Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Ferm, Mitchell and Jackson and City Attorney Norris responded. The minutes of the Regular Meet y , � Meeting of February 71938 were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." ! On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson andMitehell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4833* The following claims to be paid from Relief Highway Fund were presented for payment: Chas. E. Banker, City Clerk Cash paid out for labor $166.10 Putnam Sand Company Sand 17.73 Total - - - - - - X183.83 Commissioner Ferm moved that claims be allowed by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance mak- Ing an appropriation from the Relief Highway Fund for the payment of certain claims." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is numbered 4834. i An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improve- ment Bonds of the City of Salina, Kansas, in the sum of $42,935.80 to pay- the cost of acquiring by condermation and appropriation certain lands for the purpose of widening certain portions of olive Street and of the highway extending northerly therefrom in the City of Salina, Kansas, said bond issue to be designated as Series C-117." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; A es: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: (0� Mayor approved the ordi- nance and it is numbered 4835. On notion of Conmissioner Jackson the City Clerk was in- structed to advertise for the sale of $420935.80 Improvement Bonds dated February 15, 1938s, bearing interest at the rate of two per cent (2%) per annum; bids to be received up to and including Monday, February 21, 1938 at 4:30 o1cloek P. M. Motion adopted. A petition was presented asking for the construction of a sanitary sewer on Sherman Street from Venango Street to Crawford Avenue. Same was granted. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain lateral sanitary sewer districts in the City of Salina designated as Lateral Sanitary Sewer Districts No. 17, 1582 175, 1760 177 and 178, providing for the construction of lateral sanitary sewers in such districts and for the cost thereof and for the levying of special assessments against the property in such districts for the payment of such cost, and for the issuing of bonds therefor." On motion of Commissioner Ferro the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had* Ayes: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: 10) Mayor approved the ordinance and it is numbered 4836. 1 1 1 C) 6 3 An ordinance was introduced for second reading entitled: }FAn An dividing; the City of Salina into certain wards and voting precincts, and defining the boundaries thereof and repealing Ordinance Number 3314." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: (0 Mayor approved the ordinance and it is numbered 4837. ^ The following application for Cereal Malt Bevera ge License was presented: GENERAL RETAILER CLASS "A" INDIVIDUAL Application No. Name of Applicant Name & Location of Place of Business 56 Earl Stagg, Mack's Dutch Grill 901 North Santa'Fe Avenue. On motion of Commissioner Ferm the above application was ap- proved by the Board of Commissioners, and the City Clerk was instructed to issue license to said applicant. Motion adopted. Applications for taxicab drivers license for the year 1938 received as follows: D. E. Rounkles Arvid Rosander Fred J. Johnson Harry Hickman Lee Smith Kenneth White Clyde Minard Loy Buchenau, On motion of Commissioner Branson taxicab drivers applications received from D. E. Rounkles, Arvid Rosander, Fred J. Johnson, Harry Hickman, Lee Smith, Kenneth White and Clyde Minard were approved by the Board of Commissioners, and application received from Loy Buchenau re- jected by the Board of Commissioners. The appraisers report for the construction of Lateral Sanitary_ Seger Number 154, located in Merrill Street from Venango Street fo Crawford Avenue; Lateral Sanit Sewer Number 156 located in Custer Street from Venago Street to Republic Avenue; and Lateral Sanitary Sewer Number 174 located in the alley between Olive Street and Chicago Street from University Place to Marietta Avenue were received, and on motion of Commissioner Ferm, Monday, February 21, 1938 at 4:30 P. M. was designated as a Special Meeting, at which time the reports will be taken up and acted on by the Board of Commissioners, and that the City Clerk give notice in the official City paper of said Special Meeting as provided by law. Motion adopted. On motion of Commissioner Jackson the Board of Commissioners adjourned. City Clerk
