Meeting was called to order by Mayor Peters, the roll was called and Commissioners Peters, Jackson, Mitchell and Morgenstern and City Attorney Norris responded. Commissioner Surface absent. The minutes of the Regular Meeting of September 8, 1936, were read and approved as read. The following claim to be paid out of P. W. A. State File No. 1031-R Account was presented for payment: City of Salina, Kansas, Water Transferring unexpended balance in Department P.W.A. State File 1031-R Acct. to Waterworks Fund $8260.00 Commissioner Mitchell moved that same be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance appro- priating and transferring a certain sum of money from Public Works Administration State File No. 1031-R Account to the Waterworks Depart- ment Fund in the City Treasury."' On motion of Commissioner Jackson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hadAyes: Peters, Jackson, Mitchell and Morgenstern (4) Nays: (0i Commissioner Surface absent. Mayor approved the ordinance and it is numbered 4675. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assess- ments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewers in Lateral Sanitary Sewer Districts numbered 172 and 173, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Mitchell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Peters, Jackson, Mitchell and Morgenstern (4) Nays: (0) Commissioner Surface absent. Mayor ap- proved the ordinance and it is numbered 4676. Application for license to sell malt and cereal beverages in the City of Salina received from: RETAIL CLASS KA4 MALT & CEREAL BEVERAGE DEALERS LICENSE Howard, d/b/a Highway Lunch, 209 E. Pacific Commissioner Morgenstern moved that application be approved by the Board of Commissioners. Motion adopted. Application for taxicab drivers license received from: Clifford Wood. Commissioner Jackson moved that same be approved by the Board of Commissioners. Motion adopted. A petition was presented asking for the installation of a street light on the corner of Sherman and Franklin Streets. Same was referred to the City Manager. Mr. T. D. Fitzpatrick submitted his resignation as a member of the Library Board. Commissioner Mitchell moved that same be accepted and that the City Manager express to Mr. Fitzpatrick the appreciation of the City for his services. Motion adopted. Mayor Peters submitted the name of C. F. Prescott as a mem- ber of the Library Board, to fill vacancy created by the resignation of Mr. T. D. Fitzpatrick. On motion of Commissioner Morgenstern the appointment was confirmed by the Board of Commissioners. 1 1 1 1 An ordinance was introduced for first reading entitled: "An ordinance amending Ordinance No. 3188 as amended, being an ordinance dividing the City of Salina into zones or districts and regulating and restricting the location and uses of trades, industries, etd., and the uses of land in such zones or districts," Same was referred to the City Manager. An ordinance was introduced for first reading entitled: "An ordinance providing for and authorizing the issuance of Improve- ment Bonds of the City of Salina, Kansas, in the sum of $13,682.36 to pay the cost of improving certain streets in said City to be desig- nated as Series P-112.* Same was referred to the Board of Com- missioners.
