CO10VIISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS IONERS ROOM,
SALINA, KANSAS
DECEMBER 14, 1937.
Regular meeting of the Board of Commissioners December 14,
1937. Meeting was called to order by Mayor Morgenstern, the roll
was called and Commissioners Morgenstern, Branson, Ferm, Jackson and
Mitchell and City Attorney Norris responded.
The minutes of the Regular Meeting of December 6, 1937 were
read and approved as read.
An ordinance was introduced for second reading entitled
"An ordinance providing for the issuance of Refunding Bonds of the
City of Salina, Kansas, in the aggregate amount of $70,000.00 for the
purpose of refunding; certain outstanding bonds of such City in a like
amount, to be designated as Series R-115."
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance and
it is numbered 4811.
An ordinance was introduced for second reading entitled: '
"An ordinance providing for and authorizing the issuance of negotiable
coupon bonds of the City of Salina, Kansas, to be designated as
Series J-116, in payment of a certain judgment against said City in I
favor of Board of (bunty Commissioners of Saline County, Kansas."
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll vias called and
the following vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson
and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is
numbered 4812.

Commissioner Jackson moved that applications be approved by
the Board of 0mmissioners. Yotion adopted.
Commissioner Ferm moved that taxicab drivers application re-
ceived from A. N. Weaver and rejected by the Lard of Commissioners
November 22, 1937 be reconsidered and grante d. Lotion adopted.
Trust Deed, with a deposit of X100.00 for perpetual care of
Lot 40, ELock 1, in the Gypsum Hill Cemetery of Salina, Kansas, received
from Leon B. Stevenson, Executor of the Estate of Emma W. Ryberg.
Commissioner Mitchell moved that Trust Deed be accepted by the Board
of Commissioners and that the City Treasurer be instructed to place the
deposit in the Gypsum Hill Cemetery Endowment Fund as provided by
Ordinance Number 3530 of the Qty of Salina, Kansas .'lotion adopted.
Trust Deed, with a deposit of $93.75 for perpetual care of
North 1/2 Lot 36, Block "B" in the (Vpsum Hill Cemetery of Salina,
Kansas, received from Agnes Campbell. Commissioner Kitchell moved
that Trust Deed be accepted by the Board of Co=mmissioners and that the
City Treasurer be instructed to place the deposit in the Gypsum Hill
Cemttery Endowment Rind as provided by Ordinance No. 3530 of the City Of
Salina, Kansas. Motion adopted.
A resolution was introduced entitled: "A Resolution relating
to the lighting of the Olive Street viaduct across Santa Fe and Union
Pacific tracks."
On motion of Coram.issioner Branson the resolution was adopted
as read and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Morgenstern, 3ranson, Fera., Jackson and
Mitchell (5) Nays: (0) mayor approved the resolution and it is
numbered 715.
The above resolution is recorded in full on Page 75, Resolution
Boors Number 3.

lAn ordinance was introduced for first reading entitled:
"An ordinance relating to the Firemen's Relief Association of Salina,
v and the funds of said Association and the administration of such
Association and such funds, and repealing Ordinance Number 1498 of the
City of Salina.Same was referred to the Board of Corvnissioners.
An ordinance was introduced for first reading entitled: "An
ordinance relating to and creating a Firemen's Pension Fund and pro-
viding for the_ administration thereof." Same was referred to the
Board of Cornniss Toners .
H. J. Weightman appeared before the Board of Cor..nnissioners
in re,ard to a notice served on him. Corvnissioner Form moved that
hearing; be postponed until Monday, December 20, 1937 at 4:30 P. M.
Motion adopted and hearing on revocation of Cereal Malt Beverage
License of H. J. Weightman continued until Monday, December 20, 1937
at 4:30 P. M. Motion adopted.
On motion of Corvnissioner Branson the City Clerk was instruct-
ed to advertise for the sale of $70,000.00 Refunding Bonds dated Janu-
ary 1, 1938, bearing, interest at the rate of 2% per annum; and for
$16,760.97 Judgment 3)nds dated January 1, 1938, bearing interestat
the rate of 20 per annum; bids to be received up to and including
Itionday, December 20, 1937 at 4:30 P. M. Motion adopted.
On motion of Commissioner Kitchell the City Clerk was
instructed to advertise for bids for the construction of Lateral Sani-
tary Sevier No. 154 in Merrill Street from Venango Street to Crayford
Avenue; No. 174 in alley between Olive Street and Chicago Street from
University Place to Marietta Avenue and No. 156 in Custer Street from
Venango Street to Republic Avenue. Bids to be received up to and
including Monday, December 20, 1937 at 4:30 P. M. Motion adopted.
Mayor Yorgenstern submitted the names of the following
members for the Plumbing Examing Board: James M, Stack, Diaster Plumber
and Delbert Robertson, Journeyman Plumber. On motion of Commissioner
Ferm the appointments were confirmed by the Board of Commissioners.
