Meeting was called to order by Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell and Surface and i City Attorney Norris responded. Commissioner Morgenstern absent. i The minites of the Regular Meeting of September 14, 1936 ,I were read and approved as read. An ordinance was introduced entitled: "An ordinance making j an appropriation for the payment of certain claims." ! On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the followi vote was had; Ayes: Peters, Jackson, Mitchell and Surface (41 Nays: (0) Commissioner Morgenstern absent. Mayor approved the ordinance and it is numbered 4677. The following claim to be paid from Relief Highway Fund were presented for payment: i Chas. E. Banker, City Clerk Cash paid out for labor §320.82 Leidigh & Havens Lumber Co. Cement 110.10 Putnam Sand & Bldg. Co. Sand 38.59 Total - - - - - - — 469.51 Commissioner Jackson moved that same be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropria tion from the Relief Highway Fund for the payment of certain claims." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. Mayor approved the ordinance and it is numbered 4678. The following claim to be paid from Special Bonds & Coupons Fund was presented for payment: City of Salina Water Dept. For Temporary Note #7 & Balance of #10 $2,787.08 Commissioner Jackson moved that same be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance provid- ing for and authorizing the appropriation of a certain amount from the Special Bonds a Coupons Fund to the Waterworks Department Fund to take up and pay certain Temporary Notes issued in payment of certain paving work, and which were purchased by and held in the Sinking Fund or Investment Account of the Waterworks Department Fund.* On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. Mayor approved the ordinance and it is numbered 4679. An ordinance was introduced entitled: "An ordinance appro- Rriating certain money from the Waterworks Department Fund to the Sheridan Street and Kansas Avenue Curb and Gutter Account." On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. Mayor ap- proved the ordinance and it is numbered 4680. A Resolution was introduced entitled: «A Resolution relating to the construction of curbing and guttering on Sheridan Street and Kansas Avenue.' On motion of Commissioner Mitchell the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. The above resolution is recorded in full on Pages 17 and 18 in Resolution Book Number 3. 4 Mayor Peters submitted the names of John Frederick, E. D. Martin and L. W. Carl to act as appraisers in ascertaining the valua- tion of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering Sheridan Street from Crawford Avenue to Republic Avenue and_Kansas Avenue from Elm Street to a point 150 feet north of Elm Street. On motion of Commissioner Sur- face the appointments wereeoA irmed by the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $13,682.36 to pay the cost of improving certain streets in said city to be designated as Series P-112."' On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had ; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. Mayor approved the ordinance and it is numbered 4681. An ordinance was introduced for second reading entitled: "An ordinance amending Ordinance No. 3188 as amended being an ordinance dividing the City of Salina into zones or districts and regulating and restricting the location of trades, industries, etc., and the uses of land in such zones or districts." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Surface (4) Nays: (0) Commissioner Morgenstern absent. Mayor ap- proved the ordinance and it is numbered 4682. On motion of Commissioner Surface the City Clerk was in- structed to advertise in the official City paper as provided by law for the sale of $33,000 Refunding Bonds dated January 1, 1936 and $13,682.36 Improvement Bonds dated July 1, 19360 bids to be received October 5, 1936 at 4:00 P. M. The following report was received from the City Planning Commission: Salina, Kansas. Sept. 19, 1936. Mr. (has. E. Banker, City Clerk, Salina, Kansas. Dear Mr. Banker: The City Planning and Zoning Commission met in the Chamber of Commerce office at five o'clock P. M. September 18, 1936, with a quorum for the consideration of petitions for rezoning of certain properties. In the petition for the rezoning of Lots 15, 16, 170 18, 19 and 20, Block 63, Mili- tary Addition, the commission, after due considera- tion, recommends to the Honorable City Commission the rezoning of said described lots as petitioned. In connection with the petition for the rezoning of Lot 15, Block 46, Military Addition, the Commission after consideration, favorably recom- mends to the honorable City Commission the rezon- ing of Lot 15, Block 46, Military Addition, The City Planning and Zoning Commission further recommends the rezoning of Lots 5, 7, 9:) 11, and 13, Block 63 Military Addition, into a C Commercial zone Aue to the fact that Lots 1 and 3 in Block 63 are at the present time in the commercial zone, and in the rezoning of the described lots 5 to 13 inclusive, it will complete the block into a "C" Com- mercial zone. Commissioner Surface moved that report be filed, and that the City Clerk be instructed to publish notice in the official City paper as provided by law. Motion adopted. Application for taxicab drivers license received from; Bryant Hayes. Commissioner Surface moved that application be rejected by the Board of Commissioners. Motion adopted. Application for license to sell malt and cereal beverages in the City of Salina received from; RETAIL CLASS "B" MALT iso CEREAL BEVERAGE DEALERS LICENSE Herman Benkula, 215 Vest Ash Street Commissioner Jackson moved that application be granted and that location be changed from Shellway Lodge on East Pacific to 215 West Ash Street. Motion adopted. On motion of Commissioner Surface the Board of Commission- ers adjourned. City Clerk
