09-27-1937 Minutes■ a A 4 197 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SAL INA, KANSAS. SEPTEMBER 27, 1937. Regular meeting of the Board of Commissioners September 27, 1937. Meeting was called to order by Acting Mayor Jackson, the roll was called and Commissioners Jackson, Branson, Ferm and Mitchell and City Attorney Norris responded. Commissioner Morgenstern absent. The minutes of the Regular Meeting of September 20, 1937 were read and approved as read. F A petition was presented asking for the construction of a sidewalk abutting Lots 22, 23 and 24, Block S. Oakdale Addition on the west side of Columbia Avenue between Iron Avenue and Gypsum Avenue. Commissioner Branson moved that same be granted by the Board of Com - miss toners . An ordinance was introduced for first reading entitled: "An ordinance providing for and requiring the construction of certain concrete sidewalks in certain street in City of Salina, Kansas." Same was referred to the Board of Commissionerse, Application for taxicab drivers license received as follows: Ralph C. Sears. Commissioner Ferm moved that application be approved by the Board of Commissioners. Motion adopted. Bids for the construction of curbing, guttering and paving improvements as provided for in Ordinance Number 4777 received as follows . H. J. Taylor Construction Company, Salina, Kansas. L. We Rexroad, Salina, Kansas. On tabulation of bids by the City Engineer it appeared that the bids were higher than the Engineer's estimate. Moved by Commissioner Mitchell that the bids be rejected and the certified checks be returned to the bidders, and that no bids having been received for the construction of such work within the Engineers estimate, that the work be done and constructed by the City and that the City Engineer be authorized and directed to con- struct all of the improvements above provided for, such work to be done within the Engineers Estimate of Cost, and that the City Engineer be authorized to purchase such materials, equipment, tools and apparatus, and to hire such labor as may be necessary to construct such work. Motion adopted. Commissioner Mitchell moved that a permit be granted to L. Be Foody and Frank Harz for the construction of two houses on the corner of Santa Fe Avenue and Republic Avenue. Motion adopted• Acting Mayor Jackson submitted the names of John Frederick, E. D. Martin and Lewis Carl to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing, guttering and paving certain streets as provided for in Ordinance Number 4777 of the City of Salina, Kansas. On motion of Commissioner Branson appointments were confirmed by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance provid- ing for the paving of Sunset Drive from the west line of Pershing Street to a line parallel with and 125 feet west of the west line of Funston Street, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." Referred to the Board of Commissioners* Commissioner Branson moved that a permit be granted to Marshall Motor Company for the construction of an iron covered build- ing on the corner of Seventh Street and Woodland Avenue. Motion adopted. 200 i On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jackson,Branson, Perm and Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the ordinance and it is numbered 4785. Application for taxicab drivers license received from: H. F& Manning I Commissioner Perm moved that application be approved by the I Board of Commissioners. Motion adopted. f Commissioner Mitchell moved that a building permit be issued c to R. R. Reed for the construction of a residence on Ellsworth Avenue between Ninth Street and Highland Avenue, with set -back as indicated on plans. Motion adopted. i Commissioner Perm moved that application of Kansas Landscape s and Nursery Company asking for approval of plans for the construction j of a building on East Iron Avenue be approved by the Board of Commis- sioners. Motion adopted, A petition was received from taxicab drivers in the City of Salina, Kansas, asking for an increas a in taxicab fares. Same i was ordered filed. ' I ! An ordinance was introduced for first reading entitled: "An ordinance relating to taxicabs and amending Section 3 and Section ' 4 of Ordinance No. 2948 and Section 1 of Ordinance No. 3306 and Section 2 of Ordinance No. 4625, as amended by Section 1 of Ordinance No. 4633, and repealing aid original sections."
