tory at the present time to take care of the
commercial needs of the territory,
In connection with the petition of
Mir. Wo B. McMickle for the rezoning of Lots 77
and 78, Original Townsite of Salina, Corner of
8th and Ash, the commission recommended the
return of this petition for signatures of prop-
erty owners adjacent to the property for which
rezoning was petitioned, and also that there
be included with the petition information as
to plans of development and the use to be made
of the developed property. This petition, with
the information, to be returned to the City
Planning and Zoning Commission for consideration.

On motion of Commissioner Jackson the above recommenda-
tions were approved by the Board of Commissionerso lotion adopted.
A petition was presented asking for the vacating of an
alley running north and south from Jewell Avenue to Kirwin Avenue and
lying between Ninth Street and Highland Avenue in the Grounds of the
Kansas Wesleyan University. Same was referred to the City Manager.
An ordinance was introduced for first reading entitled:
"An ordinance amending Section 15 and Section 20 of Ordinance No.
4837 being an ordinance dividing the City of Salina into certain wards
and voting precincts and defining the boundaries thereof and repealing
said original sections." Same was referred to the Board of Commis -
s loners .
Commissioner Mitchell moved that the City Engineer submit
plans for Sewage Pumping Plant in the southwest portion of the City.
On motion of Commissioner Mitchell the Board of Commission-
ers adjourned.

FEBRUARY 21, 1938.
Regular meeting of the Board of ,Commissioners February 21,
1938. Meeting was called to order by Mayor Morgenstern, the roll was
called and Commissioners Morgenstern, Branson, Ferm, Jackson and
Mitchell and City Attorney Norris responded.
The minutes of the Regular Meeting of February 14, 1938
were read and approved as read.
Pursuant to notice published in the Salina Journal,
$42,935.80 par value of Improvement Bonds dated February 15, 1938,
bearing interest at the rate of two per cent (20) per annum, were
placed on sale. Offers for said bonds were received from:
Callender, Burke & McDonald, Kansas City, Missouri
Stern Bros., Kansas City, Missouri
Ranson -Davidson Company, Vlichita, Kansas
Small -Millburn Company, Wichita, Kansas
Beecroft, Cole & Company, Topeka, Kansas
Brown-Crummer Investment Company, 4'lichita, Kansas.
Commissioner Mitchell moved that $42,935.80 Improvement
Bonds be sold to Beecroft, Cole & Company of Topeka, Kansas, as per
their contract submitted to and approved by the Board of Commissioners,
at a price of par, accrued interest and a premium of `2.20 per thous-
and, and that the City Clerk be authorized to return the certified
checks to the unsuccessful bidders. Motion adopted.
Commissioner Jackson moved that the contract of Viestinghouse
Electric Supply Company, for rental of equipment to be installed in
Kenwood Park ball field be approved, and that the Mayor be authorized
to sign said contract on behalf of the City of Salina. Lotion
adopted*
City Engineer submitted plans and specifications and estimate
of cost for the construction of Lateral Sanitary Sewers Number 17,
158, 175, 176, 177 and 178 in the City of Salina, Kansas. On motion
of Comriissioner tehell same were approved ,and ordered filed. Motion
adopted.
Applications for taxicab drivers license for the year 1938

On motion of Commissioner Jackson applications were approved
by the Board of Commissioners. Motion adopted•
The following communication was received from the City

Gentlemen:
At the special called meeting of the City
Planning and Zoning Commission, held in the Chamber
of Commerce Room at 5:00 P.M. on February 18, with
six of the members present, petition as herewith
attached for the rezoning of certain described prop-
erties from "A" zone to C" zone was considered.
The commission, after giving careful con-
sideration to this rezoning petition, and the pur-
pose for which the property was to be rezoned, unani-
mously voted not to recommend the rezoning; it being
the sense of the meeting that the southwest district
of the city of Salina is fast becoming a fine resi-
dential district and that the extension of commercial
zones would tend to retard residential building ac-
tivities.
