Regular meeting of the Board of Commissioners December 20, 1937. Meeting was called to order by Mayor T.Iorgenstern, the roll was called and Conmissioners Morgenstern, Branson, Fera, Jackson and Mitchell and City Attorney Norris responded. The minutes of the Regular Meeting of December 14, 1937 were read and approved as read. Pursuant to notice published in the Salina Journal, bids were received for the construction of Lateral Sanitary Sewers numbered 154, 156 and 174 as follows: Busboom & Rauh, Salina, Kansas L. W. Rexroad Construction Company, Salina, Kansas, City Engineers estimate of cost was read. On tabulation of bids by the -City Engineer it appeared that the bids received were higher t'ian the Engineers estimate. Commiss loner ' Ty owed that the bids be rejected and that the certified checks be returned to the bidders, and that no bids having been received for the construction of such work within the Engineers estimate, that the work be done and constructed by the City and that the City En-ineer be authorized and directed to construct all of the improvements above provided for, suehivrk to be done'within the Engineers estimate and that the City Engineer be authorized to pur- chase such materials, equipment, tools and apparatus, and to hire such labor as may be necessary to construct such work. Tilotion adopted. Pursuant to notice published in the Salina Journal, $70,000.00 par value of Refunding Bonds dated January 1, 1938; and $162760.97 par value of Judgment Bonds dated January 1, 1938 were placed on sale. Offers for said bonds were received from: Small -Millburn Wichita, Kansas , Brown-Crm=er investment Company, Vlichita, Kansas, Stern Bros. Kansas City, Missouri, Lathrop -Hawk -Herrick Company, Nichi.ta, Kansas, National Bank of America, Salina, Kansas. Commissioner Jackson moved that $39,000.GO of the Refunding Bonds dated January 1, 1938; and ;,162760.97 Judgment Bonds be sold to The Droim-Crummer Investment Company of Vichita, Kansas, as per their contract submitted to and approved by the Board of Cormiissioners, delivery] to be made within thirty days from date, and that the bids for the bal- ance of the Refunding Issue for future delivery be rejected, and that the City Clerk be authorized to return the certified checks to the un- successful bidders. Motion adopted. Commissioner Ferm moved that a 1938 Taxicab License be granted to R. S. Peterson as soon as he complies with the requirements mentioned in Ordinance Number 4787 of the City of Salina, Kansas. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jack- son and Mithcell (5) Nays: (0) Mayor approved the ordinance and it : is numbered 4813. The following claims to be paid from Relief Highway Fund were presented for payment: Chas. E. Lanker, City Clerk The Texas Company Putnam Sand & Building Company Commissioner Jackson moved on the Treasurer for the amounts. May. Commissioner Jackson moved that Trust Deed be accepted by the Board of Commissioners and that the City Treasurer be instructed to place the deposit in the Gypsum Hill Cemetery Endowment Fund as provided by Ordinance No. 3530 of the City of Salina, Kansas. Motion adopted. i A petition was presented asking for the construction of a water main on Eighth Street between Grand Avenue and Pacific Street. Same was referred to the Viaterworks Advisory Board. A petition was presented asking for the construction of a lateral sanitary sewer in the alley between Seventh Street and Eighth Street from Grand Avenue to Pacific Avenue. Same was referred to the City Manager and to the City Engineer. Commissioner Branson moved that the Cereal Malt Beverage License issued to H. J. Weightman by the Board of Commissioners on Trlay 3, 1937, being License No. 6105, issued under Ordinance No. 4741 to said H. J. Weightman as a General Retailer, Class "B" for his place of business at 111 East Iron Avenue to be carried on under the name of "The Alley" be revoked for the reason that said H. J. Weightman has permitted the sale of cereal malt bevera ges to those under the age of 18 years. The motion was duly carried by the unanimous vote of the Board of Commissioners, and the City Clerk was instructed to revoke such license on his records and to cause notice of such revocation to be served upon said H. J, Weightman by the Chief of Police. The following communication was received from the Waterworks Advisory Board: "tJe, the members of the Waterworks Advisory Board , wish to recommend to the Board of City Commissioners that all vrater bills for the month ending with the December reading of the meters be rebated and the service for that month be furnished free as was done in 1936." i R.
