COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,

FEBRUARY 28, 1938.
Regular meeting of the Board of Commissioners of the City of
Salina, Kansas February 28, 1938. Meeting was called to order by
Mayor Morgenstern, the roll was called and Commissioners Morgenstern,
Branson, Fern, Jackson and Mitchell and City Attorney Norris respond-
ed.
The minutes of the Special Meeting of February 21, 1938 and
Regular Meeting of February 21, 1938, were read and approved as read.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims.
On motion of Commissioner Mitchell the roll was called and
Commissioners Morgenstern, Branson, Perm Jackson and Mitchell and
responded as follows: Ayes (5) Nays: t0) Mayor approved the ordi-
nance and it is numbered 4838.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Firemen's Pension Fund for the payment of a
certain claim."
On motion of Commissioner Perm the ordinance was read and
adopted by sections and on its final adoption the roll was (Riled and
the following vote was had; Ayes: orgenstern, Branson, Perm, Jzckson,
and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is num-
bered 4839.
An ordinance was introduced for second reading entitled: "An
ordinance amending Section 15 and Section 20 of Ordinance No. 4837, being
an ordinance dividing the City of Salina into certain wards and voting
precincts and defining the boundaries thereof and repealing said origin-
al sections,
On motion of Commissioner Branson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Morgenstern, Branson, Fera, Jackson
and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is
numbered 4840.
Applications for taxicab drivers license for the year 1938
received as follows:

On motion of Commissioner Perm applications were approved by
the Board of Commissioners, Motion adopted.
Plans and specifications for pump house to be erected on
Gypsum Avenue and Kansas Avenue were presented by the City Engineer, and
on motion same were approved by the Board of Commissioners, bids to be
received up to and including March 7, 1938 at 4:30 P. M. Motion adopt-
ed.
Commissioner Branson moved that the contract for auditing the
City of Salina records be awarded to M. J. Kennedy at a price of not to
exceed $900.00. Motion adopted.
Mayor Morgenstern submitted the names of Mrs. J. Raymond
Geis and Mr. Frank Hageman as members of the Library Board for a terra
of four years from February 1, 1938. On motion of Commissioner Bran-
son appointments were confirmed by the Board of Commissioners.
Applications for taxicab licenses were received from the fol-
lowing applicants and for the following licenses, to crit:

Moved by Commissioner Ferm that the applications be approved
and licenses issued to
said applicants for the taxicabs described in
the applications, on
the following conditions: That if the insurance
policies now in force
and covering such cabs be cancelled, or cease
to cover any or all of
such cabs, the license issued to any cab which
the insurance ceases
to cover shall be automatically revoked, unless j
new isnurance approved by the Board of Commissioners is furnished be-
fore the cancellation
of the previous insurance takes effect; That
the licensees comply
with all requirements heretofore or hereafter
made by the Board of
Commissioners with respect to furnishing proper
and adequkte protection and indemnity to the public for damages with-
in the deductible limit
of such insurance policies, and in excess of
the maximum limits of
such policies; That the licensee be at all
times the registered owner of the cab for which his license is issued,
and that no transfers
of any license be permitted from one licensee
to another; That no vehicle be operated under any license except the
vehicle described in
the application and license, unless on applica-
tion presented to and
approved by the Board of Commissioners, with
approved insurance coverage; and that for a violation of any of such
conditions, or any violation of the ordinances relating to taxicabs ,
any such liceggse shall be immediately revoked by the Board of Com-
missioners* emotion carried*
On motion of Commissioner Mitchell the Board of Commissioners
adjourned,
