5.1 05-02-2022 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS May 2, 2022 4:00 p.m. Mayor Davis asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Trent W. Davis, M.D. (presiding), Michael L. Hoppock, Greg Lenkiewicz, Bill Longbine and Karl Ryan (via Zoom). Also present: Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. Mike Schrage, City Manager, explained the amendments to the agenda and shared that state Senator J.R. Claeys was in attendance with housing update. 22-0114 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to amend the agenda to add Senator Claeys' housing update as an item under Other Business directly after Awards and Proclamations. Aye: (5). Nay (0). Motion carried. AWARDS AND PROCLAMATIONS (3.1) Recognition of the week of May 1-7, 2022, as National Travel & Tourism Week in the city of Salina. Sylvia Rice, Director of Visit Salina, read the proclamation and announced related activities. (3.2) Recognition of the month of May 2022, as Mental Health Month in the city of Salina. Julie Clayson, CBS Coordinator for Central Kansas Mental Health Center, read the proclamation and announced related activities. (3.3) Recognition of the month of May 2022, as Bike Month in the city of Salina. Michelle Griffin, Director of Mobility Management at North Central Kansas Coordinated Transit District, read the proclamation and announced related activities. (3.4) Recognition of the week of May 2-7, 2022, as Small Business Appreciation Week in the city of Salina. Leslie Bishop, Executive Director of Salina Downtown, Inc., read the proclamation and announced related activities. Page 1 OTHER BUSINESS Senator J.R. Claeys announced that the city of Salina, after a concerted community effort to address the housing shortage in Salina, was to be the recipient of a $25,000,000.00 grant towards what is commonly referred to as the Drever housing project. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA r.. (5.1) Approve the minutes of April 25, 2022. (5.2) Award the bid for project number 22018B, 2022 Minor Concrete - Pavement Repair 2 for $110,727.50 with a 5% construction contingency for a total project authorization not to exceed $116,263.88 and authorize the City Manager to execute a contract with Lancaster Construction, Inc. of Salina upon fulfillment of all prerequisites under the bid documents. 22-0115 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve the consent agenda as presented. Aye: (5). Nay (0). Motion carried. ADMINISTRATION (6.1) Approve Ordinance No. 22-11110, on second reading, amending Ordinance No. 96- 9738 which established the development standards and limitations in the Cedar Creek Manufactured Home Park. Mayor Davis stated Ordinance No. 22-11110 was passed on first reading on April 25, 2022; and, since that time, no comments have been received. Jon Blanchard, Salina, Kansas, shared his thoughts on affordable housing and manufactured homes. Commissioner Hoppock commended Dan Huehl for the tremendous work done on the manufactured home park on North 13`h Street. 22-0116 Moved by Commissioner Lenkiewicz, seconded by Commissioner Hoppock, to approve Ordinance No. 22-11110, on second reading. A roll call vote was taken. Aye: (5). Nay (0). Motion carried. (6.2) Approve Ordinance No. 22-11111, on second reading, amending Section 42-237 of the I-1 district regulations to add truck sales and service to the list of conditional uses in the I -I district. Mayor Davis stated Ordinance No. 22-11111 was passed on first reading on April 25, 2022; and, since that time, no comments have been received. 22-0117 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve Ordinance No. 22-11111, on second reading. Page 2 (6.3) Approve Charter Ordinance No. 41, exempting the City of Salina from the provisions of K.S.A. 13-1024a and providing for substitute and additional provisions on the same subject relating to general improvements and the issuance of bonds for the purpose of paying for said improvements and repealing Charter Ordinance No. 39. Debbie Pack, Director of Finance and Administration, explained the request, fiscal impact and action options. Jon Blanchard, Salina, Kansas, provided information on previous petitions filed related to charter ordinances as well as provided his thoughts on the dollar amount being requested in the current proposed charter ordinance. Chad Farber, Salina, Kansas, also commented on the dollar amount being requested and suggested there be more input from citizens rather than just from the Governing Body. A brief discussion ensued related to previous budget cuts, rising costs and the Transient Guest Tax. 22-0118 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve Charter Ordinance No. 41 on first reading. Aye: (4). Nay (1 - Longbine). Motion carried. (6.4) Authorize the purchase and installation of a replacement gas boiler and associated controls for the City of Salina Police and Municipal Court Facilities. Jeff Hammond, Director of Parks and Recreation, explained the request, fiscal impact and action options. A discussion followed which included energy savings, efficiency, costs, service life and maintenance issues. Norman Manuel, Salina, Kansas, shared his concerns with heating the space to be vacated by the Saline County Jail. 22-0119 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve the purchase and installation from Trane of Kansas to replace the existing gas boiler and provide building automation systems for the City of Salina Police and Municipal Court Facilities. Aye: (5). Nay (0). Motion carried. DEVELOPMENT BUSINESS None. OTHER BUSINESS None. Page 3 CITIZENS FORUM Jon Blanchard, Salina, Kansas, thanked Danny Huehl, Gary Hobbie and the North Salina Community Development group for fixing up the manufactured home park on North 13`h Street. Mr. Blanchard also commented on the Salina Police Department's low staffing levels as well as disregard of the Governing Body regarding personal treatment of citizen Chad Farber. Rosemary Mai, Salina, Kansas, shared her thoughts on the increase of crime in the city, the need to address it and suggested possible community informational meetings held for that purpose. Norman Mannel, Salina, Kansas, provided his thoughts on the conduct of elected officials and the water shortage. EXECUTIVE SESSION 22-0120 Moved by Commissioner Longbine, seconded by Commissioner Hoppock that the city commission recess into executive session for 25 minutes to discuss the subject of legal considerations relating to the South Park property with legal counsel based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship, pursuant to K.S.A. 75-7319(b)(2). The open meeting will resume in this room at 5:50 p.m. Possible action to follow. Aye: (5). Nay (0). Motion carried. The City Commission recessed into executive session at 5:25 p.m. and reconvened at 5:50 p.m. No action was taken. Also present in the executive session were Mike Schrage, City Manager, Jacob Wood, Deputy City Manager, Shawn Henessee, Assistant City Manager, and Greg Bengtson, City Attorney. 22-0121 Moved by Commissioner Longbine, seconded by Commissioner Hoppock that the city commission recess into executive session for 20 minutes to discuss the subject of legal considerations relating to the South Park property with legal counsel based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship, pursuant to K.S.A. 75-7319(b)(2). The open meeting will resume in this room at 6:10 p.m. Possible action to follow. The City Commission recessed into executive session at 5:50 p.m. and reconvened at 6:10 p.m. No action was taken. Commissioner Ryan's connection via Zoom was lost during the executive session and not re-established.
