COMMISSIONERS PROCEEDINGS, REGULAR MEETING.

SALINA, KANSAS.
OCTOBER 27, 1937.
Regular meeting of the Board of Commissioners October 27,
1937. Meeting was called to order by Acting Mayor Jackson, the roll
was called and Commissioners Jackson, Branson, Ferm and Mitchell and
City Attorney Norris responded. Commissioner Morgenstern absent.
The minutes of the Regular Meeting of October 18, 1937
were read and approved as read.
Chas. Shaver and Myron Fox made application for approval
of plat showing set -back and location of house and garage to be erected
on the north-east corner of Eleventh and Franklin. On motion of
Commissioner Branson application was approved by the Board of Commis-
sioners.

An ordinance -was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Commissioner Ferm the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the followin vote was had; Ayes: Jackson, Branson, Ferm and Mitchell
(4) Nays: �0) Commissioner Morgenstern absent. Acting Mayor ap-
proved the ordinance and it is numbered 4790.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the paving of Beloit Avenue from the west
line of Highland Circle to the east line of T'_Iston Street, and pro-
viding for the cost thereof hoti°r the same shall be assessed and the
manner of payment therefor.
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Jackson, Branson, Ferm and
Mitchell (4) Nays: (0) Commissioner Morgesntern absent. Acting
Mayor approved the resolution and it is numbered 4791.
An ordinance was introduced for second reading entitled:
"An ordinance crea ting and defining a certain lateral sanitary sewer
district in the City of Salina designated as Lateral Sanitary Sewer
District No. 156, providing for the construction of a lateral sanitary
sewer in such district, and for the cost thereof and for the levying of
special assessments against the property in such district for the pay-
ment of such cost, and for the issuing of bonds t cerefor."
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Jackson, Branson, Ferm and
Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor
approved the ordIJIazh6e,., and it is numbered 4792.
An ordinance tdras introduced for second reading entitled:
"An ordinance relating to the salary of the Chief of the Fire Depart-
ment."
On motion of Commissioner Branson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Jackson, Branson, Ferm and
Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting
Mayor approved the ordinance and it is numbered 4793.
A resolution was introduced for second reading entitled: "A
Resolution relating to the appropriation of private property in the City
of Salina, Kansas, for public purposes, including the widening of
certain portions of Olive Street and of the highway as extended, to
permit the construction thereon of a viaduct or overpass over and
across certain railroad tracks which cross certain portions of said
street and highway, and the same as extended." .
On motion of Commissioner Ferm the resolution was adopted as
read and on its final adoption the roll was called and the following
vote was had; Ayes: Jackson, Branson, Ferm and Mitchell (4) Nays:
(0) Commissioner Morgenstern absent. Acting Mayor approved the reso-
lution and it is numbered 708.

A resolution was introduced entitled: "A resolution
relating to the maintenance of proposed viaduct to be constructed —
over the Santa Fe Railway and the Union Pacific Railroad tracks near

On motion of Commissioner Fern the resolution was adopted
as read and on its final adoption the roll was called and the follow-
ing vot was had; Ayes: Jackson, Branson, Fermi and Mitchell (4) j
Nays: �0) Commissioner Morgenstern absent. Acting Mayor approved
j the resolution and it is numbered 709.

A resolution was introduced entitled: "A resolution relating
to certain requirements made by the State Highway Commission of Kansas
and the U. S. Bureau of Public Roads of the Department of Agriculture
in reference to proposed viaduct to be constructed across the A. T. &
S. F. R. R. tracks and the U. P. R. R. tracks near Olive Street."

On motion of Commissioner Ferm the resolution was adopted
as rea d and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Jackson, Branson, Ferm and IINlitchell (4)
Nays: (0) Commissioner urgenstern absent. Acting Mayor approved
the resolution and it is numbered 710.

Commissioner Ferm-moved tha t applications be approved by
the Board of Commissioners* notion adopted.
Billboard Application No. 170 asking for permission for
the erection of a billboard on the corner of Santa Fe Avenue and Otis
Avenue was received from the Rogers roster Company. On motion of
Commissioner Branson same was approved by the Board of Cormissioners.
Applications for taxicab license received as follows:

On motion of Commissioner Fermi, applications received from
B. H. Fisher and from S. A. McXllickle and Clarence Rowson were approved
by the Board of Commissioners; and that application received from John
Meredith be held up until insurance endorsement has been filed.
Motion adopted.
An ordinance was introduced for first reading entitled: "An
ordinance ratifying and confirming a contract for the paving of
Sunset Drive from the west line of Pershing Street to a line parallel
with and 125 feet Nest of the west line of Funston Street, as provided
for and authorized by Ordinance Number 4785 of the City of Salina,
Kansas." Same was referred to the Board of Commissioners.
On motion of Conrnissioner Mitchell the Board of Commissioners
adjourned.
