COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
DECEMBER 21, 1936.
Regular meeting of the Board of Commissioners December 21,
1936. Meeting was called to order by Mayor Peters, the roll was called
and Commissioners Peters, Jackson, Mitchell, Morgenstern and Surface
and City Attorney Norris responded.
The minutes of the Regular Meeting of December 14, 1936 were
read and approved as read.

{ Pursuant to notice published in the Salina Journal $ 70,000.00
par value of Refunding Bonds dated January 1, 1937 were placed on
sale. Offers for said bonds were received from:
Brown-Crummer, Wichita, Kansas,
Small -Millburn Company, Wichita, Kansas
Lathrop -Hawk -Herrick Company, Wichita, Kansas,
City National Bank & Trust Company, Kansas City, Missouri,
Callendar, Burke & MacDonald, Kansas City, Missouri,
Stern Bros, Kansas City, Missouri,
Columbian Securities Corporation, Topeka, Kansas,
€ Estes, Payne & Company, Topeka, Kansas,
Vernon H. Branch, Wichita, Kansas,
Ranson -Davidson, Wichita, Kansas,
Dunne -Israel Company, Wichita, Kansas,
Commissioner Surface moved that the issue $39,000.00 Refunding
Bonds, dated January 1, 1937 be sold to Lathrop -Hawk -Herrick Company
of Wichita, Kansas as per their bid submitted of par, accrued interest
and a premium of $17.30 per thousand on delivery of said bonds on or
about January 10, 1937, and that the bids for the balance of the issue
for future delivery be rejected, and that the City Clerk be authorized
to refund the certified checks to the iunsuccessful bidders. Motion
adopted.
Commissioner Surface moved that a special permit be granted to
Ablah Hotel Company for the construction of a building north of the
McKelvey Radio Company on South Santa Fe Avenue, subject to the approval
j of the Building Inspector. Motion adopted.
An ordinance was introduced for first reading entitled: "An
ordinance relating to and fixing the salaries and wages of certain
officers and employees of the City of Salina." Same was referred to
the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Morgenstern the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Jackson, Mitchell,
Morgenstern and Surface. (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4703.
An ordinance was introduced entitled: "An ordinance making an
appropriat on for the payment of certain claims,*
On motion of Commissioner Jackson the ordinance was read and
adopted by sections and on its final adoption the roll was called and the
following vote was had; A es: Peters, Jackson, Mitchell, Morgenstern
and Surface (5) Nays: (05 Mayor approved the ordinance and it is numbe
4704.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims.'

On motion of Commissioner Mitchell the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Peters, Jackson, Mitchell, Morgen-
stern and Surface (5) Nays: (0) Mayor approved the ordinance and it
is numbered 4705.
The following claims to be paid from Relief Highway Fund were
presented for payment:
Putnam Sand & Building Company, Sand $574.94
Chas. E. Banker, City Clerk Cash paid out for labor 286.79
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief Highway Fund for the payment of
certain claims."
On motion of Commissioner Jackson the ordinance was read
and adopted by sections, and on its final adoption the roll was
called and the following vote was had; Ayes: Peters, Jackson, Mit-
chell, Morgenstern and Surface (5) Nays: (0) Mayor approved the
ordinance and it is numbered 4706.

An ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of Salina
to pay the cost of curbing and guttering Kansas Avenue from the north
line of Elm Street to a point 500 feet north of the north line of Elm
Street in the City of Salina, Kansas, and relating to and providing
for the collection and payment of such assessments."

On motion of Commissioner Surface the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Jackson, Mitchell,
Morgenstern and Surface (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4707.
An ordinance was introduced for second reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of Salina
to pay the cost of curbing and guttering Sheridan Street from the
south line of Crawford Avenue to the north line of Republic Avenue
in the City of Salina, Kansas, and relating to and providing for the
collection and payment of such assessments." 4
On motion of Commissioner Surface the ordinance was read _
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Jackson, Mitchell,
Morgenstern and Surface (5) Nays: (0) Mayor approved the ordinance
and it is numbered 4708.
An ordinance was introduced for second reading entitled:
"An ordinance defining "Milk" and certain "Milk Products",, "Milk
Producer", 'Pasteurization" and certain other terms used in this `
ordinance, prohibiting the sale of adulterated and misbranded milk
and milk products, requiring permits for the same of milk and milk
products, regulating the inspection of dairy farms and milk plants,
the examination, grading, labeling, plaearding, pasteurization,
regrading, distribution and sale of milk and milk products, providing
for the publishing of milk grades, the constructing of future
dairies and milk plants, the creation of a Milk Inspection Department
and the appointment of a Milk Inspector, his deputies and assistants,
the enforcement of this ordinance and the fixing of penalties, and
repealing certain ordinances and parts of ordinances of the City
of Salina,*
On motion of Commissioner Jackson the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Peters, Jackson,
Mitchell, Vorgenstern and Surface (5) Nays: (0) Mayor approved
the ordinance and it is numbered 4709.
Application for taxicab drivers license received from
Frank J. More. On motion of Commissioner Jackson same was approved
by the Board of Commissioners. Motion adopted.
On motion of CorAissioner Surface the Board of Commissioners
adjourned.
