COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
On motion of Commissioner Mitcehll the resolution was
adopted as read and on its final adoption the roll was called and the
following vote was had; Ayes: Peters, Mitchell, Morgenstern and Sur-
face (4) Nays: �0) Commissioner Jackson absent. Mayor approved
the resolution and it is numbered 6�5.
The above resolution is recorded in full on Wage 21 of Reso-
lution Book Number 3.
City Engineer submitted Final Estimate of Cost for the
curbing and guttering of:
Sheridan Street from Crawford Avenue to Republic Avenue;
Aansas Avenue from Elm Street north 500 feet.
On motion of Commissioner Surface same were approved by the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of Salina
to pay the cost of curbing and guttering Qeerid�an Street from the south
line of Crawford Avenue to the north line df Republic Avenue in the
City of Salina, Kansas, and relating to and providing for the collection
and payment of such assessments.* Same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and apportioning and levying special assess-

pay the cost of curbing and guttering Kansas Avenue from the north line
of Elm Street to a point 500 feet north of the north line of Elm Street
in the City of Salina, Kansas, and relating to and providing for the
collection and payment of such assessments. Same was referred to the
Board of Commissioners.
Regular meeting of the Board of Commissioners December 14,
1936. Meeting was called to order by Mayor Peters, the roll was
called and Commissioners Peters, Nitbhell, Morgenstern and Surface

and City Attorney Norris responded. Commissioner Jackson absent.
The minutes of the Regular Meeting of December 7, 1936
were read and approved as read.
An ordinance was introduced entitled: *An ordinance making
an appropriation from the Condemnation Fund in the City Treasury for
the payment of a certain claim."'
On motion of Commissioner Mitchell the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Mitchell, Morgenstern
and Surface (4) Nays: (0) Commissioner Jackson absent. Mayor approved
the ordinance and it is numbered 4701.
An ordinance was introduced for second reading entitled:
*An ordinance providing for the issuance of Refunding Bonds of the
City of Salina, Kansas, in the aggregate amount of $70,000.00 for
the purpose of refunding certain outstanding bonds of such city in a
like amount to be designated as Series R-114."
On motion of Commissioner Surface the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Peters, Mitchell, Morgenstern
and Surface (4) Nays: (0) Commissioner Jackson absent. Mayor
approved the ordinance and it is numbered 4702.
City Clerk was instructed to advertise for the sale of
$70,000.00 Refunding Bonds dated January 1, 1937, December 21, 1936
at 5:00 P. M., after same have been offered to the School Fund Commis -
cion. Motion adopted*

Eleventh Street from the north line of Frost Street to the north line
of epublic Avenue.*'

"An ordinance defining *Milk" and certain *Milk Products", *Milk Pro-
ducer% *Pasteurization* and certain other terms used in this ordinance,
prohibiting the sale of adulterated and misbranded milk and milk
products, requiring permits for the sale of milk and milk products,
regulating the inspection of dairy farms and milk plants, the examine -
tion grading, labeling, placarding, pasteurization, regrading, dis-
tribution and sale of milk and milk products, providing for the j
publishing of milk grades, the construction of future dairies and !
milk plants, the creation of a Milk Inspection Department, and the
appointment of a Milk Inspector, his deputies and assistants, the
enforcement of this ordinance, and the fixing of penalties, and
repealing certain ordinances and parts of ordinances of the Qty of {
Salina." Same was referred to the Board of Commissioners.
Application for taxicab drivers license received from
Dolphus Gilbert. On motion of Commissioner Mitchell same was approved
by the Board of Commissioners.
Application for license to sell malt and cereal beverages
in the City of Salina, Kansas received from:
RETAIL CLASS "A " MALT & CEREAL BEVERAGE DEALERS LICENSE
L. A. Neeland and H. J. Batliner, 115 S. Fifth Street
On motion same was referred to the Chief of Police.
A communication was received from the Library Board with
reference to the purchase of property for museum purposes. On
motion of Commissioner Morgenstern same was referred to the City
A ttorney.
On motion of Commissioner Surface the Board of Commissioners
adjourned.
