Board Minutes - April 19 & May 3, 2022CONSENT AGENDA - ACTION ITEM Minutes of the Library Board Meeting 1267 The meeting of the Salina Public Library Board of Trustees was held at 7:00 a.m. on April 19, 2022, in the Prescott Room. The following Board members were present: David Greiser, Brendan Burke, Judy Nold, Susan Kelly, Lisa Mahler, Gerry Cox, Dr. Trent Davis and Danielle Brown. Others present were Melanie Hedgespeth, Amy Adams, Katie Pearson, Stefanie Knoop and Sandy Wilcox. PUBLIC COMMENTS: None CONSENT AGENDA: a.Action Items i.Minutes of the March 15, 2022 library board meeting ii.Library Policy Manual Minor Updates b.Informational Items i.Financial Reports KS Library Express ii.Statistical Reports Judy Nold asked that the Financial and Statistical reports be put on the agenda due to questions she has. 22-12 On a motion made by Lisa Mahler and seconded by Brendan Burke , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the consent agenda without the Financial and Statistical Reports. Motion passed unanimously. Pg 1267. 04/19/2022. Financial: Judy Nold asked about one field that was highlighted. Melanie said that was just where the cursor was when she happened to take the screen shot. Statistical: On page 17 both of the totals columns are labeled 2021. One of them should be 2022. 22-13 On a motion made by Judy Nold and seconded by Dr. Trent Davis , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the Financial and Statistical reports. Motion passed unanimously. Pg 1267. 04/19/2022. DISCUSSION/ACTION DIRECTORS REPORT : The courier service is going to continue to increase in cost over the next few years. Our total circulation continues to increase. Melanie gave the board the summer calendar for review. She also handed out the community report. The adopt a shelf program is something new that we’ve started. This is a way for people to volunteer to help the library. The library is joining a speakers 1268 consortium for libraries that contracts with authors to do a presentation in real time and it is all also recorded for use later. We ordered a set of ten 3D pens for the schools to use. Melanie provided a book challenge form that has been presented to her by a patron. Staff are going to meet to review the material and make a decision. CKLS: Executive Board, 2023 System Plan, MOU: Our 2022 MOU was modified to remove the Hoopla funding. The 2023 MOU remains the same. Fine/Fee Forgiveness Youth We are looking to clear fines & fees for youth 18 and under. We would like to clear these from their accounts before the summer programming begins to give them the opportunity to get materials. Melanie answered questions from the Board. 22-14 On a motion made by Brendan Burke and seconded by, Dr. Trent Davis it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves removing fines and fees from children’s cards that are $75 and under. Pg 1268. 04/19/2022. 22-15 On a motion made by Brendan Burke and seconded by, Gerry Cox it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves to offer an amnesty period youth cards that have fines over $75.00 to return items to bring down their fines and fees. Pg 1268. 04/19/2022. The Board also recommended reviewing fines and fees annually. Patron PC Replacement: Byte speed has given us a quote to replace all the public patron PC’s. 22-16 On a motion made by Brendan Burke and seconded by Gerry Cox , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the purchase of replacement public PC’s. Pg 1268. 04/19/2022. Employee Policy Manual Compensation: The board reviewed a wage system based upon performance as well as changes due to meeting market demands for hiring. Melanie answered questions from the Board. 1269 22-17 On a motion made by Brendan Burke and seconded by Susan Kelly , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves to schedule a special meeting on May 3rd at 7:00 a.m. to review and discuss this policy. Motion passed unanimously. Pg 1269. 04/19/2022. ASSISTANT DIRECTOR REPORT Match Madness: We received a check in the amount of $1087.18 which was deposited in the donations fund. Capital Campaign Update: The committee met for a second time this month and worked on practice conversations. We have a small list of individuals and businesses that we will begin to approach. Board appointments: Nominating Committee recommended the following slate of officers. President - Judy Nold Vice President - Gerry Cox Secretary - David Greiser Treasurer - Lisa Mahler 22-18 On a motion made by David Greiser and seconded by Dr. Trent Davis, it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the slate of officers as presented by the nominating committee. Melanie asked to amend the agenda to add the 2022 budget. DISCUSSION/ACTION - Employe Policy Manual The Board had discussion on the proposed compensation plan. Melanie answered questions from the Board members. 22-19 On a motion made by Brendan Burke and seconded by Gerry Cox , it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the compensation policy with suggested grammar changes. Motion passed unanimously. Pg 1270. 05/03/2022. 2022 BUDGET Discussion Melanie discussed the 2022 budget and health insurance premiums. She answered questions from the Board. NEW BUSINESS & BOARD COMMENTS: Gerry Cox mentioned that he has received several good comments about the digital sign out front.
