12-27-1937 Minutes224 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINAS KANSAS. DECEMBER 270 1937. Regular meeting of the Board of Commissioners December 27, 1937. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Perm, Jackson and Kitchell and City Attorney Norris responded. The minutes of the Regular Meeting of December 20, 1937 were read and approved as read • A petition was presented from the barbers of Salina, Kansas, asking for the passing of an ordinance which will provide for fair competition among their service trade. Same was ordered filed. i An ordinance was introduced for second reading entitled: "An ordinance relating to the Firemen's Relief Association of Salina and the funds of said Association and the administration of such Associ- ation and such funds, and repealing Ordinance Number 1498 of the City of Salina." i I On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ay s: Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: (01 Mayor approved the ordinance and it is numbered 48169 An ordinance was introduced for second reading entitled: "An ordinance relating to and creating a Firemen(s Pension Fund and providing for the administration thereof." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its finaladoption the roll was alle$: and the following vote was had; Aye$: Morgenstern, Branson, Perm, Jackson and Mitchell (5) Nays: 10) Mayor approved the ordinance and it is numbered 4817. Applications for taxicab drivers license received from: Lee Smith Robert J. Smith Commissioner Branson moved that application received from Lee Smith be granted by the Board of Commissioners; and that applica- tion received from Robert J• Smith be rejected by the Board of Commis- sioners. Motion adopted. A petition was presented asking for the cons truc tion of a lateral sanitary serer in the alley south of Gypsum Avenue between Columbia Avenue and Kansas Avenue. Same was referred to the City Manager and to the City Engineer. A petition was presented asking for the construction of a sidewalk on Kansas Avenue from the north line of Gypsum Avenue to the north line of the alley north of Gypsum Avenue. Same was referred to the City. Manager and to the City Engineer. Commissioner Branson moved that Taxicab Drivers License Number 88, issued to Ralph Sears September 28, 1937 be revoked. Mo- tion adopted,* Mayor Morgenstern submitted the names of John Frederick, E. D • Martin and L • N. Carl to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assess- ment for the cost of constructing Lateral Sanitary Sewers Number 156, 154 and 174. On motion of Commissioner Mitehell the appointments were confirmed by the Board of Commissioners, On motion of Commissioner Perm, the Board of Commissioners adjourned to meet Thursday, December 30, 1937st 7:45 P.
