Regular meeting of the Board of Commissioners May 10, i
1937. Meeting was called to order by Acting Mayor Jackson, the
roll was called and Commissioners Branson, Ferm, Jackson and Mitchell
and City Attorney Norris responded. Commissioner Morgenstern absent.

The minutes of the Regular Meeting of May 3, 1937, were --
read and approved as read,i
An ordinance was introduced entitled: "An ordinance
appropriating and transferring certain money from the Waterworks De-
partment Fund to W. F. A. Project Number 5503 Account."
On motion of Commissioner Ferm the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had: Ayes: Branson, Ferm, Jackson and
Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting
Magor approved the ordinance and it is numbered 4745.

A resolution was introduced entitled: "A resolution
relating to W. P. A. Project Number 5503 Account."

On motion of Commissioner Branson the resolution was
adopted as read and on its final adoption the roll was called and the
following vote was had; Ayes: Branson, Ferm, Jackson and Mitchell
(4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor
approved the resolution and it is numbered 693.
The above resolution is recorded in full on Page 39 of
Resolution Ibok Number 3.

An ordinance was introduced entitled: "An ordinance
making an appropriation from the W. P. A. Project Number 5503 Account
for the payment of a certain claim."
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Branson, Ferm, Jackson and
Mitchell (4) Nays: (0) Commissioner Morgenstern absent. Acting
Mayor approved the ordinance and it is numbered 4746.

A petition was presented asking for the curbing and
guttering of Columbia Avenue from Elm Street north to Riverside Drive.
Same was referred to the City Engineer. i
The following applications for Cereal Malt Beverage
License were presented, and on motion of Commissioner Branson were
approved by the Board of Commissioners, and the City Clerk was direct-
ed to issue licenses to the applicants as follows:

extension of contract with Union Pacific Railroad Company for maintenance
and operation of street lights."
On motion of Commissioner Branson the resolution was adopted as
read and on its final adoption the roll was called and the following vote
was had; Ayes: Branson, Ferm, Jackson and Mitchell (4) Nays: (0
Commissioner Morgenstern absent. Mayor approved the resolution and it
is numbered 694.

The following resolution was presented from the Board of Educa-

�'rHEREAS: The Salina Board of Education has determined
that it will petition the Mayor of the City of Salina,
Kansas to call a special bond election for the purpose
of erecting and furnishing a High School for the City
of Salina;
AND WHEREAS: The said Board of Education believes
the most convenient site on which to locate the said
building would be the property situated just North of
and adjacent to the site of the present N shington
High School, known as the City Park Property, and de-
scribed as follows:
South Park except Lots One (1)
to Ten (10j inclusive, in the
Original Town of Salina, in Saline
County, Kansas.
NOW THEREFORE BE I^1 RESOLVED: That the said Board of
Education does hereby petition the honorable Board
of the City Commissioners of the City of Salina, Kansas,
to deed the said City Park Property to the Salina Board
of Education for the purpose of a site upon which to
erect a high school, when and if, such project is ap-
proved by the voters of Salina upon the terms set forth
in said bond election. The reasons for this request are:
First, economy of real estate; Second, ability to use
the present Washington High School; and Third, central
location.

Bids for the curbing and guttering of:
Eleventh Street from the north line of Frost Street to the
north line of Republic Avenue;
Custer Street from the south line of Crawford Avenue to the
north line of Republic Avenue; and
Phillips Street from the south line of Prescott Avenue to
the north line of Charles Street, were received from:
L. Vi. hexroad, Construction Company, Salina, K ansass
H. J. Taylor Construction Company, Salina, Kansas.
City Engineers estimate of cost was read.
On tabulation of bids it appeared that the bids received
were higher than the Engineers estimate.
Moved by Commissioner Mitchell that the bids be rejected and
the certified checks be returned to the bidders, and that no bids
having been received for the construction of such work within the
Engineers estimate, that the work be done and constructed by the
City and that the City Engineer be authorized and directed to construct
all of the improvements above provided for, such work to be done within
the Engineers estimate and that the City Engineer be authorized to
purchase such materials, equipment, tools and apparatus, and to hire
such labor as may be necessary to construct such work. Motion carried,
Acting Mayor submitted the names of John Frederick, E. Do
Martin and L. W. Carl to act as appraisers in ascertaining the valua-
tion of certain lots and pieces of ground liable to special assessment
for the cost of curbing and guttering:
Eleventh Street from the north line of Frost Street to the
north 115e of epublie Avenue;
Custer Street from the south line of Crawford Avenue to
the north line of Republic Avenue; and
Phillips Street from the south line of Prescott Avenue to
the north line of Charles Street.
On motion of Commissioner Mitchell the appointments were
confirmed by the Board of Conmissioners. Motion adopted.
An ordinance was introduced for first reading entitled: "An
ordinance providing that certain platted and unplatted tracts of
land which adjoin the present limits of the City of Salina be added to
taken into and made parts of the City of Salina;extending the limits
of said City to include said added lands; defining the corporate lim-
its of said City as extended; and repealing It, all ordinances and parts of
ordinances in conflict with this ordinance, Referred to the Board o�
Commissioners,,
An ordinance was introduced for first reading entitled: "An
ordinance amending Ordinance Number 3188 by adding certain territory
to the "C" commercial District as defined by Section 5 of said Ordi-
nance and defining- and restricting the uses of the territory added to
said district," Referred to the Board of Commissioners.
On motion of Commissioner Ferm the Board of Commissioners
adjourned.
