COMMISSIONERS ROOM,
SALIVA, KANSAS.
OCTOBER 180 1937.
Regular meeting of the Board of Commissioners of the City
of Salina, Kansas, October 18, 1937. Meeting was called to order by
Acting.Mayor Jackson, the roll was called and Commissioners Jackson,
Branson, Ferm and Mitchell and City Attorney Norris responded. Com-
missioner Morgenstern absent.
The minutes of the Regular Meeting of October 11, 1937
were read and approved as read.
Bids for the paving of Sunset Drive from the west line of
Pershing Street to a line parallel with and 125 feet west from the
west line of Funston Street, received as follows:
H. J. Taylor Construction Company, Salina, Kansas
Busboom & Rauh, Salina, Kansas
L. V1. Rexroad Construction Company, Salina, Kansas
City Engineers Preliminary Estimate of Cost for the above
named improvement was read.
Bids were tabulated by the City Engineer.
Commissioner Mitchell moved that contract be awarded to H.J.
Taylor Construction Company for six-inch reinforced concrete paving
as per bid submitted, the same being the lowest and best bid therefor;
and that the Acting Mayor be authorized to sign contract on behalf of
the City for such improvements in accordance with such proposal and the
form of contract and specifications attached thereto and referred to
therein; and that the certified checks be returned by the City Clerk to
the unsuccessful bidders. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an j
appropriation for the payment of certain claims."

On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Jackson, Branson, Ferm and Mitchell (4)
Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the
ordinance and it is numbered 4788.
The following claims to be paid from Relief Highway Fund were
presented for payment:
Chas. E. Banker, City Clerk Cash paid out for labor $349.39
The Texas Company Asphalt 21.50
Total - - - - - - -7370.89
370.89
Commissioner Ferm moved that claims be approved by the Board
of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
appropriation from the Relief Highway Fund for the payment of certain
claims,"
On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Jackson, Branson, Ferm and Mitchell (4)
Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the
ordinance and it is numbered 4789.
A petition was presented protesting against 15 -minute parking
on both sides of Santa Fe Avenue between Walnut Street and Mulberry
Street. On motion of Commissioner Ferm petition was ordered filed.
A petition was presented asking for the construction of a side-
walk on the west side of Eleventh Street from Frost Street to Franklin
Street. Referred to the City Engineer.

A petition was presented asking for the construction of a side-
walk on the west side of Ninth Street between Kirwin Avenue and Jewell
Avenue. Referred to the City Engineer.

A petition was presented asking for the construction of a
sanitary sewer in the alley east of Kansas Avenue from the existing
manhole 353 feet north of the north line of Elm Street to a flush
tank to be constructed in said alley approximately 500 feet north of
said manhole. Same was referred to the City Engineer.
Me Me Gibson asked permission to transfer his beer license
from 225 North Fifth Street to 143 North Seventh Street. Commissioner
Branson moved that permission be granted. Motion adopted.
All of the members of the Board of Commissioners, the City
Manager and the City Clerk were designated as delegates to attend
the League of Kansas Municipalities Convention to be held at Dodge City,
Kansas, October 25, 26 and 27, 1937.
Acting Mayor Jackson submitted the names of John Frederick,
Be D. Martin and L. W. Carl, to act as appraisers in ascertaining the
valuation of certain lots and pieces of ground liable to special assess-
ment for the cost of paving Sunset Drive from the west line of Pershing
Street to a line parallel with and 125 feet west of the west line of
Funston Street. On motion of Commissioner Mitchell the appoint-
ments were confirmed by the Board of Commissioners. Motion adopted.
An ordinance was introduced for first reading entitled: "An
ordinance creating and defining a certain lateral sanitary sewer dis-
trict in the City of Salina, designated as Lateral Sanitary Sewer Dis-
trict Number 156, providing for the construction of a lateral sanitary
sewer in such district and for the cost thereof and for the levying of
special assessments against the property in such district for the pay-
ment of such cost, and for the issuing of bonds therefor." Same was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance providing for the paving of Beloit Avenue_ from the west
line of Highland Circle to the east line of Funston Street, and provid-
ing for the cost thereof, how the same shall be assessed and the manner
of payment t` erefor." Same was referred to the Board of Commis-
sioners.
An ordinance was introduced for first reading entitled: "An
ordinance relating to the salary of the Chief of the Fire Department."
Same was referred to the Board of Commissioners.
A resolution was introduced for first readinS entitled:
"A Resolution relating to the appropriation of private property in the
City of Salina, Kansas, for public purposes, including the widening of
certain portions of Olive Street and of the highway extending northerly
therefrom, and such street and highway as extended, to permit the
construction thereon of a viaduct or overpass over and across certain
railroad tracks which cross certain portions of said street and highway."
Same was referred to the Board of Commissioners.
