Regular meeting of the Board of Commissioners April 19,
1937. Meeting was called to order by City Clerk, Chas. E. Banker.
The newly elected Commissioners, Ed Morgenstern, Earl C. Branson
and 111m. H. Ferm having filed their bonds and same approved by the
Judge of the District Court, all being qualified, the roll was called
and Commissioners Morgenstern, Branson, Ferm, Jackson and Mitchell
and City Attorney Norris responded.
Commissioner Mitchell nominated Ed 1.1orgenstern as Chairman
of the Board of Commissioners and Mayor of the City of Salina for the
I ensuing year, and on motion, Ed Morgenstern was unanimously elected
as Chairman of the Board of Commissioners and Mayor of the City of
Salina for the ensuing year. Motion. adopted.
Commissioner Branson nominated S. r1. Jackson as Vice Chairman
of the Board of Commissioners and Acting Mayor of the City of Salina,
to act as such in the absence of the Mayor, and on motion, S. 17. Jack-
son was unanimously elected Vice Chairman of the Board of Commission-
ers and Acting Mayor of the City of Salina for the ensuing year.
Lotion adopted.
The regular business was taken up with it ayor l-dorgens tern
presiding.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims.'
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nags: (0) Mayor approved the ordinance
and it is numbered 4735.
The following claims to be paid from Relief Highway Fund
were presented for payment:
Chas. E. Banker, City Clerk Cash paid out for labor $484.31
Putnam Sand &s Bldg. Co. Sand 47.46
Texas Company Asphalt 21.60
Commissioner Mitchell moved that claims be approved by the
Board of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief highway Fund for the payment of cer-
tain claims."
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) hays: (0) Mayor approved the ordinance and
it is numbered 4736.
An ordinance was introduced entitled: "An ordinance appropriat-i
Ing and transferring certain money from the Waterworks Department Fund
to W. P. A. Project Number 5145 Account."

On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: j+iorgenstern, Branson, Ferm, Jackson
and Mitchell (5) Nays: (0) Mayor approved the ordinance and it is
numbered 4737.
A resolution was introduced entitled: "A Resolution relating
to W. P. A. Project No. 5145 Account."
On motion of Commissioner Branson the resolution was adopted
as read and on its final adoption the roll was called and the following
vote was had* Ayes:Lorgenstern, Branson, Ferm, Jackson and Mitchell
(5) Nays: f0) Mayor approved the resolution and it is numbered 685.

On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Morgenstern, Branson, Ferm,
Jackson and Mitchell (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4738.
A resolution was introduced entitled: "A Resolution relat-
ing to W. P. A. Project Number 5172 Account."
On motion of Commissioner Jackson the resolution was adopted
as read and on its final adoption the roll was called and the follow- I
Ing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and
Mitchell (5) Nays: (0) Mayor approved the resolution and it is �
numbered 686.

A resolution was introduced for second reading entitled:
"A Resolution relating to the paving of the unpaved portion of
Ninth Street (in the center of street) from the north line of Lincoln
Street to the south line of Pacific Avenue."
On motion of Commissioner Ferm the resolution was adopted
as read and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and
Mitchell. (5) Nays: (0) Mayor approved the resolution and it is
numbered 687. I

A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing and guttering and grading the
east side of Pershing Street from the north line of Jewell Avenue,
north to the north line of Lot 9, Block 6, in Highland Court Addition."
On motion of Commissioner Branson the resolution was adopt-
ed as read and on its final adoption the roll was called and the follow -
Ing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and Mit-
chell (5) Nays: l0) Mayor approved the resolution and it is numbered

A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing and guttering and grading of
Ellsworth Avenue from the west line of Highland Circle to the east
line of Pershing Street, except along the south side of and adjacent
to Lot 4, Block 6, in Highland Court Addition, where curb and gutter
has been constructed."
On motion of Commissioner Mitchell the resolution was
adopted as read and on its finalsdoption the roll was called and the
following vote was had; Ayes: Mergenstern, Branson, Ferm. Jackson
and Mitchell (5) Nays: (0) Mayor approved the resolution and it is
numbered 689.

A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing and guttering and grading of
Tenth Street from the south line of Jewell Avenue to the north line
of Kirwin Avenue."
On motion of Commissioner Jackson the resolution was adopt-
ed as read and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Morgenstern, Branson, Ferm, Jackson and
Mitchell (5) Nays: (07 'Mayor approved the resolution and it is num-
bered 690.

A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing and guttering and gradin of Franklin:
Street from the west line of Ninth Street to the east line of Ileven
Street."

On motion of Commissioner Mitchell the resolution was
adopted as read and on its final adoption the roll was called and the
following vote was had; Ayel: Morgensterno Branson, Ferm, Jackson
and Mitchell (5) Na ys: (0 Mayor approved the resolution and it
is numbered 691.

A resolution was introduced for second reading entitled:
"A resolution relating to the curbing and guttering and grading of
Clark Street from the south line of State Street to the north line
of Marietta Avenue."
On motion of Commissioner Branson the resolution w as
adopted as read and on its finaladoption the roll was called and the
following vote was had; Ayes: 1orgenstern, Branson, Fern, Jackson
and Iditchell (5) Nays: (0) Mayor approved the resolution and it
is numbered 692.

An ordinance was introduced for first ,reading entitled:
"An ordinance providing for the curbing and guttering and grad of
Eleventh Street from the north line of Frost Street to the north line
of Republic Avenue; Custer Street from the south line of Crawford
A enue to the north line of Republic Avenue; and Phillips Street from
tKe south line of Prescott Avenue to the north line of Charles
Street." Same was referred to the Board of Commissioners.
Application for taxicab drivers license received from
Roy E. Fowler. Same was approved by the Board of Commissioners, on
motion of Commissioner Jackson. 1potion adopted.
A petition was presented asking for the construction of a
.sidewalk on the south side of Jewell A venue from the west line of
Ninth Street to the east line of Tenth Street, and on Tenth Street
from the south line of Jewell Avenue to the north line of Kirwin
Avenue, (except such walk now in place and in good condition).
Petition ordered filed.
Commissioner Jackson moved that taxicab insurance policies
issued by the Llloyds Insurnace of London be accepted by the Board of
Commis s iorws . Motion adopted.
An ordinance was introduced for first reading entitled:
"An ordinance relating to license tax on tent shows." Same was
referred to the Board of Commissioners.
On motion of Commissioner Jackson the Board of Commissioners
adjourned.
