COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,

SEPTEMBER 20.., 1937 •
Regular meeting of the Board of Commissioners September 20,
1937. Meeting was called to order by Acting Mayor Jackson, the roll
was called and Commissioners Jackson, Branson, Perm and Mitchell and
City Attorney Norris responded. Commissioner Morgenstern absent.
The minutes of the Regular Meeting of September 13, 1937
were read and approved as read.
Bid's for the sale of $31,000.00 City of Salina Refunding
Bonds dated January 1, 1937, bearing interest at the rate of 2% per
annum, received as follows:
` The Brown-Crummer Company, Wichita, Kansas,
The Lathrop -Hawk -Herrick Company, Wichita, Kansas.
Commissioner Mitchell moved that bid of the Lathrop -Hawk -Her-
rick Company of Wichita, Kansas be accepted for a price of par and
accrued interest to date of delivery. The City to allow said Company
$7.49 per $1,000.00 of par value to absorb cost of legal opinion and
other expenses incurred by them. Motion adopted.
Commissioner Branson moved that the Continental Oil Company's
plans for filling station to be constructed on Lots 6 and S. Block 4,
Pacific Addition be approved. Motion adopted.
Commissioner Branson moved that application received from
E. E. McCabe, September 8, 1937, asking for General Retailer Class "A"
Individual Beer License, and rejected by the Board of Commissioners
September 13, 1937 be reconsidered and approved by the Board of Com-
missioners and that the City Clerk be instructed to issue license for
such application. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment.of certain claims."
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Branson, Jackson, Perm and
Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting
Mayor approved the ordinance and it is numbered 4778.
The following claims to be paid from Relief Highway Fond were
presented for payment:
Chas. E. Banker, City Clerk, Cash paid out for labor $300.18
The Texas Company Asphalt 43.00

Commissioner Perm moved that claims be approved by the Board
of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief Highway Fund for the payment of certain
claims,"
On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Jackson, Branson, Perm and Mitchell
(4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor ap-
proved the ordinance and it is numbered 4779.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of a certain claim."
On motion of Commissioner Perm the ordinance was read and
adopted by sections and on its final sdoption the roll was called and
the following rote was had; Ayes: Jackson, Branson, Form and Mitchell
(4) Nays: 0 Commissioner Morgenstern absent. Acting Mayor
approved the ordinance and it is numbered 4780.
A resolution was introduced for second reading entitled: "A
Resolution relating to the construction of certain sidewalks in the
City of Salina, Kansas."
On motion of Commissioner Branson the resolution was adopted ass
read and on its final adoption the roll was called and the followsng
vote was had; Ayes: Branson, Jackson Perm and Mitchell (4) Nays: t0)
Commissioner Morgenstern absent. Acting Mayor approved the resolution
and it is numbered 706.

The above resolution is recorded in full on Pages 57 to 60
inclusive, Resolution Book Number 3.
A petition was presented asking for the construction of a
sewer in Custer Street from manhole at intersection of Venango south
1635 feet to a flush tank to be constructed at a point 50 feet north
of the north line of Republic Avenue. Same was referred to the City
Manager and to the City Engineer.
A protest was received protesting against the constructbn
of sidewalks on the east side of Custer Street from Crawford to
Illinois Street, Same was ordered filed.
City Engineer submitted plans and specifications and estimate
of cost for the construction of curbing, guttering and paving im-
provements provided for in Ordinance Number 4777 of the City of Salina,
i Kansas .

On motion of Commissioner Ferm same were approved by the
Board of Commissioners and the City Clerk was instructed to advertise
for bids for such work, to be received up to and including Monday,

September 27, 1937 at 4:30 P. M. Motion adopted.
Clara Smith, formerly owner of Oke Doke Inn at 121 East
Walnut Street, asked for the transfer of her Beer License from 121
East Walnut Street to 151 South Santa Fe Avenue. Request was granted
j by the Board of Commissioners.
Application for taxicab drivers license received from Sereno
Bartelli September 13, 1937, was approved by the Board of Commission-
ers., on motion of Commissioner Branson. Motion adopted.
Application for taxicab license received from Al Weaver,
Owner and Bell Taxi Company, Operator, September 13, 1937 was approved
by the Board of Commissioners on motion of Commissioner Branson.

On motion of Commissioner Branson, the City Clerk was author-
ized to execute a release of all future liability on the present
existing policies of liability insurance filed by and covering the
taxicabs of the DeLuxe Cab Company and the Bell Taxi Company, issued
by Lloyds of London, being policies No. 3179 and 3180, upon the
filing of a new policy or policies covering such cabs issued by Lloyds
of London, or duly covered by a duly executed cover note, approved
by the Commissioners, such release of future liability to take effect
upon the attaching of liability under the new policies or cover notes
to be filed. Motion adopted.
Commissioner Branson moved that the City of Salina contribute
the sum of $25.00 per month to the Free Employment Office, until re-
scinded. Motion adopted.
On motion of Commissioner Mitchell the Board of Commissioners
adjourned.
