03-01-1937 Minutes114 COMMISSIONERS PROCEEDINGS , REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 11 1937. Regular meeting of the Board of Commissioners March 1, 1937. Meeting was called to order by Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface and Acting City Attorney Jenkins responded. City At- torney Norris absent. The minutes of the Regular Meeting of February 22, 1937 were read and approved as'read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of miscellaneous claims. On motion of Commissioner Morgenstern the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Yorgenstern and Surface (5) Nays: (0) mayor approved the ordinance and it is numbered 4724. The following claim to be paid from the Relief Highway Fund was presented for payment: Chas. E. Banker, City Clerk Cash paid out for labor $283.40 On motion of Commissioner Jackson same was approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of a certain claim." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4725. A resolution was introduced for second reading -entitled: "A Resolution relating to the curbing and guttering afid grading of Phillips 'Street from the south line of Prescott Avenue to the north line of Charles Street."" On motion of Commissioner Surface the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgenstern and Surface (5) Nays: (0) Mayor approved the resolu- tion and it is numbered 680. The above resolution is recorded in full on Page 26, Reso- lution Book Number 3. A resolution was introduced for second reading entitled: 4A Resolution relating to the curbing and guttering and grading of Custer Street from the south line of Crawford Avenue to the north line of Republic Avenue."' On motion of Commissioner Morgenstern the resolution was -- adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Peers, Jackson, Mitchell, Morgenstern and Surface (5) Nays: �0� Mayor approved the reso- lution and it is numbered 681. The above resolution is recorded in full on Page 27, Resolution Book Number 3. A petition was presented asking for the curbing and gut- tering of Prescott Avenue from the west line of Twelfth Street to the west property line of Phillips Street. Same was granted. A resolution was introduced for first reading entitled: "A resolution relating to the curbing and guttering and grading of Prescott A venue from the west line of Twelfth Street to the west property line of Phillips Street." Same was referred to the Board of Commissioners. 115 Commissioner Morgenstern moved that the Mayor and City Clerk be authorized to sign quit -Claim Deed entered into between The City of Salina and Emma Gebhart Simmons. PrIotion adopted. I Mayor Peters submitted the names of John. Frederick, J. Earl Wyatt and Ralph Smith, to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering: Phillips Street from Charles Street to Crawford Avenue; Kirvvin Avenue from Ninth Street to Highland Avenue; Oakdale Avenue from Elm Street to a point 550 feet north of Elm Street; Connecticut Avenue from Iron Avenue to Johnstown Avenue; Eleventh Street from Frost Street to Republic AITenue; for paving unpaved portion of Ninth Street from Jewell Avenue to Cloud Street; and for recurbing and reguttering and the paving of a portion of Eighth Street from Ash Street to Walnut Street. On motion of Commissioner Jackson appointments were confirmed by the Board of Commissioners. On motion of Commissioner Surface the Board of Commissioners adjourned. City Clerk
