz, Bill Longbine and Karl Ryan (via Zoom).
Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn
Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and Jo Vonna A.
Rutherford, City Clerk.
AWARDS AND PROCLAMATIONS
(3 .1) Recognition of April 29, 2022, as Arbor Day in the city of Salina. Mary Shaffer read
the proclamation and announced related activities.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(5.1) Approve the minutes of April 18, 2022.
(5.2) Approve Resolution No. 22-8046 accepting a grant award from Child Care Aware of
Kansas to benefit the continuing operation of the school-age child care program at
the Salina Fieldhouse.
A question was asked and answered confirming the program is a summer program.
22-0107 Moved by Commissioner Longbine, seconded by Commissioner Hoppock, to approve the consent
agenda as presented. Aye: (5). Nay (0). Motion carried.
ADMINISTRATION
(6.1) Approve Charter Ordinance No. 41, on first reading, exempting the city of Salina
from the provisions of K. S .A. 13-1024a and providing for substitute and additional
provisions on the same subject relating to general improvements and the issuance of
bonds for the purpose of paying for said improvements and repealing Charter
Ordinance No. 3 9.
Debbie Pack, Director of Finance & Administration, explained the request, fiscal impact and
action options.

Mayor Davis acknowledged the ordinance will streamline the process; however, was not
comfortable with removing the right to a protest petition.
A discussion followed related to the ability of future commissions to revisit the ordinance ,
use and procedure for charter ordinances, debit limits , and statutory authority.
Chad Farber, Salina, Kansas, appreciated the idea of streamlining the procedure although
indicated removing the protest petition from the ordinance might be perceived as removing
public opinion.
Further discussion followed on procedure, public input and protest petitions .
Cheri Harp, Salina, Kansas, shared her thoughts on public awareness of city commission
meetings.
Greg Bengtson, City Attorney, provided information on Kansas statutes and ordinances
which was followed by discussion on action to be taken on the item in question .
22-0108 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve Charter
Ordinance No . 41 , on first reading, exempting the city of Salina from the provisions of K.S.A. 13-
1024a and providing for substitute and additional provisions on the same subject relating to general
improvements and the issuance of bonds for the purpose of paying for said improvements and
repealing Charter Ordinance No. 39. Aye: (3). Nay (2 -Davis/Longbine). The motion could not
advance without a 2/3 majority vote ( 4 votes). Motion lost.
DEVELOPMENT BUSINESS
(7 .1) Authorize the City Manager to execute a Small Cell Master License Agreement with
Alltel Corporation d/b/a Verizon Wireless.
Dean Andrew, Director of Planning, explained the request, fiscal impact and action options.
A lengthy discussion ensued which included right-of-way, property owners, public notice,
aesthetics, fees and limits , location criteria, use of existing poles, new poles, size of canister
and possible future requests from additional companies.
22-0109 Moved by Commissioner Hoppock , seconded by Commissioner Longbine, to authorize the City
Manager to execute a Small Cell Master License Agreement with Verizon to allow the installation
of a small cell telecommunications network in the public right-of-way. Aye: (5). Nay (0). Motion
carried.
(7.2) Authorize city staff preparation of a Special Assessment Engineering Feasibility
Report for the unimproved portion of Cedar Ridge Drive, the direct access perimeter
street serving the Cedar Point Addition .

A discussion developed which encompassed special assessments , costs , benefit districts ,
improvements , developers , builders, individual lot purchasers , lot values , price range of new
homes and affordable housing .
Ben Windholz, Salina, Kansas , provided cost information he had obtained after inquiring
about construction of a new home .
Stephanie Cool , Salina, Kansas, thanked city staff for working with them to arrive at a
reasonable solution. Ms. Cool also shared information related to builders and cost of homes.
Alexis Hill, via Zoom, inquired about possible housing developments that are affordable to
the average citizen.
A brief discussion followed related to marketing interest, price points , current housing
market and issues to be addressed.
22-0110 Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, to authorize staff to
prepare an engineering feasibility report and Resolution of Advisability for improvements to Cedar
Ridge Drive for future consideration by the City Commission. Aye: (5). Nay (0). Motion carried.
(7.3) Approve Ordinance No. 22-11111 , on first reading, to amend Section 42-347 of the
I-1 (Industrial Park) district regulations to add truck sales and service to the list of
permitted uses in the I-1 district.
Dean Andrew, Director of Planning , explained the request , fiscal impact and action options .
A discussion resulted related to businesses in the surrounding area, conditional use permits
and process to obtain conditional use permits .
22-0111 Moved by Commissioner Lenkiewicz , seconded by Commissioner Hoppock , to approve Ordinance
No. 22-11111 on first reading. Aye: (5). Nay (0). Motion carried .
(7.4) Approve Ordinance No. 22-11110 , on first reading , to amend Ordinance No. 96-
973 8 which established the development standards and limitations in the Cedar
Creek Manufactured Home Park.
Dean Andrew, Director of Planning , explained the request, fiscal impact and action options .
A discussion followed which included single wide homes , double wide homes , residential
design manufactured homes , cost and space .
Edith Kistler, Vineyard Management Group , Salina, provided information on new mobile
homes to be placed in the community and commented on the need for affordable housing.
A discussion developed related to foundations , carports , driveways , skirting , home purchase ,
lot rent , aesthetics , storm shelter capacity , position of homes on lots , lot size , projected cash
flow and actions to be taken.

22-0112 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve Ordinance
No. 22-11110, on first reading, to amend Ordinance No. 96-9738 which established the
development standards and limitations in the Cedar Creek Manufactured Home Park. Aye: (5). Nay
(0). Motion carried.
It was moved by Commissioner Longbine, and seconded by Commissioner Ryan to direct
staff to initiate a text amendment to the ordinance rezoning Cedar Creek which would
eliminate the prohibition against placing single wide units on Marcella Drive. After 'further
discussion, the motion and second were withdrawn and staff was directed to report back to
the Governing Body on options available.
OTHER BUSINESS
Mayor Davis inquired about the criteria for motorized bicycles requiring a license. A brief
discussion followed related to requirements , size of motor and traffic rules .
CITIZENS FORUM
Norman Mannel , Salina, Kansas , shared his thoughts on electric bicycles , accountability and
plastic sacks.
Chad Farber, Salina, Kansas , mentioned a prior discussion about holding meetings in
different parts of town, indicated an endemic was approaching and the issue should be
revisited . Mr. Farber also commented on the outdated decoration of the meeting room.
Carol Reed, Salina, Kansas , agreed with Mr. Farber on the meetings in different parts of
town. Ms. Reed also inquired about the results of the pay plan study and the desire to
review the results of said study .

22-0113 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, that the regular
meeting of the Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The
meeting adjourned at 6:52 p .m.
