11-08-1937 Minutes210 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. NOVEMBER S. 1937. Regular meeting of the Board of Commissioners November 8, 1937. Meeting was called to order by payor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Ferm, Jackson and Mitchell and City Attorney Norris responded. i The minutes of the Regular Meeting of November 1, 1937 and November 3, 1937, were read and approved as read. Bids for the paving of Beloit Avenue from the west line of Highland Circle to he east line of Funston Street received as fol- lows: H. J. Taylor Construction Company, Salina, Kansas. L. W. Rexroad,Construction Company, Salina, Kansas. City Engineers estimate of cost for the above named work was read* Bids were tabulated by the City Engineer. Commissioner Jackson moved that contract be awarded to H. J. Taylor Construction Company for six-inch reinforced concrete paving as per bid submitted, the same being the lowest and best bid therefor; and that the Mayor be authorized to sign contract on behalf of the City for such improvement in accordance with such proposal and the form of contract and specifics tions attached thereto and referred to therein; and that the certified check be returned by the City Clerk to the unsuccessful bidder. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the W. P. A. Project Number 6002 Account for the payment of certain claims." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; byes: Morgenstern, Branson, Ferm, Jack- son and Mitchell (5) Nays: 0) Mayor approved the ordinance and it Is numbered 4797. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Seventh Street from the north line of Pacific Street to he south line of Harsh Street." On motion of Commissioner Branson the resolution was adopted as read and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: (0) Mayor approved the reddlutionand it is numbered 711. The above resolution is recorded in full on Page 67, Resolu- tion Book Number 3. i I A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering and grading Clark Street from the south line of Walnut Street to the north line of Spruce Street." On motion of Commissioner Mitchell the resolution was adopted as read and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: (0) Mayor approved the resolution and it is numbered 712. A resolution was introduced for second reading entitled: "A resolution relating to and providing for the appropriation and condemnation of certain private property in the City of Salina, Kansas, for the purpose of widening certain portions of Olive Street and the Highway extending northerly therefrom, in said City, and such street and highway as extended, to permit the construction thereon of a via- duct or overpass over and across certain railroad tracks which cross certain portions of said street and highway, and the same as extended, and the necessary approaches thereto and the necessary fills, abutments and other appurtenances required and necessary in connection therewith, and designating a benefit district, and providing for the appointment of commissioners to make an appraisement of the value of lands taken and to assess damages therefor and to assess against the City at large the amount of the benefit, if any, to the public generally, by reason there- of, and to assess against the property in said benefit district the cost of such condemnation except that portion thereof assessed against the city at large.n On motion of Commissioner Jackson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had• Ayes: Morgenstern, Branson, Ferm, Jackson and Mitchell (5) Nays: t0) Mayor approved the resolution and it numbered 714. The above resolution is recorded in full on Pages 70, 712 72, 73 and 74, Resolution Book Number 3. r City Engineer submitted plans and specifications and estimate of cost for the construction of Lateral Sanitary Sewer Number 156, as required by Ordinance Number 4792 of the City of Salina, Kansas. On motion of Commissioner Ferm the same were approved by the Board of Commissioners and ordered filed. Motion adopted. P Application for taxicab license received as follows: John Meredith, Owner DeLuxe Cab Company, Operator Cab No. 41 On motion of Commissioner Mitchell application was approved*by the Board of Commissioners. Motion adopted. Application for taxicab drivers license received as follows: Ralph Dolton On motion of Commissioner Jackson, the above application was referred back to the Chief of Police for further investigation. I -lotion adopted. Mayor Morgenstern submitted the names of John Frederick, E. D. Martin and L. W. Carl, to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assess- ment for the cost of paving Beloit Avenue from the west line of Highland Circle to the east line of Funston Street. On motion of Commissioner Kitchell appointments were confirmed by the Board of Commissioners• On motion of Commissioner Mitchell the Board of Commissioners adjourned. City Clerk
