COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS;
AUGUST 1, 1936.
Regular meeting of the Board of Commissioners August 1,
1936. Meeting was called to order by Acting Mayor Surface, the roll
was called and Commissioners Surface, Jackson and Morgenstern and
City Attorney Norris responded, Commissioners Peters and Mitchell
absent.
The minutes of the hegular Meeting of July 22, 1936
were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims**
On motion of Commissioner Jackson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Jackson, Surface and Morgen-
stern (3) Nays: (0) Commissioners Mitchell and Peters absent.
Acting Mayor approved the ordinance and it is numbered 4663.
The following claim to be paid from Relief Highway Fund
was presented for payment:
Chas. E. Banker, City Clerk, Cash paid out for labor $249.97
On motion of Commissioner Morgenstern claim was approved
by the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making
an appropriation from the Relief Highway Fund for the payment of a
certain claim."

On motion of Commissioner Jackson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Surface, Jackson and Morgen-
stern (3) Nays: (0) Commissioners Mitchell and Peters absent. Acting
Mayor approved the ordinance and it is numbered 4664.

An ordinance was introduced for second reading entitled:
"An ordinance reopening a certain portion of Olive Street and a cer-
tain portion of an alley vacated by Ordinance No. 4530."
On motion of Commissioner Morgenstern the ordinance was
read and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Surface, Jackson and
Morgenstern (3) Nays: (0) Commissioners Mitchell and Peters absent.
Acting Mayor approved the ordinance and it is numbered 4665.
A resolution was introduced for second reading entitled:
"A Resolution relatin& to the construction of certain sidewalks
in the City of Salina.

On motion of Commissioner Jackson the resolution was
adopted as read and on its finalad.option the roll was called and the
following vote was had; Ayes: Surface, Jackson and Morgenstern (3)
Nays: (0) Commissioners Mitchell and Peters absent. Acting Mayor
approved the resolution and it is numbered 664.

A resolution was introduced for second reading entitled:
"A Resolution relating to the appropriation of certain private proper-
ty in the City of Salina, Kansas for public purposes."
On motion of Commissioner Morgenstern the resolution was
adopted as read and on its final adotpion the roll was called and
the following vote was had; Ayes: Surface, Jackson and Morgenstern
(3) Nays: (0) Commissioners Mitchell and Peters absent. Acting
Mayor approved the resolution and it is numbered 665.

"A Resolution relating to the maintenance of U S 81 Bypass."
On motion of Commissioner Morgenstern the resolution was
adopted as read and on its final adoption the roll was called and
the following vote was had; Ayes: Jackson, Surface and Morgenstern

A contract was presented from the State Highway Commission
of Kansas relating to U S 81 Bypass.

Commissioner Jackson moved that same be approved by the
Board of Commissioners and that the Acting Mayor be authorized to
sign such contract on behalf of the City of Salina. Motion adopted.
A resolution was introduced for second reading entitled: 1
"A Resolution relating to the recurbing and reguttering and the paving
of a portion of Eighth Street from the south line of Ash Street to
the north line of Iron Avenue.'

read and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Jackson, Surface and

On motion of Commissioner Jackson the applications were ap-
proved by the Board of Commissioners. Motion adopted.

Commissioner Morgenstern moved that applications be ap-
proved by the Board of Commissioners. Motion adopted• ^I
Application for taxicab license received from Lee R.
Larson d/b/a A B C Taxi Service. Commissioner Jackson moved that
application be approved by the Board of Commissioners.
Moved by Commissioner Morgenstern and duly seconded that
the Zoning Ordinance of the City of Salina be amended by rezoning
Block 12, Calkints Addition from the HC's Commercial Use District
to the "DO Light Industrial Use District, and by rezoning the follow- �
ing portions of Pacific Addition and North Park Addition from "A"
Residence District to the "C" Commercial Use District, to -wit:

Blocks 3, 4 and 9. Lots 11 to 20 inclusive
in Block 2, Lots 1 to 12 inclusive in Block 11,
Lots 1 to 20 inclusive in Block 10 and Lots 1
to 10 inclusive in Block 17, Pacific Addition;

and that such proposed amendments be submitted to the City Planning
Commission for their recommendation. Motion adopted.
Commissioner Jackson moved that a 15 -minute parking zone be
established on the east side of Santa Fe Avenue from the south side
of the building occupied by the U. S. Postoffice to Ash Street, and
that the Street Superintendent be instructed to mark the same. Motion
adopted.
City Manager submitted Tentative Budget for the year 1937.
Commissioner Morgenstern moved that the City Clerk publish notice for
public hearing to be held August 14, 1936 at 4:30 P. M.

On motion of Commissioner Morgenstern the Board of Commis-
sioners adjourned.
